Comments in response to Applicant request to authorize private streets do not replace or supersede initial site plan comments (9-Jul 2015, SDP2015-00028) relative to RW width (1’ beyond sidewalks), or request that proposed RW match existing RW for Golf Drive, Fielding Run, and Rowcross. Engineering review (ISP comment) request for RW that extends 1’ beyond sidewalks, RW to match existing approved public RW, and other ISP comment requests, are/remain unchanged. 1.(Undated) letter from RGA requesting authorization of private streets and waiver for sidewalk and planting strip requirements along private alleys appears inconsistent with 14-234, Procedure to authorize private street and related matters. Applicant should review submittal requirements and provide information consistent with 14-234.A.1.(a./b.). Engineering requests this information. 2.The proposed private street aligned north/south parallel with Fielding Run and Rowcross Street (separating Lots 1-9 and Lots 10-19) does not satisfy requirement at 14-234.C.4. This street serves through traffic and intersects the state highway system in more than one location, and should be a public street. 3.Lots 10-14 and 17-21 have no public or private street access, or direct access to a sidewalk. These lots require street (not Alley) access, per 18-4.6.6.a. –Access required for all zoning districts. 4.Letter makes request for private streets and waiver from sidewalk and planting strip requirements along private alleys in Block 10, 16, and 17/18 of Old Trail Village, and references Alley ‘A’, Alley ‘C’, Alley ‘D’, Alley ‘E’, Alley ‘F’, Alley ‘G’. Exhibit Alleys are not labeled; request alleys be labeled. 5.Note/observation: Request for private streets with loss of RW width, sidewalks, and planting strips has immediate effect for homeowners: amenities are forfeit, and long-term expense –simple expense of living –at Old Trail Village increases as HOA fees must cover private street, alley, and sidewalk maintenance. Letter focuses on increased density and parking, but streets at Old Trail Village, as elsewhere, built with sidewalks and planting strips invite pedestrian use. An alley-only, high-density approach discourages pedestrian use. Division: Date Completed:09/18/2015 Reviewer:Megan Yaniglos Planning Review Status:Requested Changes Reviews Comments:1.I don’t think you need Alley ‘A’, Alley ‘C’, Alley ‘F’ or Alley ‘G’ to be private streets, they can just be alleyways, as the lots adjacent to those do not need frontage as they already have frontage on public streets. 2.We do not see a reason for Private Street B in Block 16 to be private. Lots 10-19 appear to be facing that street, and would expect that lots 1-9 units would face that street as well. Sidewalks and planting strips are provided, so I don’t see a reason why this needs to be a private street. County policy is that streets should be public. 3.Can you provide more information for the units and where they will be facing (front door) for lots 1-22 in Block 17? It is unclear if lots 1-8 will have a face (front door) to the alley and not Upland Drive. Also, unclear is if lots 9-22 will be facing the open space with rear access via the alleyways. We would expect them to face Upland Drive (1-8) and the open space (9-22). However, if lots 9-22 are facing the open space, we would also want a sidewalk to be provided in the open space to allow Division: Page:2of3 County of AlbemarlePrinted On:January 11, 2016 access. Similar to what was designed in Block 14. 4.Alley ‘D’ and Alley ‘E’ should be labeled as private streets to avoid confusion between the hierarchy of access (alleys (do not require sidewalks and planting strips), private streets, and public streets (which do require sidewalk and planting strips).
