Reviews Comments:This proposal is consistent with the overall plan for the Branchlands Planned Unit Developmant
(PUD).
The Parking Analysis of March 4, 2014 by Timmons Group is acceptable. Frequent visits to the site
at diferent hours of the day and evening have resulted in similar amounts of occupied spaces (e. g. <
50%). Parking proposed of 86 spaces is acceptable.

Reviews Comments:This development may have trouble obtaining an adequate release channel for drainage through the
day care property. Easements should be obtained, and plans for on-site detention should be
provided. These items should be investigated with the concept plan. The current plan does not
appear to have way to capture runoff from the building. It is noted that the channel along Hillsdale
Drive has had flooding and clogging problems. It is not clear whether this parcel was considered part
of an overall development in Branchlands with earlier conceptual plans and zoning changes.

Reviews Comments:1) The bioretention facility should not be built above the underground detention system. I recommend
relocating the detention system under the wander garden. This can be addressed with the site plan
and VSMP.
2) Enough ponding depth within the biofilter should be considered. This can be addressed with the
VSMP.
3) Drainage and downstream details can be addressed later with a VSMP. The existing conditions
show runoff to a drainage inlet, into a pipe, which then collects into a small ponding area, and finally
to an underground pipe at 90 degrees. Adequate channels will need to be addressed later as the
existing conditions show the pipes are clogged and full of debris.
4) Th swale shown between the site and townhomes at Lilac Ct may be difficult to construct due to a
low spot or what appears to be an old sediment trap. This will need to be worked out with final site
plan and VSMP.
