RE: SUB-2015-00026—Avinity 1, Phase IV—Minor Site Plan Amendment
Dear Jonathan:
Please allow this letter to serve as confirmation that the changes proposed with SUB-2015-00026
Avinity I, Phase IV—Minor Site Plan Amendment represent a trivial change from the approved
WPO-2013-00044 and do not require modification to the approved WPO/SWM plan.
The stormwater management Phase I Retention Basin facility approved with WPO-2013-00044
was designed to treat the approved Avinity I development, and provided water quality volume in
excess of the minimum required. The proposed minor site plan amendment includes minor
grading adjustments approaching the facility, which do not impact the facility volumes or design
characteristics.
The proposed amendment roadway connection and substitution of the approved condominiums
for the proposed townhouses constitutes an 11,250 sf net increase in impervious area, which does
not necessitate changes to the approved facility. The approved WPO-2013-00044 stormwater
management facility was designed to include a surplus water quality volume credit of 1,882 cf
(38,611 cf WQV provided—36,729 cf WQV required). An impervious area increase of 11,250
sf is equivalent to a 1,875 cf increase in required water quality volume for the Retention Basin at
65%removal. The increase in water quality volume required by this amendment is exceeded by
the existing Phase I Retention Basin surplus water quality volume credit, where 1,882 cf existing
excess volume provided> 1,875 cf volume required.
(0.5 in*(lft/12in)*11,250 sf=469 cf
469 cf x 4 = 1,875 cf
65%removal =WQVx4)
The aforementioned calculations demonstrate that the additional impervious area generated with
the SUB-2015-00026 Avinity I, Phase IV —Minor Site Plan Amendment has previously been
accounted for in the existing approved WPO-2013-00044 Phase I Retention Basin design. No
modification to the approved WPO/SWM plan is required. Please contact me if you have any
questions or require any further information.
Sincerely,
Scott Collins, PE

Robbie,
I have attached an updated plan sheet (S-1)for the Avinity I Phase IV Minor amendment to address your comment
below. The radius at lot 101 was drawn correctly at 25'R, but incorrectly labeled as 13'R. I have updated the text to
address your comment.
Thank you,
Kaitlyn

If Applicant has responded to comment, response was overlooked:
"Approved preliminary plat for Avinity 1I shows identical portions of Avinity Loop addressed under this (Avinity I)
MIA. There is uncertainty whether features considered under this MIA that appear on Avinity II plat will continue to be
carried under Avinity I bond. Please noti/i' County o f prc'f're nc e: whether to amend Avinity I subdivision bond, or to
simply double-bond roadway/drainage features that appear on both Avinity I site plan and Avinity II plat. Revising
existing Avinity I subdivision bond would require calculating the difference between initial Avinity I site plan design for
just that portion affected by the MIA, and change proposed for this portion(Avinity Loop)."(31-Jul 2015; review
comment#1)
Recent evaluation of bonds at a separate subdivision shows that with respect to bonds, amended site plans pose
complexity and confusion. This comment should be addressed—it is possible response indicating preference has been
overlooked. J. Anderson: 434.296-5832—x3069.
