Regarding the Special Use Permit:
Motion: Mr. Missel made a motion to forward the following recommendation to the Planning
Commission regarding ARB-2015-45: CVS Initial Plan - Special Use Permit for a drive-thru.
The ARB has no objection to the request for the Special Use Permit for a drive-thru window.
Mr. Lebo seconded the motion.
The motion carried by a vote of 4:0.

Reviews Comments:Special Use Permit Narrative (that accompanies SP Application) states that “drive-thru pharmacies
are needed and beneficial to the public,” and that “existing bank at 1700 Seminole Trail has a
drive-thru currently, so the drive-thru is an existing condition on site.”
18-4.12.6, Drive-in lane serving any use, directs design/review to consider “a combination of traffic
generation figures either known to the industry or estimated by Institute of Traffic Engineers.” [ITE]
Also: “The stacking spaces shall be designed so as not to impede required parking spaces,
pedestrian or vehicular circulation.”
Comments:
1. Design impedes circulation (vehicle access: in/out) from west entrance (Balmun, LLC; TMP
04500-00-00-105A0).
2. Design provides 80’ stacking, at most. Revise to accommodate five vehicles, or 100-ft, total, per
LINKS below. (third link: ITE)
3. Recommend revise CS-101 to show placement of five vehicles in the drive-thru, graphically. Show
vehicles requiring 20-ft/Ea. (car + space between).
4. Reference initial site plan Engineering comments (SDP201500016) relative to 100-ft Min.
pharmacy drive-thru stacking.

Fire Rescue has no comments or objections on the SP. Listed below are some recommendations as
the plans move forward.
1. If the building will have sprinkler system the FDC shall be located on the address side of the
structure.
2. Fire Flow test required before final approval.
3. Please add a note to the plans. " Contact Albemarle County Fire Marshals Office to determine the
location of the Knox Key Secure Box 434-296-5833"

dated 6/7/15 is nearly identical with image shared as e-mail attachment, 5/21/2015. 6/7/15 design
provides sufficient space for 5-car stacking beyond (in addition to) vehicle at drive-thru pharmacy
service window. This design provides drive-thru storage for six vehicles, counting vehicle being
served, and meets Engineering review guidelines. Engineering Division does not object to this
design, commends design efforts, and has ‘No objection’ to special use permit for Drive-thru, 6/7/15.
