Re: SDP-2013-00054 Old Trail Village Blocks 28,29B and 35 B- Initial Site Plan
Dear Mr.Newberry:
We have reviewed the Initial Site Plan for Old Trail Village Blocks 28,29B,&35B dated August 22,
2013 as submitted by Roudabush,Gale&Associates,Inc. and offer the following comments:
1. The sight lines shown need to originate at a point that is 14.5'off of the edge of travel as
indicated in Appendix F of the Road Design Manual.
2. The sight easement should be located 5' behind the sight line rather than directly on the sight line.
3. While the entrance to Duplex Lot 10 (Block 29B)is shown on Private Street `A', it would be
better if the entrance were moved to the west,further from the intersection with Road
4. The return radius at the intersection of Brookley Drive and Road`L'needs to be shown.
5. The sections of roadway that will have CG-6 should be labeled in plan view. Likewise with
Rolltop curb.
6. The sections of roadway that will have parking on one side only should be identified in plan view,
indicating which side will be for parking.
7. It would be preferred to locate the waterline outside of the paved surface.
8. Why is the 20'utility easement on lot 21 near the intersection of Road`M' and Golf Drive being
vacated? Could the waterline be extended from the existing stub out at this location into the new
development?
9. More detail for how the drainage will be handled at the street intersections needs to be provided.
10. The pavement design calculations need to be provided for review.
11. Most of these items can be addressed with the road plans,however,the sight plan should not be
approved until the road plans have been approved.

RE: SDP201300054 Old Trail Village Blocks 28,29B and 35B—Initial Site Plan
Mr. Morris:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five(5)years from the date of this letter,provided that the
developer submits a final site plan for all or a portion of the site within one(1)year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle,and thereafter
diligently pursues approval of the final site plan.
An Erosion and Sediment Control Permit may be issued after the following approvals are received:
1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle.
2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the
Code.
3. Approval of all easements for facilities for stormwater management and drainage control.
4. Submittal of a tree conservation checklist.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of$1,500.
3. Submittal of plans directly to each of the agencies/departments listed below necessary to satisfy
the conditions of approval.
The final site plan will not be approved until the following conditions are met:
Planning Division Approval of: (2 Copies are reauired to be submitted for review)
1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
2. [Code of Development] Approval of a variation for setbacks in Blocks 28 and 29B.
3. Maintenance agreements will be needed for the private street and alleys.
4. Easement plats will be needed for easements outside of he public right-of-way.
5. On Sheet 1. please remove the note and tilled Site Data"that references
development rights.

6. On Sheet 5,please show the on-street parking spaces.
7. A landscape plan meeting the requirements of section 32.7.9 of Chapter 18 of the Code.
Engineering Division Approval of: (1 Copy is required to be submitted for review)
1. Please add a date on the cover sheet when the site was visually confirmed to be the same
as when surveyed in August 2012. Policy: topographical survey certified to be accurate
within one year of submittal date.
2. An Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle
3. A Stormwater Management Plan meeting the requirements of Chapter 17 of the Code, including:
a. Removal rate computations and project drainage area maps as described in the
design standards manual to support conceptual stormwater management/BMP
plans per 14-305.A.
b. The stream buffer and 100-year flood plain.
4. All easements for facilities for stormwater management and drainage control.
5. Road plans.
Albemarle County Fire&Rescue Approval. (1 Copy is required to be submitted for review)
1. Streets less than 36 ft FC/FC shall be marked on one side "No Parking Fire Lane"
Albemarle County Service Authority Approval. (2 Copies are required to be submitted for review)
1. The ACSA is approving without comments because we do not have approved construction
drawings to match the plat to. Once construction approval is granted the ACSA will comment
accordingly on the Final Plat.
Virginia Department of Transportation Approval. (1 Copy is required to be submitted for review)
1. See attached comments.

I still haven't received any comments from ACSA, but I'll forward them as soon as they're received. My comments are
minimal; I just need to get with Megan to confirm the format we're using in this case where the plat and initial plan are
identical.
