The proposed right turn only exit only onto US 250 cannot be reasonably enforced. Generally, right turn only exits are only feasible where there is a median preventing left turns. The existing median ends just beyond the proposed exit. 2. Stormwater management facilities (BMPs) must outfall into an adequate channel. Based on surround topography, this does not seem easily feasible given the locations of the proposed BMPs. Division: Date Completed:04/12/2015 Reviewer:Robbie Gilmer Fire Rescue Review Status:Requested Changes Reviews Comments:Based on SP dated 2/17/15 1. All new proposed travel lanes shall be 20 ft unobstructed travel ways. 2. Radii shall be a minimum of 25 ft. Division: Date Completed:05/06/2015 Reviewer:Ron Higgins Admin Zoning Review Review Status:No Objection Reviews Comments:-Actual parking proposed totals 67 spaces instead of 65. This is a reduction from the 72 spaces now on the combined sites. 67 spaces is deemed to be sufficient for the use. Route 250 at this location is a principal arterial. For the 35 mph to 45 mph speed limit range, the minimum spacing between the proposed partial access connection to the nearest commercial connection is 305 feet center to center. It appears that the exit only entrance shown may meet this requirement, but the distance to the closest commercial entrance should be shown on the plan to determine whether an Access Management spacing exception is required or not. 2. The existing connection to Route 250 is proposed to be modified to right-turn exiting maneuvers only. However, detail to how this will be accomplished has not been provided. Signage alone tends to not be effective, so an entrance median/island should be considered. 3. Generally, VDOT does not have an objection to the proposed request provided that items 1 and 2 area addressed. These items may be addressed during the site plan review process. If you need additional information concerning this project, please do not hesitate to contact me at (434)422-9782. Sincerely, t Troy Austin, P.E. During the permitting for the last building it was determined that a future waterline extension would be required to provide 2 feeds to the site. This is required for fire flow purposes. The ACSA would like the applicant to show a future water main extending from the FHA located in front of the Arts&Gymnasium building, along the connector road to the middle school,to the existing water main along the frontage of the middle school property. This connection, unlike previous ones discussed, would loop the site without the need for offsite easements through another development. Water utility plans will be required for the new water main, as well as the reconfiguration of the drive aisles in front of the Arts&Gymnasium building. Alexander J. Please review and let me know your comments by August 5th. We have tentatively scheduled this for public hearing with the PC for September 1st I have updated the old conditions to fit more appropriately with the revised plan and I added language regarding construction of the "master plan" because the construction and the condition are really about the travel way and the traffic island near Route 250 and when these will be constructed, as all the buildings shown on the "Master Plan" have already been built. If you think there is a better way to tie the construction to a condition, please let me know. Greg- I will send you a copy of the plan for your reference. Ron—I did not see any recent comments in CV. Do you have any final comments regarding this SP application? Thank you both for your time. Please note the following: 1. I have tentatively scheduled this with the PC for September 1,2015. Does this date work for you? 2. In reference to the conditions, do you know when you want to develop the proposed travel way? 3. When should this expire?Typically we say 2 years from the BOS approval date. Do you need longer? If yes,we should go ahead and make the deadline longer now, rather than have to amend in a couple years. This will help us get an idea regarding when the improvements, such as the island near Route 250 will get built. Let me know if you have questions.Thank you Claudette Grant Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902-4596 (434)296-5832, Ext.3250 1 • "Noe *fter Claudette Grant From: Greg Kamptner Sent: Tuesday, August 04, 2015 6:43 PM To: Claudette Grant Cc: Ron Higgins Subject: RE: Montessori Community School Proposed SP Conditions One additional comment to the conditions—Condition 2 refers to being in "conformity,"whereas the standard condition, including those being heard by the Commission tonight, still use the term that the development be in "general accord." We should be consistent.
