Commissioner January 29, 2016 Ms. Ellie Carter Ray County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP -2015 -00063 Hollymead Town Center, Block C3 & C4 Initial Site Plan Dear Ms. Ray, We have reviewed the initial site plan for Hollymead Town Center BIocks C3 & C4, dated December 21, 2015, as submitted by Collins Engineer and offer the following comments: I . On- street parking and landscaping that is located within the sight line triangle should be removed. The sight line triangle should be 14.5' from the edge of the nearest automobile through lane. This adjustment should help correct some of the conflicts currently shown within the sight lines. Line of sight profiles will be required during the final site plan submittal. 2. The sight line, looking towards the traffic circle on Meeting Street, should be adjusted to the east bound lane. 3. There is a note that the CG -6 will transition to CG -2 within the commercial entrance. This transition should not occur in the radius of the entrances. The curb should transition in the throat section. 4. Curb ramps shall be provided wherever a pedestrian access route (sidewalk or sidewalk space) crosses a curb regardless of whether the sidewalk is existing, proposed, or non - existent. For example, if the current typical section or the proposed typical section includes a pedestrian access route (sidewalk or sidewalk space), curb ramps shall be installed. Additional ramps should be installed at the entrances on Lockwood Drive and Meeting Street. 5. WiII the connection between Lockwood Drive and Meeting Street be dedicated as a private street? 6. Flanking inlets should be provided to capture the stormwater run -off before it enters Lockwood Drive. 7. All proposed Utility crossings should be jacked and bored under Meeting Street. 8. Are the sanitary sewer and waterline crossings of Meeting Street existing or proposed?
