Craig,
I spoke with Ron Higgins about this and he said you basically have to do an analysis of parking needed based on the
number of students, staff and classrooms and then confirm that you still have adequate parking with the proposed
reduction. If there was a parking determination done with a previous site plan,you just confirm the parking still
conforms to that original determination. So, contact Ron to find out more about what needs to be submitted.

One of your comments for the WAHS Environmental Science Academy addition is in regards to the parking and that we
need to verify with zoning that the reduction in the 10 parking spaces if acceptable...who do we need to run that by
specifically?
Is there an alternative to us actually having a count done of how many parking spaces are out there?

4. 132.5.2(d)] County GIS shows a small area of critical slopes just off the eastern edge of the
parking lot that appear to be impacted by the proposed work;an exception may be required.
It looks as if field-run topography information was provided for this project;clarify if this topo
information also indicates the presence of critical slopes in this area and show them on the —
plan;if necessary. If there are critical slopes present, we will have to determine whether or
not the slopes were lawfully created by a development plan that was approved by the county
to know if an exception is required.
Critical Slopes based on County GIS have been shown. There was also an
additional area that had a slope greater than 25% based on the field run topo
that has been shown. See Sheet C2.0. Based on the tree line and existing
parking lot,these slopes are man made.

5. [32.5.2(j,k,l)] Verify that the location(s) and dimensions of all existing or proposed utilities
and utility easements including water, sewer, drainage, telephone, cable, electric and gas are
shown on the plan. Provide the Deed Book and Page reference for any existing easements.
Any proposed easements should be labeled with the intended owner.
All existing easements are shown on the plan. The proposed water and sewer
will be privately owned.
6. [32.5.2(n)]GIS shows two additional structures in the area where this work is proposed;
clarify whether or not these structures exist.
These structures were not present when the survey was conducted on March
15' 2015.
7. [32.5.2(n)]Provide the maximum footprint of the proposed building. Total square footage
has been provided, but footprint has not.
The footprint of the proposed building has been provided. See "Site Data"
Sheet C0.0.
8. [32.6.2(i)]List the number of parking spaces removed and the total number remaining. Since
the parking requirement for schools is generally specified by parking determination, verify with
Zoning that the parking requirement is still satisfied with the proposed reduction in spaces.
The total number of spaces and spaces removed,along with other data
(classrooms, students, and staff) has been added to the plan. See "Site Data"
Sheet C0.0.
9. [32.6.2(i) &4.12.15(f)] The end of one parking row is not protected by a raised island, only
pain striping;verify with Engineering that no raised island is needed.
A curb island has been provided, in lieu of the paint striping. See Sheet C2.0.
10. [32.6.2(j) &32.7.9] This plan proposes the removal of two existing trees with no
documentation of whether or not these trees were planted to meet landscape requirements
on previous site plans. Please either document that these trees were not required by any
previously approved site plan or provide two equivalent trees to replace those that are being
removed.
These trees shall be replaced with two Willow Oaks. Per the County's Plant
Canopy Calculations. Willow Oaks have a canopy size of 370 sf. The two trees
being removed as a part of this plan are denoted as pine trees. The largest
canopy listed for a pine tree is the Loblolly Pine at 207 sf.Therefore this is more
than an equivalent replacement. See Sheet C2.0.
I I. [32.6.2(k) &4.17]Is any outdoor lighting proposed? If so, all lighting(including bollards and
building mounted fixtures) must be shown on a lighting plan that includes a photometric plan,
luminaire schedule and cut sheets for each proposed fixture.
No outdoor lighting is proposed.

12. [Comment] This amendment cannot be approved until all comments from the Site Review
Committee (SRC) have been addressed. Any comments not available at the time of the SRC
meeting will be forwarded once received.

Michelle Roberge Comments:
I. What is the BMP used?It appears sheet flow to open space is proposed. Please note, design
for sheet flow to open space does not meet the following per Virginia DEQ Stormwater Design
Specification No. 2.
Per an email from Glenn Brooks on 6/9/2015 to Trevor Henry it is acceptable
for this project to proceed without the need for a WPO,since the limits of
disturbance are under 10,000 sf.This comment is no longer applicable
2. Submit a VSMP.
WPO not required.This comment is no longer applicable.
3. Show storm sewer calcs on VSMP.
The Drainage Summary Table has been updated to include flows and capacities
of the pipes. See Sheet C2.0.
4. Verify where roof runoff is conveyed to for proposed bldg.
Downspouts for the roof runoff have been shown. See Sheet C2.0.
5. Show critical slopes. They may be manmade, but verify. Slopes of twenty-five (25) percent or
greater which are lawfully created within a development that was approved by the county
shall not be considered critical slopes.
Critical Slopes have been shown on Sheet C2.0.
6. Revise the str 202 to 102 on plan to match profile.
The Drainage Summary has been updated. See Sheet C2.0.
7. Provide a curbed island instead of striping. This area may be used for biofilter.
A curbed island has been provided at the end of the parking. See Sheet C2.0.
8. Verify silt fence is still adequate when you include the drainage area north of parking. Please
address.

Thank you for your quick response, I am sorry to hear of your loss.
Would it be adequate to reference the ITE Parking Generation Manual,which notes that the average peak parking
demand for a high school is 0.23 spaces/student.
If so,we could add a section to the cover of the plan that reads as follows:
Parking Requirements: 0.23 spaces/student(per ITE Parking Generation Manual)
1,055 students
1,055 x 0.23 = 243 parking spaces
Parking Provided:447 parking spaces
If something needs to be more formally provided, please let me know, but hopefully this will be adequate.

I am back today since the funeral was Friday. I am communicating with Craig and you today about the numbers he
sent. I believe they are ok, but he will need to have some basis for the numbers (e.g.typical need for student drivers,
per classroom,visitors?) that confirms the adequacy. This would be the "parking study" required for such things. Once
I see that, I can then do the Determination.

numbers:
Classrooms: 57
Students: 1,055
Staff: 120
Existing Parking:457 spaces
Proposed Parking:447
Is this adequate for acceptance or is there something else that would be needed.
