You will need to submit a notice of planned change request. I will just need updated drawings of what changed. You
will also need to provide compensation for the additional impacts, and a mitigation bank is preferable. Just give me a

Vinny-
Thanks for meeting me yesterday to look at the Northtown project. I met with the owner afterwards and he had a copy
of the wetland permit that he let me borrow. The permit was a Joint Permit Application, and the application number
was WP4-08-0835. It was approved on July 28, 2008. There were mitigation credits that were purchased for the
streams upland. There were (2) streams on the project that were impacted, and the total length of stream was 432 LF
along with a small pocket of wetlands.
Base on this, I would assume that we would write a mitigation letter of change for the permit and file it with you and
DEQ(Eric Millard). We would then mitigate for the additional impacts as well, by purchasing additional credits. The
wetland Joint Permit application has all the USM worksheets and all the analysis on the stream. If you need a copy of
this, I can get it over to you.
Let me know if that sounds like a good approach.

Below are the responses to the comments issued in the January 22nd, 2014 letter for the Northtown/Gander
Mountain project:
1. A minor site plan is included in this submittal along with the submittal fee.
2. A WPO plan is included in this submittal along with the submittal fee.
3. A minor ARB amendment plan is included in this submittal.
4. The minor amendment includes all the LORs that have been approved and it shows the new
retaining wall and stormwater drainage system, as well as any other changes. The retaining wall
designs have also been included in the submittal.
5. We have coordinated with the USCOE and DEQ and a letter of change/amendment is being
submitted to them to mitigate for the additional impacts. Attached is the correspondence from
them.
6. A certification report and inspection report has been included for the existing retaining walls.
7. The blocks that have been staked up against the existing embankment are on a 3:1 slope and have
been locked in with the other blocks and with the stone layer on top of them. In addition,the
existing portion of the wall was left for additional support of the embankment and roadway.
These systems have been further supported with a 3:1 slope embankment against them, providing
additional support of the embankment to ensure against another failure. The toe drains have been
installed in accordance with the narrative, and the weep drains extended to the toe of slopes,as
shown in the report. The 3:1 fill has also been installed, benched in, and compacted. A guardrail
detail is shown on the site plan amendment.
8. United land is taking up the bio-mix and relaying it within the bio-filter. It appears that portions
of the bio-mix got compacted during the installation, leading to the slower filtration of the bio-
filter system. The underdrains were camered on-site and checked,there were no issues of
clogging or crushed pipes.
