[32.5.2(0]Add a note indicating this parcel lies within the South Fork Rivanna Reservoir Water Supply Watershed. Note has been added to the Site Data notes on the cover. 5) [32.5.2(k)]Clarify if new sewer is proposed along the western tree line; a portion of the line is darker than rest, thus making it look as if that section is `proposed' Sewer line shown is existing. Line shading of sewer lines has been corrected on all sheets. 6) [32.5.2(j,k,l)] Verify that the location(s) and dimensions of all existing or proposed utilities and utility easements including water, sewer, drainage, telephone, cable, electric and gas are shown on the plan. Provide the Deed Book and Page reference for any existing easements. Any proposed easements should be labeled with the intended owner, There are no known existing easements within the site area. Locations of existing utilities are shown on the Existing Conditions Plan, Sheet C2.0. 7) [32.5.2(n)]Provide dimensions for all existing and proposed improvements including the travelways, walkways, building addition, fences, recreational areas and other paved areas. Clarify the paving material types for all paved surfaces (no hatch pattern legend is provided) Dimensions and hatch legends have been added to the Layout Plan, Sheet C4.0. 8) [32.6.20) & 32.7,9]] The gym addition itself does not carry any Site Plan landscaping requirements provided that all landscaping required on SDP200400019 was installed and has been maintained. Show and provide tree protection for any required landscaping from the original SDP that is near the project area. All known landscaping was installed and has been maintained. Tree Protection is shown on the Erosion & Sediment Control Plan, Sheet C3.1 . If so, all lighting (including building mounted fixtures) must be shown on a lighting plan that includes a photometric plan, luminaire schedule and cut sheets for each proposed fixture. Lighting plan has been added to set as last sheet, Sheet number ESITE. 1 1)[Comment)] This amendment cannot be approved until ACSA completes their review and grants their approval; comments will be forwarded upon receipt. Inspections and VDOT have reviewed the p/an and have no objection. Engineering, Fire Rescue and ARB comments have been provided. Acknowledged. Review Comments Engineering(Justin Deel): 1) We strongly recommend that drainage structure No. 101 be routed around the proposed building addition footprint. The storm system has been revised to rout the pipes around the footprint of the building, See Grading and Drainage Plan, Sheet C4.0. 2) Please remove VSMP items (Erosion &Sediment Control and Stormwater Management). VSMP items will be submitted separately as a WPO plan. Erosion and sediment control plans have been included in this submission to address planning comment #8 concerning tree protection. Stormwater Management Plans have been included as well given the necessity for a review of full design intent. 3) VSMP approval will be needed before Final Site Plan Approval. Acknowledged. Review Comments Fire Rescue (Robbie Gilmer): 1) An approved fire apparatus access road shall be installed to within 150 ft. of all the first floor of the addition. Exception to the code: if the school has an approved Sprinkler system the distance can be increased to 200 ft. Fire apparatus accessible paved area has been extended to within 150' of all areas of the addition, as disused with Robbie Gilmer. See Layout Plan, Sheet C4.0. The hydrant shall have an approved fire apparatus access road. There is an existing hydrant approximately 1 75' to the northwest of the addition. A note indicating distance and direction has been included on the Layout Plan, Sheet C4.0. Review Comments ARB(Margaret Maliszewski): 1 ) A Certificate of Appropriateness is required prior to final approval of the minor amendment. The applicant should submit an ARB application for a Countywide Certificate of Appropriateness for a minor amendment. I believe Engineering is going to request that you remove the E&S sheets from the Site Plan (WPO related sheets should only be included in the WPO application for enforcement and period of validity reasons). Provide the following standard lighting note on the lighting plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. For future reference,the LLF(or maintenance factor) should be 1.0, not 0.95. In this case,ARB does not expect any issues with the correct maintenance factor,so it's acceptable to leave it as is. Acknowledge. 13) [Comment)]For future reference, when additional changes are added to a revision submittal(such as relocation of the sheds),please make sure the planner is made aware of the additions. Many times, we only review for the revisions we have requested and might miss the additional changes. In this case, the changes are approvable but there have been times when additional changes have become a problem during the inspection process. Acknowledged. Please note that no changes have been made to the base bid of the package. An Add Alternate biofilter location has been added to the set,see Sheets C6.0,C6.I,C6.2 and L 1.0. Generally, an LLF of 1.0 is required on Albemarle County lighting plans. In this case, however, the increased LLF is not expected to create unacceptable spillover or brightness levels. Consequently,a revision is not required in this particular case. Please note the 1.0 LLF requirement for future plans. Acknowledged.
