Sarah,
Megan said you've been assigned this project.These are prelim EC comments for the Rolkin Road Shops SP—sending
them along to meet the deadline. No big issues-most of what's here is"heads up"to the applicant for future reviews.
Note: We typically take drive-thru SPs to the ARB, but didn't think it was necessary for this one due to the location.
You'll want to be sure that your staff report distinguishes(the final version of)these comments as"design planner"
comments and not"ARB" comments. I'll put a final version of these in CV by 11/29. Let me know if you have questions.
• Drive-thru use
o The drive-thru lanes and windows are appropriately located on the building and the site for reduced impact
on the EC.
o The parcel is located behind parcels that are adjacent to the EC.The existing development adjacent to the
EC is expected to help limit impacts of the drive-thru lanes and windows on the EC.
o For these reasons, no objection to the proposed use.
o Encourage coordination of the design of the drive-thru window with the overall architecture of the building.
• However, note the following EC site plan issues:
o There are open, angled views into the site.
o Meeting the EC tree requirements is still important. Need green areas to soften buildings and parking, and
areas between buildings, and to integrate buildings into the surroundings/neighborhood.
o Planting area on the north and west sides of the parcel is occupied by electric and telephone easements. If
the easement holders object to the required trees, planting area will have to be increased.
o The project proposal notes 70 parking spaces; the plan shows 58.
o Based on the 58 parking spaces illustrated, 6 interior parking lot trees will be required.Sufficient tree islands
are not shown.
o Recommend adding a tree at each patio space.
• Potential architectural issues(for future submittals):
o The design of the tower—amount of glass, illumination
o Coordinate design of drive-thru window with the architecture of the building
o A comprehensive sign plan will be required;the proposal should be submitted with the ARB site
plan/building design application.

o Minimize EIFS surfaces"" ""'
o The design of the building should be compatible with the nearby buildings, most of which have ARB
approval.
o Show that visibility of rooftop equipment is eliminated.
o Blank side walls? Degree of visibility will determine amount of architectural detail required.

The Thomas Jefferson Foundation,which owns and operates Monticello has reviewed the revised landscape plan
(attached)for the Rolkin Road Retail Center, project number SPD201300058.The revised landscape plan forwarded to
me by the architects is attached for your reference. It includes:
• Increased planting density at the top of the wall with a mix of large columnar evergreen shrubs.
• Added some larger evergreen species behind the dumpster/loading space
Added an additional tree to the island south of the Rolkin Road entrance.
• Added three evergreen trees at the base of the wall in lieu of smaller evergreen trees.
• Added shrubs along the eastern foundation to help with additional screening
• Added potential evergreen trees at the base of wall if water utility will permit it.
This project with these revisions, located at the corner of Abbey and Rolkin Road,will meet the Foundation's standards
for screening of all buildings and parking areas visible from Monticello .The foundation approves of the color of the
south facade and roof of the building to comply with the proffers for ZMA 1998-0020.The facade will be Boral
wellington B-1 brick with Raspberry Truffle paint on the rear elevation of the building.The roof will be a membrane TPO
roof by Carlisle Syntec Systems tan color.

I would like to thank you for your time and expertise in explaining the process concerning the
proposed site plan for SDP201300058 Rolkin Rd. Retail Center yesterday. I would appreciate you
forwarding the following comments to the Site Review Committee for their consideration when they
meet on December 19, 2013.
ARMCCA is the umbrella corporation that is comprised of 2050 Abbey Rd, "C" LLC, SOPJAC LLC,
and SIDLAND LLC which is contiguous with the proposed retail development. Based upon the initial
site plan we have the following thoughts and comments for your consideration:
These offices are used for medically related specialties. Many elderly, infirmed, and orthopedically
challenged patients have to navigate the one entry/exit point on Hickman Road. Many of these people
use walkers, canes, or wheelchairs. We have a concern over a high volume retail center that will
cause many vehicles sharing this common entry/exit point due to our concern for our patient and
traffic safety.
There is a concern that a drive through Starbucks will add to the traffic volume and exacerbate any
traffic flow problems.
We would like to ask that the long retaining wall in the back of the property be constructed in a
manner that will use materials that are aesthetically pleasing and fit in with the pastoral nature of this
area.This wall will be visible and will blend in with the backside of our building.
We appreciate the opportunity to express our thoughts and concerns and hope to have a party
represent us at your meeting.

I had the pleasure of meeting with Ms. Ellie Ray this afternoon and she asked me contact you
about the above referenced parcel site plan. I along with other owners comprise ARMCCA which
owns the building adjacent to the proposed retail center. Ms. Ray informed me that the Starbucks
proposed drive through requires a special permit and notification of adjacent properties and a public
meeting. I currently am the managing person of this property and can not find such notice of the
special permit. I would appreciate at your convenience an update on the special permit and if and
when a public meeting was held. Please feel free to to email your response or call me at 434-960-
