On August 29, 2011, a preliminary meeting was held at the Albemarle County Community Development office. In attendance were Jim Smith and Clif Coleman of Coleman-Adams,the general contractor we are working with, Tim Miller, our engineer with Meridian Planning Group, LLC, Pastor Harold L Bare, Sr., Covenant Church (my father), and me. I regret that I failed to catch the last names of the county's representatives, but one was Gerald, who I understood to be a permit reviewer, and the other was Phil, who I understood to be an engineer. During the course of the meeting we presented a concept drawing of our project, showing the location, and general use of the new building to be constructed between our existing buildings. In review of my notes from that day, the following items were raised by the county representatives: i 1) Architectural Review Board - Question was raised whether we would be affected ARB,particularly the 500' rule. Phil stepped out during our meeting and spoke to Marjorie Maliszewski, the principal planner for ARB. She advised that the 500' rule only applies if the property itself is located in the ARB district, and since the Church is not in the ARB district, ARB requirements do not apply to our project. 2) Erosion and Sediment- We were advised plan will be needed if over 10,000sf of soil is disturbed. We currently do not believe this will occur, but will have our contractor review and submit E&S plan if necessary. 3) Parking - We were advised parking requirements should be reviewed. After the meeting,I followed up with Ron Higgins, Chief of Zoning. He thoroughly reviewed parking requirements for our facility and advised that the "assembly" area of our existing buildings only requires 155 parking spaces. We currently have 251 parking spaces, well in excess of the required amount. While the submitted Minor SPA includes a reduction to 237 parking spaces, we will still have 82 spaces more than is required after completion of the proposed project. I am forwarding the email correspondence I had with Mr. Higgins to you separately. 4) Site Plan Amendment- We were advised that submission of a Minor Site Plan Amendment would be appropriate for our proposed project and use, i.e., assembly area is not increasing, no new driveway entrances to be constructed, no infringement on setback requirements, minimal changes to parking lot will not affect Fire and Rescue access, etc. I trust this information will be useful for your review and coordination regarding our amendment. I assume the previous plans show the sanctuary footage including stage etc as part of assembly square footage, whereas I had measured actual seating area. It is good to know the specific information you have provided and that parking will not present a problem with the proposed addition. Hope you have a good week. As a matter of correction,your sanctuary is actually shown on previous site plans as having 9,608 sq. ft.plus a additional "classroom"assembly area of 2,000 sq. ft. At I space per 75 sq. ft.this works out to 155 spaces. Your existing parking 1 is 251 spaces, so the additional 96 spaces should more than cover the new addition even if it were to become some type of"assembly area". I hope this helps you in planning for the addition/connection site plan amendment. Thank you for taking the time to talk with me. My question particularly regarded the interpretation of"assembly". As I understood your response, assembly relates to the main sanctuary of our facilities, and other areas such as classrooms, restrooms, lobbies, offices etc 2 are'considered accessory to the use of the sanctuary. The seating area of our sanctuary is approximately 6200sf. At the required rate of 1 parking space per 75sf, this would require us to have 83 spaces. As shown on our last submitted SPA#2010-089, we currently have 251 spaces. Thus, since our proposed building will be accessory, and the size of our sanctuary will not be increased, we will not need to address parking in the scope of this project.
