The stormwater management Phase I Retention Basin facility approved with WPO-2013-00044 was designed to treat the approved Avinity I development, and provided water quality volume in excess of the minimum required. The proposed minor site plan amendment includes minor grading adjustments approaching the facility, which do not impact the facility volumes or design characteristics. The proposed amendment roadway connection and substitution of the approved condominiums for the proposed townhouses constitutes an 11,250 sf net increase in impervious area, which does not necessitate changes to the approved facility. The approved WPO-2013-00044 stormwater management facility was designed to include a surplus water quality volume credit of 1,882 cf (38,611 cf WQV provided—36,729 cf WQV required). An impervious area increase of 11,250 sf is equivalent to a 1,875 cf increase in required water quality volume for the Retention Basin at 65%removal. The increase in water quality volume required by this amendment is exceeded by the existing Phase I Retention Basin surplus water quality volume credit, where 1,882 cf existing excess volume provided> 1,875 cf volume required. (0.5 in*(lft/12in)*11,250 sf=469 cf 469 cf x 4 = 1,875 cf 65%removal =WQVx4) The aforementioned calculations demonstrate that the additional impervious area generated with the SUB-2015-00026 Avinity I, Phase IV —Minor Site Plan Amendment has previously been accounted for in the existing approved WPO-2013-00044 Phase I Retention Basin design. Revised plans are hereby submitted incorporating the following changes in response to the items in your letter: Planning 1. The approvals have been listed on the cover sheet as requested, sheet T-1. 2. The monument sign has been removed from the plans as requested, it will be submitted under a separate sign application. 3. The full density calculation is now provided, see sheet T-1. 4. The note has been revised to permit patios only as requested, see sheet S-l. 5. The requested lighting note has been added (see notes #3) to sheet LL-3. Engineering 1. The applicant has contacted engineering to coordinate the bond amounts and will provide a bond estimate for the proposed work shortly. 2. A letter has been submitted concerning the changes that affect the WPO ESC/SWM plans. 3. Pavement design has been updated with the updated values. 7. The note is added in the bottom right of sheet S-2. 8. Degraw Street as well as Avinity Loop are private roads. The proposed sidewalk location and street cross section is consistent with the streetscape of Avinity 1. 9. There was a labeling error of the "Street Pavement" cross section. The word parking has been removed. 10. Cross drains are now provided on the road profiles. 11. Profile view of Degraw Street has been altered and the end of construction station is noted. 12. Our standard notes for utility profiles have been added, VDOT ST-1 and SL-1 details have been added to sheet S-3. 13. Profiles have been updated with pipe numbers labeled. 14. Large contour labels have been added to the drainage area plan. The Drainage Description table has been updated as well. Fire & Rescue 1. The radii at the northeast corner of Avinity Loop has been adjusted to 25' as requested. ARB 1. A separate sign application will be submitted for the proposed entrance signs. The sign monuments and proposed sign lighting have been removed from the plans. 2. The sign application will include more complete dimension information for the sign structure. 3. The New London Small fixture will be revised with a full cutoff fixture. 4. The ground mounted floodlights will meet full cutoff requirements, the lamp and wattage will be provided with the sign application. 5. The ground-mounted lights will be coordinated with planting. 6. The photometric calculations have been revised to use an LLF of 1.0. 7. The sign lighting will be revised to ensure illumination is not projected beyond the sign text. 8. The applicant notes this comment. 9. The sign lighting will be coordinated with the notes in the sign application. 10. Pole lights have been shifted away from the tree canopies. 11. The photometric calculations have been revised to use an LLF of 1.0. 12. The lamp type and wattage for each proposed fixture is clearly labeled in the revised luminaire schedule. 13. The proposed pole and fixture colors are now indicated on the lighting plan (note#4) on sheet LL-3. Please contact me if you have any questions or require any further information.
