The following responses to County comments, dated April 7, 2015, are provided. Comments are included
and our responses are provided in bold text below comment.

1. [Comment] This application is now being processed as a Minor Amendment; revise the cover
sheet to replace `major' with `minor'.
RESPONSE: The cover sheet has been revised to indicate a Minor Amendment.
2. [Comment] Provide a list of all proposed changes on the Cover Sheet.
RESPONSE: A listing of proposed changes has been added to the cover sheet.
3. [32.5.2(a)] Add Entrance Corridor(EC)to the Zoning note.
RESPONSE: Entrance Corridor (EC) has been added to the cover sheet following the
Zoning District designation.
4. [32.5.2(a)] Add a note indicating the source of the topography and boundary information.
RESPONSE: The source of the survey information is found on Sheet 2 as note 7.
5. [32.5.2(d)] This property includes several areas of Managed Steep Slopes. Show all steep slope
areas and label accordingly.
RESPONSE: The steep slopes have been shown as requested on Sheet 2A and 3. Please note
that no steep slope areas are being affected by this project.
6. [32.5.2(i)] Label the access road to this site, indicate if it is public or private, and provide its right-
of-way and pavement widths.
RESPONSE: Access roads are private with 28' pavement widths. Requested information is
shown on Sheet 2A.

7. [32.5.2(j,k,1)] Verify that the location(s) and dimensions of all existing or proposed utilities and
utility easements including water, sewer, drainage, telephone, cable, electric and gas are shown
on the plan.Provide the Deed Book and Page reference for any existing easements. Any proposed
easements should be labeled with the intended owner.
RESPONSE: There are no proposed easements. Existing easements have been shown on
Sheet 2A.
8. [32.5.2(n)] Clarify the location of, and dimension,the proposed fuel canopy on the site plan sheet.
RESPONSE: Note 3 on Sheet 3 provides the dimension of the canopy. For clarity, a canopy
outline is depicted on Sheet 5.
9. [32.5.2(n)] Dimension the access aisles around the proposed fuel pumps.
RESPONSE: Access aisles are shown on Sheet 5.
10. [32.5.2(n)] Dimension the areas of demolished asphalt and concrete and the replacement areas, if
different.
RESPONSE: Pavement demolition and restoration areas area shown on Sheet 3. In
addition, pavement restoration limits for pipe trenches and drop inlets are required per the
details on Sheet 10(as referenced on Note 2 of Sheet 3).
11. [32.5.2(n) & 5.1.20(b)] All fuel storage tanks in excess of 600 gallons, and their associated
loading areas, must be at least 100' from all property lines. Provide dimensions on the site plan
sheet to verify that this requirement is satisfied.
RESPONSE: The dimension for the closest property line to the proposed tanks is shown on
Sheet 3.
12. [32.6.2(k) & 4.17] Clarify which fixtures shown on the lighting plan are existing and which are
proposed.
RESPONSE: All existing fixtures on the site are being replaced (See Note 1 on Sheet EL 1).
New fixtures are identified by Note 3 of Sheet EL 1.
13. [32.6.2(k) & 4.17] For all proposed fixtures, provide a luminaire schedule listing the number of
each fixture proposed along with the manufacturer's catalog number. The cutsheets must include
manufacturer information and match the catalog number listed in the luminaire schedule.
RESPONSE: Lighting details have been removed and a lighting fixture schedule has been
provided with quantity of fixtures,and manufacturer's model numbers as well as
manufacturer cutsheets corresponding to the model number on the schedule. See Sheet2
and EL3.
14. [32.6.2(k)&4.17] Verify that the photometric plan includes all existing and proposed lighting.
RESPONSE: All existing fixtures are being replaced with new fixtures. Therefore all
lighting on the site is included in the calculations.Notes added to the drawings to clarify(see
Sheet EL1).

15. [Comment] This amendment cannot be approved until VDOT completes their review and grants
their approval; comments will be forwarded upon receipt. ACSA, Fire/Rescue, and Inspections
have reviewed the plan and have no objection. Engineering and ARB comments have been
provided.
RESPONSE: Acknowledged.
Comments from John Anderson,Albemarle County Engineering
1. Estimated area to be disturbed =0.1 Ac; or 4,356 SF, approx. (sheetl 1; Existing site conditions
Note). Project is exempt from the VSMP (17-303.D.), is not subject to the VESCP (17-300.A.)
since disturbance <10,000 SF. Alb. Co. Engineering will not review ESC measures, inspect ESC
measures, issue a VSMP, or schedule pre-construction since project is not subject to VESCP and
is exempt from VSMP requirements. Comments below relate to site plan amendment.
RESPONSE: Acknowledged. Please note that Planning Division is processing the
application as a Minor Amendment.
2. Sheet 2A: Furnish Ex. Str. 6 storm sewer (MH?) data. Show outfall pipe leading away from
structure; include DIA of outfall pipe, if known.
RESPONSE: Information has been added to Sheet 2A as requested.
3. Sheet 2A: Above ground fuel tanks near timber retaining wall an. existing shed do not appear on
sheet 3. Clarify for consistency.
RESPONSE: Please note the label for above ground fuel tanks was in reference to the base
fuel tanks built into the generators. The labels on sheets 2A and 3 have been modified to
reflect the diesel generators with base fuel tanks.
4. Sheet 3: New drop inlet and drain valve(normally Open) -Add reference to detail on sheet 10.
RESPONSE: Information is shown on Sheet 5 in lieu of Sheet 3 for clarity.
5. Sheet 3, 6: Show pavement replacement for new 4".PVC from wash area.
RESPONSE: Trench detail on Sheet 10 has been revised to clarify pavement requirements.
Pavement replacement areas for new 4"and 12" pipes are shown on Sheets 3 and 6.
6. Sheet 4: Notes 1 & 3: -Alb. County encourages Applicant to coordinate existing petroleum
storage tank removal/site closure requirements with Mike Asma, DEQ, Valley Regional Office,
540.574-7803.
RESPONSE: Acknowledged.
7. Sheet 5: Recommend note re. depth of cover over new 4,000 and 3,000 gal underground fuel
storage tanks:
4.3.3.2.2 Underground tanks shall be covered with not less than 600 mm (24in.) of earth, or
with not less than 300 mm(12 in.)of earth on top of which shall be placed a slab of reinforced
concrete not less than 100 mm (4 in.)thick. Where the tanks are, or are likely to be subjected to

traffic,they shall be protected against damage from vehicles passing over them 900 mm(36 in.)
of earth cover,or 450 mm(18 in.)of well-tamped earth plus either 150 mm(6 in.)of reinforced
concrete or 200 mm (8 in.) of asphaltic concrete. When asphaltic or reinforced concrete paving
is used as part of the protection, it shall extend at least 300 mm (12 in.) horizontal beyond the
outline of the tank in all directions.
RESPONSE: The tanks are provided with a 10" thick reinforce concrete slab. A note has
been added to Sheet 5 to require the top of the tanks to be placed a minimum of 15 inches
below the bottom of the concrete slab.This requirement provides 25 inches of total depth.
8. Sheet 5: Label new bollards.
RESPONSE: The new bollards have been labeled on Sheet 5.
9. Sheet 5: Extend leader line to containment valve at new 4'X 4'precast drop inlet.
RESPONSE: The leader line has been revised to extend to the valve on Sheet 5.
10. Recommend that 113-ft,12" DIA line "A" be revised to 15" DIA (ref ACDSM, 6.A.1.d.1). 15" is
default minimum pipe DIA for use with standard VDOT storm system drop inlets, VDOT Dl-1,

RESPONSE: It is recognized that under normal storm water design criteria that the
minimum desirable diameter is 15". The new line "A" will only collect a small area of the
parking lot that was previously sheet drained. The new line is designed to be 12" diameter
in order to facilitate the connection of the piping associated with the fuel pad and canopy.
Please note that Drain "C"is connecting to an existing 12" pipe.
11. Recommend New 4" PVC 118'line@ 0.37%be revised to 0.5%Min. (0.5 -16%, acceptable).
RESPONSE: In order to connect to the existing sewer, the new drain line must be installed
at 0.37% as shown.
12. Sheet 7: Identify(storm inlet) Str. 7 inlet type. Identify pipe DIA downstream of inlet 7.
RESPONSE: Structure 7 is an existing structure(specifications unknown).The downstream
diameter has been shown.
13. Sheet 9: Concrete box#4 does not fully drain, which may cause nuisance. It appears that existing
downstream Elev. affects design. Recommend Alt. design to ensure wash area catchment
(concrete box) empties fully, without held storage, There is less than 03' of space between top of
4" PVC drain line and the lower side of the concrete box lid, which may complicate connection
between line and box.
RESPONSE: The intent of the design is for the structure not to fully drain in order to serve
as a settling basin and collect sand and grit. The structure will be periodically cleaned of
debris and sediment.

Comments from ARB -Margaret Maliszewski
1. Supplemental information in your application suggests that the proposed color of the canopy
fascia is white. White is an approvable color. Please identify the color of the fascia on the
drawings.
RESPONSE: The plans have been revised to indicate the color white for the canopy fascia.
(See Sheet 4 of ARB submittal and Sheet 12 of Site Plan submittal.)
2. Illumination levels under the fuel pump canopy reach 29.2 fc; however, the Architectural Review
Board regularly limits this type of illumination to a maximum of 20 fc.
RESPONSE: Lumen output of fixtures reduced to reduce the maximum FC level under the
canopy to 18.7fc(Sheet EL1).
3. Please confirm that the light levels shown beyond the canopy footprint account for any
illumination from canopy lights that may"spill"beyond the canopy footprint.
RESPONSE: Light levels shown beyond the canopy include the canopy lights. Note added
to the drawings to clarify.
4. The word "initial" is missing from the lighting note on Sheet EL1. The note should read: "Each
outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be...."
RESPONSE: Sheet EL-1 has been revised to indicate the proper wording in the note.
5. Clarify the abbreviation"BCM"used on Sheet 4.
RESPONSE: The plans have been revised to include the abbreviation PECM = Pre-
Engineered Canopy Manufacturer in lieu of BCM. (See Sheet 4 of ARB submittal and Sheet
12 of Site Plan submittal.)

The Model# for fixture B is inconsistent between the cut-sheet and the luminaire schedule; the model
#s must match.
RESPONSE: Detail updated to reflect"WHT"color to match fixture schedule on Sheet EL-2.
Two wall-mounted fixtures on the warehouse building are not clearly labeled; provide the appropriate
label or indicate that the"D" label applies to more than one fixture, if that's the case.
RESPONSE: Drawing updated to clarify both fixtures are type D on Sheet EL-1

The following responses to Albemarle County e-mail comments, dated May 6, 2015, are
provided for your review. All comments are included in this response letter in italics and
responses are provided in bold text.
Comments:
1. The underside of the canopy is at 14'6", but the `B" canopy fixture is listed at 30' AFG
in the Lighting Fixture Schedule on sheet EL3. Can you explain?
RESPONSE: This is a typo. Fixture schedule was revised to reflect height of 14'6" AFG
on Sheet EL-3.
2. The Lighting Fixture Schedule identifies the A2 and A4 fixtures at 30' AFG. The
previous set of plans had a detail showing a 20' pole on a 3' base. Are new 30' poles
proposed?
RESPONSE: This is a typo.Fixture schedule was revised to reflect height of 23'-0"AFG
on Sheet EL-3.
The resubmittal form and one set of folded revised plan sheets (Cover sheet, EL-1, El-2
and EL-3) are included. Please note the Albemarle County Planning Division requested
the cover sheet to be revised to replace "SDP201500013" (the current application) with
"SDP199300001" (the site plan that's being amended) in the title. Changes were also
requested to Sheets EL-1 and EL-2 by the Albemarle County Planning Division.
Engineering had no comments per e-mail, dated 5/22/15.
