We offer the following responses to your comments from the Pre-application Plan: Required changes. The following changes are required for the plan to comply with Chapter 18 of the Code: 1. Comment: [32.4.1.3(a)]General Information. a) Show boundary dimensions on plans. b) Amend overlay district note. Site is not in scenic stream overlay district; site is along scenic byway, but this is not a County Zoning District — clarify that byway is not part of County Zoning. Responses: a) Per our phone call on 7-30-14, the project area has been dimensioned since a boundary survey has not been performed. The size of the entire site and the project area are shown on the cover sheet. b) The zoning notes have been adjusted. 2. Comment: [32.4.1.3(b)]Information regarding the proposed use. A landscape plan that complies with section 32.7.9 will be required with final site plan. Response: A landscaping plan will be submitted with the Final Site Plan. 3. Comment: [32.4.1.3(g)]Onsite sewage system. Show the location of onsite sewage system and setback lines to watercourses/floodplain on initial site plan. Heath Department approval is required for onsite sewage systems. Response: The proposed primary and secondary drain fields have been shown on plan. These are subject to change based on the soil scientists testing. It is noted that Health Department approval is required. 4. Comment: [32.5.2(i)]Streets, easements and travelways. Label proposed access road widths and curve radii. Fire/Rescue requires 20 ft wide fire access road to within 150 ft of all of the first floor of building. May need to widen the access road around the building and maintain a minimum of 25 ft radii on the corners. (Contact Robbie Gilmer with Fire/Rescue for questions). Response: Access for fire and rescue is currently being discussed with the Fire & Rescue Department. The Final Site Plan will reflect any necessary changes based on that information. 5. Comment: [32.4.1.3(l)]Existing and proposed utilities. Show all existing and proposed utilities and utility easements. Response: The overhead powerline and underground utilities and easements are shown on sheet C-102. 6. Comment: [32.4.1.3(m)]Ingress and egress. a) Label width of existing driveway and curve radii of entrance. b) Verb sight distance and check turn lane warrants. The entrance does not appear to meet commercial entrance standards. (Contact Troy Austin with VDOT for questions). Responses: a) The driveway and entrance has been labeled. b) We are in discussion with VDOT concerning sight distance and turn lane requirements. 7. Comment: [32.5.2(n)]Existing and proposed improvements. a) Provide dimensions/maximum footprint of proposed building and future expansion separately as well as total combined square footage. b) Show location of any outdoor trash containers. c) Show proposed outdoor lighting, if any. Responses: a) The outside dimensions of the building have been added to the site plan. The building will be constructed as one project and no expansion is anticipated. The square footage is noted on the cover sheet and site plan. b) Portable trash containers will be used initially and will be stored indoors. Lighting \'`° ' associated with the building exterior will be addressed with the building plans. Variations, exceptions and special exceptions. 1. Comment: [4.12.1 S (g)] Waivers will be needed for the parking areas not to have curbing. Response: A request for waiver to eliminate parking lot curbing is enclosed. 2. Comment: [4.2.S] Site shows small amounts of critical slopes along driveway and proposed building location. Waiver may be required if slopes are to be disturbed. Response: The critical slopes shown on the Pre-Application Plan were a computer anomaly and have been deleted. Additional comments 1. Comment: This project will fall under the new VSMP process, and the applicant should ensure their concepts work with the runoff reduction method. Response: A stormwater plan, complying with current regulations, will be included with the Final Site Plan. Additional information. The following information is required to be submitted with your site plan application: 1. Comment: Application[Attached] Response: Attached with submittal. 2. Comment: Tier III or IV groundwater assessment Response: The groundwater assessment will be submitted under a separate cover after the well has been installed and tested.
