A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1)
a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
(Rev. 1) Comments L-5. Addressed with SWPPP update, 5/15/2015
1. Sec. 1 —Registration Statement —Please provide email for Aharon Laufer (e -Notification of VPDES
CGP coverage letter/quickest).
2. Sec. 3 —Revise Nature of Activity to include brief Narrative/project description (2-3 sentences).
Nature of Activity is identical with Sequence of Construction with emphasis on ESC measures.
3. Sec. 4 —Revise location of contractor fueling area: proposed location drains to existing storm inlet.
4. Sec. 5 —Include on Sec. 5 divider sheet: "Also: Albemarle County File: SDP2006-00051, McKee
Carson SWM plan sheets: 7, 7a, 7b, 7c, 13: Stormtect 1 & 2 detention systems (d. 12/4/06)"
5. Sec. 7 & 12: Since U.S. EPA 2010 Waterbody Report for Moores Creek indicates this water body
is impaired (Escherichia Coli/Fecal Coliform), revise Inspection Log. Replace standard inspection
frequency with schedule consistent with VAR10, Part I.B.4.d.(1): [p. 1-2NAR10] At least once
every 4 business days, or at least once every 5 business days and no later than 48 hr following a
measurable storm event.

B. VSMP: SWPPP: Stormwater Management Plan (WP0201500016)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. The SWM
Plan for post -developed site conditions associated with ESC Plan submitted with this VSMP Application was
approved as WP02006-00036/SDP2006-00051. Prior approval and design are unaltered and unaffected under
this VSMP Application, which proposes construction of remaining townhouse units. Reference ACCD
Files/SWPPP (Sec. 5) for prior -approved SWMP/plan details.
C. VSMP: SWPPP: Erosion Control Plan (WP0201500016)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is approved

1. Show outfall of existing SWM facility. (Rev. 1) Addressed.
2. Show stone channel behind Sherwood Manor Apartments to scale (3' wide/see Detail D, sheet 6,
Sec. 5/SWPPP. Also visible on Collins' designs for this development/years past). (Rev. 1)
Withdrawn.
3. Revise Sequence of Construction per #4, below. (Rev. 1) Addressed.
4. Note/Inspection 4/28/15: ESC measures (silt fence) east of SWM facility at base of stabilized
slope must be removed prior to release of ESC bond for this project. These measures should be
removed as first step in sequence of construction for activities proposed with this Application.

The VSMP permit application and all plans may be resubmitted forrp eview (as .PDFs). When all comments have
been satisfactorily addressed, and if there are no additional comments, please provide 2 copies of the plans, 1 copy
of SWPPP. Encourage .PDF submittals that show revisions.
Engineering plan review staff is available 2-4 PM on Thursdays, should you require a meeting to discuss this review.

Process:
After approval, plans will need to be bonded. Note: ESC bond for completed blocks (A,B,C,D) and site grading has
been released. A new bond is reauired for ESC measures shown on VSMP ADDlication. sheet 3.
The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community
Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on
the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be
completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4
weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The
County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ database
for state application processing. DEQ will review the application information based on local VSMP authority
approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest
processing, this is done electronically with the emails provided on the application. DEQ should notify applicants
with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter.
This should be copied to the county.

After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants
will need to request a pre -construction conference by completing a form, and pay the remainder of the application
fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be
checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County
inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading
permit will be issued by the County so that work may begin.
