Re: SDP -2015 -00050 Hollymead Town Center, Block C2 & D2 Initial Site Plan
Dear Ms. Ray,
We have reviewed the initial site plan for Hollymead Town Center Blocks C2 & D2, with a revision date of
December 21, 2015, as submitted by Collins Engineer and offer the following comments:
1. Previous comment: "On- street parking that is located within the sight line triangle needs to be reproved.
This appears to be a problem with each of the proposed entrances shown. However, the sight line triangle
should be 14.5' from the edge of the nearest automobile through lane. This adjustment should help correct
some of the conflict currently shown with the sight line. " The sight line still crosses into a proposed
parking space across from building 4. There are also several median trees that are in conflict with
the sight triangle which impact available sight distance.
2. Previous comment: "There is a note that the CG -6 will transition to CG -2. This transition should not
occur in the radius of the entrance and should be in the throat section. " This comment has not been
addressed.
3. Pedestrian access routes that cross medians and refuge islands shall include a break or cut through a
minimum of 5' wide and include detectable warning surfaces. The designer shall ensure the median
break/cut through is graphically depicted accurately on the plans. Additional "Pedestrian Crossing"
signage:'pavement markings may be required. In addition. the median trees adjacent to the median
crossing appear to limit the available sight distance of pedestrians and the ability for vehicular drives to see
the pedestrians as they prepare to cross the road. It appears that some of the trees nearest to the crossing
should be removed_
4. Curb ramps should also be provided on both sides of a mid -block Iocation to establish pedestrian access
route for ramp users,
5. Curb ramps shall be provided wherever a pedestrian access route (sidewalk or sidewalk space) crosses a
curb regardless of whether the sidewalk is existing, proposed. or non - existent. For example, if the current
typical section or the proposed typical section includes a pedestrian access route (sidewalk or sidewalk
space), curb ramps shall be installed. An additional ramp should be installed at Block 132's entrance.
