HomeMy WebLinkAboutSUB201300058 Bond Reduction 2016-01-14��RGYN�A COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road Charlottesville, Virginia 22902 2 November 2015 ROCK CREEK PROPERTIES, LLC 170 South Pantops Drive Charlottesville, VA 22901 Re: Dunlora Forest Phase 3 Road Bond Reduction Request Thank you for the provided documentation regarding the thus far completed road work for Dunlora Forest Phase 3 (SUB201300058). The current bond amount for this project is $615,720. An inspection was performed on 30 October 2015. The following items remain to be completed or addressed: Pebble Beach Court 1. Asphalt surface layer. 2. Curb and gutter is cracked and spalled throughout and should be repaired and/or replaced. 3. Curbing should be installed 12" deep. This does not appear to be the case as water is seeping from the gutter pan/curb joint in several locations. In one location an ink pen could be almost entirely inserted beneath the curb. 4. Traffic control (stop) sign is less than 7 feet, measured to the bottom of the sign. 5. Drop inlet(s) need to be cleaned out as they contain gravel and debris. 6. No storm sewer video and inspection reports have been provided for the 280' of pipe counted in the bond estimate for this street. Bethpage Court 1. Asphalt surface layer. 2. There is considerable fatigue cracking in the installed asphalt base layer in the first approximate 100' of this street. Note that the lowest provided CBR result (4.3) was in this location. This should be addressed prior to placement of surface layer. Part of the bonded grading amount must be withheld due to this. 3. Curb and gutter is cracked and spalled throughout. 4. Traffic control signs are less than 7 feet, measured to the bottom of the sign. 5. Drop inlets need to be cleaned out as they contain gravel and debris. 6. Storm sewer has not been completely installed. There is a deformity noted as "likely to fail within 5-10 years between structures 2 and 2A. This requires repair.
