Collins Enterprises, the revised Final Site Plan for the 5th Street Station in Charlottesville, VA. The following is our comment response letter addressing comments received from you and the agencies dated March 26, 2015. Each comment is addressed and responded to as follows: Department of Transportation—Troy Austin,P.E.: Comment 1: The road plans for Bent Creek Parkway will be reviewed and approved separately from this site plan. This site plan should not be approved until the road plans for Bent Creek Parkway are approved. Response 1: Comment Acknowledged. Bent Creek Parkway plans are now approved. Comment 2: The centerline striping in the entrance shown on sheet 6C should be perpendicular to Bent Creek Parkway. Response 2: The proposed striping has been revised. Please see Sheet 6C. Comment 3: The stop bar shown for the entrance shown on sheet 6C should be parallel to Bent Creek Parkway. Response 3: The proposed stop bar has been revised. Please see Sheet 6C. The one-way lane appears to be located too close to the connection with Bent Creek Parkway to allow a vehicle to adequately enter the queue perpendicular to Bent Creek Parkway. This condition will be even worse if delivery trucks are the vehicles proposed to be using the lane. Response 4: Comment Acknowledged. Layout has been revised to remove the one-way lane at the entrance shown on 6C. Please see Sheet 6C. Comment 5: The end of proposed right-of-way shown on sheet 7G does not match that shown in the most current road plans that have been provided to this office with a revision date of 3/25/15. Response 5: Right-of-way has been revised to match approved Bent Creek Parkway dated 5/13/15. Please see Sheet 7G. Rivanna Water and Sewer Authority—Victoria Fort,EIT: Comment 1: Since the proposed development will produce over 40,000 gallons per day of wastewater, Phase II of the 5th Street Station Development will require a flow capacity certification from RWSA prior to final site plan approval. Response 1: Comment Acknowledged. Comment 2: Additionally, I wanted to see whether a plan was ever submitted to the County for the Bent Creek Road Bridge over Moores Creek, since this may impact the existing RWSA Moores Creek Interceptor. Response 2: Since the first submission, the Bent Creek Road Bridge over Moore's Creek has been coordinated with RWSA. County of Albemarle Department of Community Development Information Services (E911)—Andy Slack: Comment 1: The applicant should contact this office with a list of proposed road names before final approval is given. This development will need two(2)road names. Response 1: Comment Acknowledged. Road names (Wegmans Boulevard and Merchant Walk Avenue) have been provided. County of Albemarle Fire Rescue—Robbie Gilmer: Comment 1: Please add a note showing that Knox Box's are required on each structure. Response 1: Note has been added to all Site Plan Sheets. Response 1: Per direction from Megan Yaniglos, plan is required to show the site as a whole (all phases). Comment 2: Please correct your Existing Conditions sheet. Previously approved plans that have not been constructed (Wegmans) or plans that are currently being reviewed (connector road) should not appear as existing conditions. Response 2: Construction of the Overall Phase II portion of the development will begin after construction on the approved Wegmans and Bent Creek Parkway has commenced; therefore,for clarity purposes they are shown as existing. Please see Sheet 3A. Comment 3: Please clarify your phasing plan by clearly illustrating what is part of"56 Street Station Overall Phase II". The phasing needs to coordinate with the E&SC and SWM phasing. This looks like more of a construction phasing plan rather than a design phasing plan and should be titled as such, if so. Response 3: Comment noted. The sheet title has been revised. Please see Sheet 4. Comment 4: Please clearly differentiate areas proposed with this plan from other parts or phases of the site on all plans using line weights and/or shading. Response 4: Overall Phase II Site Plan area has been revised to be clearly defined. Please see Sheet 4. Comment 5: There is a conflicting left turn at the 3-way intersection coming into the western Wegmans parking area. Stop signs are needed for the roads coming from the west and east giving the entering traffic the right-of-way, avoiding back-up to Bent Creek Road. Please correct. Response 5: Comment Noted. The intersection was approved with the Wegmans Final Site Plan; therefore, the Wegmans pavement striping has been turned on for clarity. Please see Sheet 6D. Comment 6: Provide pavement markings, appropriate signing, and splitter islands at the crosswalks for the roundabout. Please define roundabout type and ensure that it meets VDOT design standards. See VDOT Road Design Manual,Appendix F, Section 2. Response 6: Appropriate pavement markings, signage, mountable curb, and striped splitter islands have been added for proposed roundabout. Roundabout is designed and intended to be private, since it is not included in a VDOT road network. Please see Sheet 6D. Please eliminate these spaces. Ensure that parking spaces leading up to and exiting the roundabout have adequate sight distance and do not interfere with the above requested splitter islands and signs. AASHTO recommends 20 feet from cross-walk. Response 7: Comment Noted. Parking spaces have been eliminated. Please see Sheets 6D and 6E. Comment 8: All rear travelways need to be more clearly defined with pavement markings, bollards, and curbing at building corners, dumpster pads, etc., while maintaining safe sight distances. Note that the rear travelway at the Wegmans is shown as "Site Circulation" on ZMA200900001. Please correct. Response 8: Comment Noted. All proposed travel ways have been revised to show more detail. Please see Sheets 6C-6G. Comment 9: A redesign is needed at the northern most entrance into the shopping center (Sheet 6C). There is inadequate throat length and an unenforceable one-way created by the rear travelway. This could be avoided by eliminating the entrance or routing the rear travelway west toward the parking area. Note that this entrance does not appear on ZMA200900001. Response 9: Comment Acknowledged. Layout has been revised to remove one-way travel way into shopping center. Please see Sheet 6C. Comment 10: Your plan shows at least one, possibly two, drive-throughs. Drive-throughs require special use permits and need to be adequate in length for 5 cars in queue and have a bypass. Please shade these areas out and label them to be approved with future design. Response 10: Comment Noted. A note has been added to the Site Plan sheets stating that the drive-thrus will be approved following a Special Use Permit. Please see note 10, Sheet 6E. Comment 11: Provide stop bars exiting the Wegmans parking lot. Response 11: Stop bars have been added. Please see Sheet 6E. Comment 12: Curb radii on islands should be 3' minimum. Please adjust islands in center parking lot. Response 12: Curb Radii have been revised to be 3' minimum. Please see Sheet 6D-6E. Comment 13: Please check your 10 year storm inlet computations. You're showing a 40'+ spread at A40. This needs to be reduced, if it is not a typo. Response 13: Comment noted. Storm computations have been revised. Please see Sheet 12C. Comment 14: Please explain unmarked area south of building 700. Response 14: A hatch and label has been added to the plans stating that portions of the site, including the unmarked area south of building 700, will be revised with a future submission once the actual tenants are acquired. County of Albemarle ARB—Margaret maliszewski: Comment 1: ARB review and approval are required prior to final site plan approval. Schedules, application form and checklists are available at www.alemarke.org/arb. Response 1: Comment Acknowledged. County of Albemarle Department of Community Development—Megan Yaniglos: Comment 1: [32.5.2 (p)] The conservation checklist shown will need to be updated and signed with a new/revised date. Response 1: Conservation checklist has been updated and revised. Please see Sheet 14A. Comment 2: [Proffer 10(D)] Provide engineering documentation that states the Wegman's and the site meet the Best Management Practices to be reviewed and approved by the County's Program Authority. Also provide written documentation that the Thomas Jefferson Foundation has approved the proposed roof material color for the buildings as it is not clear from the prior approval if the roof color was for just the Wegman's or all proposed buildings. Response 2: Best Management Practices for the entire site, including Wegmans, were approved with the WPO and SWM Phase II Plan dated 10/23/14. Also, client intends to use the roof color that was approved for Wegmans by the TJ Foundation on the rest of the buildings on site. Comment 3: [4.17] Proposed lighting must have a half a foot candle or less at the property lines and rights of way. Revise the lighting plan or request a special exception under 4.17.5 Response 3: Comment Acknowledged. Lighting plan has been revised to show 0.5fc or less at the property and ROW lines. Please see Sheets 15A-15J. Comment 4: [32.7.9.7 (a)(2)] It appears that some of the houses within Willoughby will be at the same elevation as the site. Please provide screening of the parking in accordance with this section. Response 4: Comment Acknowledged. Proposed plantings have been added along Bent Creek Parkway in order to provide screening from the Willoughby subdivision. Please see Landscaping Sheets 13C, 13E,and 13G. Provide this connection within the proposed parking areas. Response 5: Comment Noted. Pedestrian connection provided along sidewalk path connecting the Wegmans Site Plan to the Phase II Site Plan. Please see Sheets 6D and 6F. Comment 6: [32.7.2.2] Extend the sidewalk along Bent Creek Parkway all the way to Avon St. Extended. Also, provide sidewalk along the frontage of Avon St. Extended to the property lines. Response 6: Comment Acknowledged. Sidewalk has been extended along Bent Creek Parkway all the way to Avon Street Extended. Sidewalk is also proposed going north on Avon St. Ext. and stops at the property line in anticipation of future continuation. Sidewalk was not run along Avon Street Ext. heading south due to insufficient Right of Way at bridge structure south of the site. It is the opinion of the engineer that leading pedestrians towards the bridge would create a false sense of security and an unsafe condition,therefore the sidewalk was not proposed. Please see Sheet 6J. Comment 7: The LLF needs to be set at 1.0 for the photometric plan. Response 7: Comment Acknowledged. Albemarle County Service Authority—Michael Vieira: General Comment 1: Place original stamp and signature on first sheet. Response 1: Comment Acknowledged. Burial depth >5' requires a trench box for excavation. Water line is too close to building to safely use trench box. Response 1: Lowering the Storm pipes in this area was evaluated, and it was found that they need to stay at current elevation in order to provide adequate height above the HGL of the sand filter. However, building layout is subject to change in this area, and storm pipe/water layout will be revised and optimized with submission revising the building footprints.See Sheet 9A. Sheet 10B Comment 1: Change manhole MH-10 to internal drop connection with 60"diameter manhole. Response 1: MH1- has been revised with an internal drop connection. Please see Sheet 10A. Comment 2: Provide side elevations and/or other details to clarify the design of the metal roof, wood siding and stone piers in the Field & Stream elevation. Response 2: Comment Noted. Comment 11: Continue the mixed tree planting approved for Wegman's along the Dick's/Field & Stream/Harvey's/Fitness property line(up to the wooded area to remain). Comment 12: Revise the regular row of American holly and Norway spruce at the top of the living retaining wall to a more irregular, informal row of evergreens including a greater number of species, and extend this planting beyond the west end of the living retaining wall. Response 12: Plantings on top of the living retaining wall have been revised to be more irregular and informal. Please see Sheet 13G. Comment 13: Provide photos and addresses of local examples of living retaining walls constructed from the same manufacturer's product. Update the retaining wall details and landscape plan to address the plants proposed to be used on the wall. A mix of plants is recommended. Indicate on the plan that the wall will be irrigated. Response 13: Examples of living retaining walls were provided at the ARB hearing on 6/15/15. Plan has been revised to show that the wall will be irrigated. Please see Sheet 13G. Comment 14: Eliminate the background panel from the Dick's wall sign. Note that sign applications and additional review will be required for all wall and freestanding signs.
