I reviewed the reports and closure documents for these two cases. They are both hot heating oil tank closures. Soil was
removed following the tank removal and a monitoring well installed at the 95-4647 site. Soil and water came back clean
and the case closed. The other site included tank removal along with 15 tons of soil. There was a potable well
approximately 65 feet up-gradient of that tank basin which was sampled and yielded no petroleum constituents. Please
keep in mind that sample analysis was not as precise as it is now but in this situation with the distance between the
former basins and your proposed well location there should not be a risk of impact from these releases. The good news
is that in the 1990s the standard operating procedure was to pull the tank, remove lots of soil, sample. This eliminated
most contamination from that period of time. I would tell you that specifying a minimum casing isn’t necessary but I
would rather recommend as you mentioned installing the casing into bedrock and grouting. That just makes good sense
in case there is an unknown tank in the vicinity.

Good morning, David. Hope that you’re doing well.
I am evaluating a proposed well site here in Albemarle for the New Hope Community Church and I wanted to
get your feedback on the proximity to a couple of known release sites. I have attached a PDF showing the
approximate well site in relation to the known releases in the area. Please review and let me know if you have
any questions or concerns.
As far as the well construction is concerned, I am open to any suggestions that you may have. At this point, I
have no problem with requiring a minimum of 50’ of casing and grout even though 20’ would suffice by the
Regulations. I also think that it would be a good idea to case and grout to bedrock. Would you do anything
different given your knowledge of the known releases in the area?
