Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [32.5.2(d)] Topography and proposed grading. Show areas of the site where existing slopes are steep slopes. 2. [32.5.2(e)] Landscape features. Maintain all proposed grading outside the drip line of trees to remain; Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to use existing trees to satisfy any of the landscape plan requirements, please include the following: 1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. 2. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to ensure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, the checklist shall conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III-393 through III- 413, and as hereafter amended. 3. [32.5.2 (f)] Watercourses and other bodies of water. Add note that site is not within a public water supply reservoir watershed. 4. [32.5.2(i)] Streets, easements and travelways. Route 250 is incorrectly labeled as Route 20. Please amend. 5. [32.6] Signature panel. Signatures are needed from each member of the Site Review Committee. Add space for signatures of VDOT, E911 and Fire Rescue. 6. [32.6] Outdoor lighting. Show cut sheets for proposed lights on lighting plans. Lights must be full cut-off. 7. [Comment] Plan includes note that offsite grading is to occur to install retaining wall. A temporary grading easement will be required if grading is to occur off site. 8. [Comment]Zoning approval of additional parking will be required prior to approval of site plan amendment. Please submit an ARB application for a minor amendment with the corresponding checklist and checklist items. Please revise the plan as follows: 1. Add the following notes to the plan: a. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. b. Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. c. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 2. Provide 2W caliper trees, spaced 40' on center, consistently around the perimeter of the expanded parking lot. Tree locations may be shifted to avoid utilities, but tree quantities should not be reduced due to utilities. 3. Provide the light fixture/pole cut sheets on the lighting plan. Coordinating with existing ARB-approved fixtures is recommended. 4. Revise the lighting plan to more clearly distinguish proposed lights from existing lights. 5. Include a note on the lighting plan indicating light fixture/pole color. Coordinating with existing ARB-approved fixture color is recommended. 6. Add the proposed light fixture locations to the lighting plan. Ensure coordination between pole lights and trees. The following comments also apply to this plan: • Remove the existing tree from the existing sanitary sewer easement on the edge of the parking lot. • The new cover will be at the cutoff point for PVC sewer. In lieu of replacing this section with DIP the ACSA will review CCTV before and after to ensure the pipe is not compromised. If the pipe is compromised it will be at the developer/applicants expense to repair(pipe bursting). Richmond Road is labeled as Route 20 on the site plan when it is actually Route 250. 2. The proposed site plan is for the expansion of the parking lot for the site which should not have an impact on the trip generation for the site. The plans have been revised based on your comments dated July 22, 2014 in accordance with the following: Topography and proposed grading.
