(Sullivan) is pleased to submit this Tier 3 Groundwater do, Assessment Report for the Regional Firearms Training Center site. The report has been prepared to address the requirements of Section 2.D of the Albemarle County Design Standards Manual and Section 17.40 of the Albemarle County Code. The subject property is located at 2300 Milton Road, Charlottesville, Virginia (Figure 1). The study area that has been investigated as part of this assessment (hereinafter referred to as "subject site") is a 3.79 acre portion of Tax Map 93, Parcel 7, which is 172.20 total acres (Figure 2). This 172.20 acre parcel is hereinafter referred to as "site parcel". The site parcel is owned by The Rector and Visitors of the University of Virginia. Development of the subject site has been proposed by the County of Albemarle. The subject site is currently used to access an existing shooting range; the actual shooting range is present immediately outside of the subject site's boundaries. An asphalt and gravel road and a small power transfer station are currently present on the subject site. Much of the subject site is undeveloped mature hardwood forest. Two buildings and one outdoor shooting range are immediately adjacent to the subject site (Figure 3). Building plans provided to Sullivan indicate that planned site development includes one building, a parking lot, concrete pads for propane tanks and dumpsters, a septic drainfield, and a stormwater retention basin. The subject site will be serviced by a recently installed water supply well located on the site. A preliminary plat map, provided by the client, has been provided in Appendix A. �. 2.0 SITE DESCRIPTION 2.1 Topography The subject site consists of 3.79 acres in Charlottesville, Virginia(Figure 1). Topography varies from a maximum of approximately 335 feet above mean sea level (amsl) along the ■• western property boundary to approximately 295 feet amsl along the eastern property boundary (Figure 4). Generally, the site slopes gently to the east, toward the Rivanna River. 2.2 Surface Water Drainage There are no mapped perennial or ephemeral surface water drainages present on the subject site. Small drainage swales are present to the north and south of the subject site; these swales drain directly to the Rivanna River. The subject site is located near the center of the Mechunk Creek-Rivanna River Watershed, which is within the Rivanna River Basin. Stormwater from the subject site flows to minor drainage ditches or swales, which drain into the Rivanna River. Lia �au "v a"e ,r,' x I 2.3 Existing Planimetric Features and Current Land Use 2.3.1 Subject Site The subject site is currently used to access an existing shooting range that is directly adjacent to the site. An asphalt and gravel road that is used to access the shooting range and a small power transfer station, which is housed within a structure, are currently present on the subject site. Much of the subject site is undeveloped mature hardwood forest. Following planned development, the subject site will be serviced by a well and septic drainfield. The well that will be used by the development was installed in October 2014 and has a tested pumping yield of 1.5 gallons per minute (gpm). This well will be used as a public supply well and is expected to service up to 30 people per day. 2.3.2 Adjoining to Subject Site Adjoining land to the north, south, and east of the subject site is within the same site parcel (Tax Map 93, Parcel 7). Land to the north of the subject site within the site parcel is undeveloped mature hardwood forest. Adjoining land to the south of the subject site within the site parcel was formerly used as an airstrip and hanger. This land is currently being used for storage and research by the University of Virginia and the Rivanna Radio Control Club, Inc. Adjoining land to the east is currently being used as an outdoor shooting range by the University of Virginia's Police Department. The subject site is bound to the west by Milton Road. Low-density residential properties are across the street from Milton Road. 2.3.3 Adjoining to Subject Parcel The subject parcel is bound to the west by Milton Road. Low-density residential development and small farms are present across the street from Milton Road. The Rivanna River bounds the site parcel to the east. A golf course (Glenmore Golf Course) and high-density residential development (Glenmore Subdivision) are present east of the Rivanna River. Low-density residential development is present north of the site parcel. Agricultural fields and undeveloped woodlands are present south of the site parcel. According to the Albemarle County Service Authority, all of the properties in the vicinity of the site parcel to the north, south, and west are serviced by individual domestic wells and septic drainfields. Glenmore Subdivision, located east of the site parcel, is serviced by public water and sewer systems. 3.0 PROPOSED DEVELOPMENT AND LAND DISTURBANCE Sullivan understands that the County of Albemarle plans to use the developed subject site as a firearms training center. Based on information from the preliminary plat map (Appendix A), the proposed development will be comprised of one building, a parking lot, concrete pads for propane tanks and dumpsters, a septic drainfield, and a stormwater retention basin. The planned development will be serviced by a recently installed well and will rely on groundwater for water supply. This well will be considered a public water supply well and is expected to service up to 30 people per day. The planned usage rate of the well is 1.5 gpm. Of the subject site's 3.79 acres, 1.11 acres are anticipated to be comprised of impermeable surfaces (i.e. building, asphalt, gravel, or concrete). Based on the site's plat map, Sullivan estimates that approximately 2.5 to 3 acres of the subject site will be disturbed during development activities. Care should be taken to limit unnecessary land disturbance, particularly on any steep-sloping topography. It is expected that land disturbance impacts could be mitigated through the implementation of storm water management and/or best management practice (BMP) structures. 4.0 HYDROGEOLOIC SETTING AND GROUNDWATER AVAILABILITY 4.1 Hydrogeologic Literature Review The subject site lies entirely within hydrogeologic unit VI, which is defined as the Candler unit in the Phase II Albemarle County Hydrogeologic Assessment (ENSAT Corporation 2003, Albemarle County Phase II Hydrogeologic Assessment). The following description of this hydrogeologic unit, along with pertinent tabulated summaries of well data (Table 1) and saturated hydraulic conductivity (Ksat) values (Table 2), have been obtained from the Hydrogeologic Assessment Phase II Report: Candler Unit (VI) - The Candler unit is underlain primarily by the Candler formation. Bedrock geology includes phyllites and to a lesser degree laminated metasiltstone. Soils underlying the unit area are dominated by the Manteo and Nason series. Manteo soils are shallow and somewhat excessively drained. The Manteo soils are formed in the weathered products of sericitic schist/phyllite on uplands and range in slope from 2-45%. The Nason soil series are deep and well drained and are also formed in the weathered products of sericitic schist/phyllite. The Nason soils are formed on uplands and range in slope from 2-25%. This designation is based on the unit's relatively low saprolite permeability, its thin saprolite depth, and the generally low yields from wells completed in the unit. 4.2 Well Database Review Sullivan evaluated available well data from the 2003 Albemarle County well database to determine casing length, total well depth, and reported yield values for wells in the nearby area. The well database listed two wells within 1,000 feet of the subject site's boundaries; the first is within the site parcel on the adjoining southern former airstrip site and the second is on a residential property located west of the subject site (Figure 5). The locations of these wells, as shown in Figure 5, appear to be correct based on address information included in the well database. It is important to note that this database is incomplete, and does not contain all of the wells that are actually in the vicinity of the subject site. It is likely that domestic wells and septic drainfields are present on all of the residential properties in the vicinity of the subject site, although this is not represented by the Albemarle County well database. According to Albemarle County land parcel records, there are nine parcels within 1,000 feet of the subject site, not including the subject parcel. There appear to be residential structures on six of these nine parcels. Because one of the two wells identified in the Albemarle County well database is associated with one of these structures, it is likely that at least five additional wells and septic drainfields are located within 1,000 feet of the subject site. A map showing both wells within 1,000 feet of the subject site and the parcels within 1,000 feet of the subject site is included as Figure 5. Data related to the two wells within 1,000 feet of the subject site, as reported in the Albemarle County well database, are included in Table 3. The reported yield of the well located west of the subject site (well 759) was 12 gpm, whereas the yield of the well located south of the subject site (well 5355) was 3 gpm. (gallons per minute) 759 205 48 12 — 5355 300 70 3 4.3 Estimated Groundwater Flow Direction, Recharge Zones, and Aquifers Estimated groundwater flow patterns are believed to approximately correspond to site topography (Figure 4). Therefore, it is estimated that groundwater flow direction at the subject site is generally toward the east. It is likely that the majority of wells in the vicinity of the subject site are completed in the bedrock aquifer. The primary source of recharge to the bedrock aquifer is likely to be precipitation that infiltrates through overlying unconsolidated sediment (i.e. saprolite). Sullivan estimates that the entire subject site is within a groundwater recharge zone. It was assumed that streams and waterbodies, and the areas within 10-15 feet of these features, comprise the groundwater discharge zones (Figure 4). There are no documented public water supply wells within one mile of the subject site, other than the existing well at the subject site that will be used as a public supply well, according to the Virginia Office of Drinking Water. 4.4 Existing Well at Subject Site A well that will be used for public water supply in the future was installed at the subject site in October 2014 (Figure 3). This well will be used as a public supply well and is expected to service up to 30 people per day. According to well records, the total depth of this well is 405 feet below ground surface (bgs). Bedrock was encountered at a depth of 35 feet bgs, and surface casing was installed from the ground surface to a depth of 50 feet bgs. The well record states that water-bearing zones were encountered at depths of 65 and 340 feet bgs. A copy of the well record for the subject site well is included within Appendix B. A 43-hour constant rate pumping test was conducted on the subject site's well by Foster Well and Pump Company, Inc. in November 2014. The reported depth to groundwater prior to initiating pumping was 20.5 feet below top of casing (btoc). The well was pumped at a constant rate of 1.5 gpm throughout the duration of the pumping test, which is the planned usage rate of the well. By the end of the pumping test, the water level in the well had dropped to 110.2 feet btoc and had approached stabilization during the final six hours of the test. Pumping test data records are included within Appendix B. 5.0 POTENTIAL SOURCES OF CONTAMINATION Sullivan performed site reconnaissance, reviewed available sensitivity mapping from the Albemarle County Phase II Report, and reviewed a regulatory database search of the - 5 - i ,�,�,. ,. €,,t!. .£�' c t.t Y} €i t a ,:''-'x -zt $ *N°'" ,t 't' '1 1="i` zlx't e z• mio subject site and surrounding area that was conducted by Environmental Data Resources, Inc. (EDR) to identify any potential sources of contamination. 5.1 Site Reconnaissance 5.1.1 Subject Site A site visit was conducted on November 24, 2014, where Sullivan personnel walked through the interior of the subject site and along its boundaries to observe both the subject property and adjoining properties. During the site inspection, it was observed that a small structure, most likely a power transfer station, was present on the subject property. The recently installed well was also observed during the site inspection. An asphalt and gravel road that is present on the subject site is currently used to access the eastern and southern adjoining properties. The majority of the subject site is undeveloped mature hardwood forest. Photographs taken of the subject site during the site inspection are included as Appendix C. The following observations related to the subject site were made during the site inspection: • The site inspection revealed the abundant presence of scattered trash in the wooded area of the subject site. A variety of trash was observed at the site, and was comprised primarily of glass bottles/jars and tin cans. Several automotive tires, an automotive battery, a rusted oil filter, a rusted motor oil container, and an empty paint can were also observed in the wooded area. Most of the trash appeared to have been there for several years. No visible soil staining or odors were observed. • Power lines run northwest to southeast through the wooded area of the subject site. Vegetation is cleared beneath the lines. • No significant drainages or swales were observed on the subject site. • The subject site's recently installed well was observed to be located approximately 50 feet north of the site's existing asphalt road. 5.1.2 Adjoining Properties Sullivan personnel walked around accessible adjoining properties within the site parcel and observed adjoining properties outside the site parcel from the subject site's perimeter during the site visit on November 24, 2014. Adjoining land to the north, south, and east of the subject site is within the same site parcel (Tax Map 93, Parcel 7). Land to the north of the subject site within the site parcel is undeveloped mature hardwood forest. Adjoining land to the south of the subject site within the site parcel was formerly used as .. an airstrip and hanger, and is currently being used for storage and research by the University of Virginia and the Rivanna Radio Control Club, Inc. Adjoining land to the east is currently being used as an outdoor shooting range by the University of Virginia's �., Police Department. The subject site is bound to the west by Milton Road. Photographs taken of the subject site's adjoining properties during the site inspection are included as Appendix C. The following observations related to adjoining properties were made during the site inspection: • Small drainage swales are located on northern and southern adjoining land. • A former airplane hanger and a mobile storage structure are present on land located south of the subject site. Currently, this area appears to be used for storage of various materials (pallets, brick, wood, semi-trailers). • A 2-story concrete block building, an outdoor shooting range, and a small shed are present on land located east of the subject site. The building appears to be currently used for storage and the shooting range is surrounded by a fence. The contents of the shed are unknown. • An underground storage tank (UST) was located approximately five feet north of the concrete block building's northwestern corner. According to the plat map, this UST is four feet in diameter by eight feet in length. It appears to be `® comprised of galvanized steel and is equipped with a pressure gauge. The UST was present in a crawl space that was covered at the surface. Only the eastern edge of the tank was visible in the crawl space, as the remainder was buried. Although the purpose and contents of this tank are unknown, Sullivan believes that it was likely used for water storage. There were no visible signs of leakage or odors in the crawl space associated with the UST. The tank is located approximately 300 feet hydraulically downgradient (east) of the subject site's existing well. • A well was located in the same crawl space used to access the UST. The well is located within five feet of the UST, and presumably was used to supply water to the concrete block building. According to the subject site's plat map, this well is abandoned. • A septic drainfield was located approximately 20 feet east of the concrete block building. A concrete slab with access ports is present at the surface. 5.2 Review of Historical Records 5.2.1 Google Earth Aerial Imagery Historical aerial photography supplied by the Google Earth software program was reviewed by Sullivan. Imagery from 1994 to 2013 indicated that the subject site has changed very little over the past 20 years. The existing outdoor shooting range on the eastern adjoining land appears to have been constructed sometime between 2011 and .. 2013. A second airplane hanger formerly existed on the southern adjoining land. This '.• - 7 - i rk ' hanger was removed sometime between 2011 and 2013. The residential property located west of Milton Road appears to have been developed sometime between 1994 and 2003. 5.2.2 Additional Historical Records An online search of historical information related to the site parcel on which the subject site is located revealed that the site parcel (primarily eastern and southern adjoining land to the subject site) was formerly used as the University of Virginia Airport/Milton Field. According to Paul Freeman's extensively researched website that documents abandoned airfields in central Virginia (http://www.airfields-freeman.comNA/Airfields_VA_C. htm), which includes numerous historical aerial photographs, the University of Virginia purchased the site parcel in 1940. Prior to this it was used as a farm, and was referred to as.the Hughes River Farm. The University of Virginia operated the property as an airport for training pilots and as a commercial airport. The existing 2-story cinder block structure located east of the subject site was constructed in 1940 and was used as an administrative building(Appendix D, Figure D-1). Two airplane hangers were constructed at the site. The metal hanger remains present at the site and the wooden hanger appears to have been demolished sometime between 2011 and 2013. Two grass airstrips were present at the site throughout its operation; the north- south trending airstrip was 3,500 feet in length and the northwest-southeast trending airstrip was 2,500 feet in length (Appendix D, Figures D-2 and D-3). Milton Field airstrip was officially closed in 1971. Following the airstrip's closing, the site parcel was used as a hay farm and a tree farm. Local law enforcement agencies began using the site parcel as a shooting range and for dog training in 2003. The hangers have been used for storage of snow removal equipment, graduation chairs, etc. The Rivanna Radio Airplane Club also uses the site to fly radio airplanes. Historical aerial imagery from 1957 on Paul Freeman's website shows the subject site as a grassy field, which is in contrast to the site's current wooded nature (Appendix D, Figure D-2). Historical imagery and maps of the site parcel from Paul Freeman's website is included as Appendix D. �.. 5.3 Sensitivity Mapping Based on a review of the County Sensitivity Mapping, one area mapped as sensitive was e., recognized to lie within a half-mile of the subject site's boundary. This sensitive area, located approximately 1,600 feet north of the subject site, is listed as being either a leaking UST (LUST) site or a leaking aboveground storage tank site. The site appears to be the Forrest Hill Farm LUST site, which is discussed in further detail in the following section. 5.4 Regulatory Database Review Sullivan reviewed information sources to obtain existing information pertaining to a release of hazardous substances and/or petroleum products on or near the subject site. Sullivan obtained a copy of a site database search report prepared by EDR using American Society for Testing and Materials (ASTM) El 527-13 standard search radius. .. - 8 - `rt 6_/' !x._i. _.. 4t ..`fi. airy A copy of the EDR report, which includes listings of reviewed environmental databases, search radii, and results, is included as Appendix E. The subject site was not listed in any of the reviewed federal or state databases. The only site identified as being located within the standard search radius from the subject site was the Forrest Hill Farm LUST and leaking petroleum storage tanks (LTANKS) site, as mentioned in the previous section. This site is located approximately 1,600 feet north of the subject site, and is likely to be hydraulically cross-gradient from the subject site. The Forrest Hill Farm site has had one LUST complaint and two LTANKS complaints, all of which are closed. The first complaint was reported in July 2002 and the second complaint was reported in March 2013. EDR database searches provide a list of orphan sites occurring in the general vicinity of a subject site. Orphan sites do not have sufficient address information to be accurately located on the site map. The EDR report did not include any orphan sites within the searched radius. 6.0 GEOLOGY, SOILS,AND HYDROGEOLOGY 6.1 Review of Geologic Mapping According to a statewide geologic map produced by the Virginia Department of Mines, Minerals, and Energy (2003),the entire subject site is underlain by the phyllite and schist member of the Cambrian-age Candler Formation (Figure 6). The phyllite and schist member of the Candler Formation is described as being a gray and green mica phyllite and sandy laminated schist. Lenses of feldspathic quartzite, metamorphosed quartz arenite, dolomitic marble, and laminated marble are common in the upper part of this �.• unit. There are no mapped faults underlying the subject site. A geologic map showing the subject site and the area surrounding the subject site is included as Figure 6. 6.2 Review of Soils Mapping Review of the U.S. Department of Agriculture's Natural Resources Conservation Service soil survey indicated that 77.6% of the subject site is underlain by the Hiwassee loam with 2-7% slopes (soil symbol 41B), 22.2% of the site is underlain by the Hiwassee clay loam with 2-7% slopes (soil symbol 42B3), and the remainder of the site is underlain by the Masada loam with 7-15% slopes (soil symbol 53C). All of these soil series are comprised of ancient alluvium derived from igneous bedrock. Appendix F contains a map showing the extents of the aforementioned soils. ore The Hiwassee loam, Hiwassee clay loam, and the Masada loam are described as deep and well-drained, with a moderately-high to high capacity to transmit water. The typical depth to groundwater in these soils is greater than 80 inches. Sullivan has reviewed available well data from two wells located within 1,000 feet of the subject site's boundaries. The yields of these wells were reported as 3 gpm and 12 gpm. A well that will be used in the future for public water supply was installed at the subject site in October 2014. The tested yield of this well was 1.5 gpm. If additional wells were to be drilled at the subject site in the future, there is a potential to produce dry or low-yielding supply wells. Although reported yields of the nearby wells indicate that it is possible to encounter higher yields in the area, the Candler hydrogeologic unit generally has low groundwater availability. According to Virginia Department of Mines, Minerals, and Energy geologic mapping (2003), the subject site is underlain by the phyllite and schist member of the Cambrian- age Candler Formation (Figure 6). There are no mapped faults underlying the subject site. Soil mapping of the subject site indicated that the subject site is underlain primarily by the Hiwassee loam (77.6%) and the Hiwassee clay loam (22.2%). These soils are described as deep and well-drained, with a moderately high to high capacity to transmit water. The typical depth to groundwater in these soils is greater than 80 inches (Appendix F). 7.0 BEST MANAGEMENT PRACTICES AND CONTINGENCY PLANNING 7.1 Best Management Practices The Albemarle County Design Standards Manual offers the following advice for coordinating groundwater and stormwater best management practices (BMPs): If the site also requires a stormwater management/BMP plan in accordance with the Water Protection Ordinance, then, to the extent feasible, the groundwater BMPs and management plan can be incorporated into the stormwater plan. In general, the BMP plan for the site will consist of the following measures: �.. • Site Design& House Construction— The proposed development consists of one building, a parking lot, concrete pads for propane tanks and dumpsters, a septic drainfield, and a stormwater retention basin. Of the subject site's 3.79 acres, 1.11 acres are anticipated to be comprised of impermeable surfaces (i.e. building, asphalt, gravel, or concrete). Interferences with groundwater recharge at the subject site will likely be minimal due to the relatively small impermeable acreage at the site and the well-drained nature of soils underlying the subject site. During development, there should be an attempt to limit unnecessary land disturbance. �"` - 10 air 1 � v t u � 1\ r�'�r E R i.1.# � v`.F 1 s€� .E'` aft • Landscape & Land Cover — Preserving and restoring trees and forest cover during and after construction activities is recommended. The consideration and use of drought-resistant plantings is also encouraged to aid in conserving groundwater. This report includes a preliminary plat submittal as Appendix A; final details and plans will be provided with the final plat submittal. 7.2 Contingency Planning Although Sullivan does not consider it likely that the subject site's existing water supply well will become dry or contaminated, it is good practice to have a contingency plan in the event that either does occur. In the event that the well becomes dry or contaminated, Sullivan recommends that a groundwater professional evaluate the well to assess the cause of the water level decline or contamination. If it is determined that the issue cannot be easily remedied, the groundwater professional may recommend increasing groundwater protection measures, deepening the existing well, or installing a new well in a different location, depending on the situation. 8.0 CONCLUSIONS 1. Based on available historical records, the subject site appears to have been used to access the former Milton Road Airport located on the southern adjoining land, which closed in 1971. More recently the subject site has been used to access the existing outdoor shooting range training center on the eastern adjoining land. Historical aerial photographs taken as recently as 1957 showed that the currently wooded portions of the subject site were formerly grass or hay fields. 2. The project site is located within the Class 1 (lowest) groundwater availability zone. An existing well at the subject site, which was installed in October 2014, aam has a tested yield of 1.5 gpm. Records from two wells within 1,000 feet of the subject site were reported to have yields of 3 gpm and 12 gpm. All of these wells are completed in the fractured bedrock aquifer. 3. Although well records were only identified for two wells within 1,000 feet of the subject site, it is likely that at least seven wells and septic drainfields are located within this radius from the subject site's boundaries, based on the number of parcels with structures present on them in the vicinity of the subject site. a.a 4. County-wide sensitivity mapping and an EDR database report indicate that a sensitive site is located approximately 1,600 feet north of the subject site. Although outdoor shooting ranges can pose a threat of lead contamination to groundwater, it is unlikely that the subject site's existing water supply well is at risk from the shooting range. It is unlikely to pose a significant threat of contamination for the following reasons: 1) the shooting range is located approximately 400 feet cross-gradient from the well; 2)the majority of the subject site is underlain by the Hiwassee loam clay loam, of which clay is the major sedimentary component. According to the U.S. Environmental Protection Agency's Best Management Practices for Lead at Outdoor Shooting Ranges (2005), the high ionic lead bonding capacity and low permeability of clay make it difficult for dissolved lead to migrate in the subsurface. 6. A UST was identified alongside the concrete block building located directly east of the subject site. Although Sullivan believes that this tank may have been used as a water storage tank for the concrete block building, its actual usage is unknown. It is unknown whether fluids remain present in this tank. There was no evidence of leakage or contamination associated with the UST during the site inspection. Regardless of the tank's contents, it is unlikely that it poses a significant threat of contamination to the subject site's existing water supply well because it is located 300 feet hydraulically downgradient from the well. However, if a contaminant leak from the UST has occurred, it is possible that induced groundwater gradients resulting from pumping could potentially draw contaminants to the well. It is recommended that water from the well be tested if any unusual odor,taste, or appearance is observed during its use. 7. De minimis environmental concerns identified on the subject site during the inspection included a car battery, automotive tires, and empty rusted motor oil containers. All of these items were observed in the forested portion of the subject site. It is recommended that these items be removed from the site. 9.0 RECOMMENDATIONS Sullivan recommends that the following actions be taken to ensure that environmental concerns identified during this study are properly addressed: 1. It is recommended that the car battery, automotive tires, and empty rusted motor oil containers identified in the forested area of the site during the site inspection be removed from the site. 2. Although it is unlikely that the UST located directly east of the subject site poses a significant threat of contamination to the subject site, especially because it likely contained drinking water, Sullivan recommends that water from the subject site's existing well be monitored for any unusual odor, taste, or appearance. 3. It may be advisable to consider water storage options due to the relatively low yield of the subject site's well. Use of the well for public supply is contingent on '"' - 12 - 7,ss ;s.. Virginia Department of Health permit approval, and it is possible that an assessment of water storage could be required. 10.0 LIMITATIONS The work performed in conjunction with this project, and the data developed, are ,.. intended as a description of available information. This report does not warrant against future operations or conditions, nor does it warrant against operations or conditions present of a type or at a specific location not investigated. Generally accepted industry standards were used in the preparation of this report. Stated opinions and conclusions are not intended as a guarantee.
