option to provide a signed letter to me indicating you want to appeal my decision to the Architectural
Review Board.That letter can be signed by you and all of this can be handled via email to expedite
things.

I have reviewed the above-noted sign application. The following revisions are requested to make the
proposal consistent with the Entrance Corridor Sign Guidelines and the approved Comprehensive Sign
Criteria for this parcel.
}
1. Approved Comprehensive Sign Criteria (CSC) for this location are attached. The building where
your signs are to be located is referred to as Building 1 in the table.Your sign proposal will need
to be revised accordingly to meet those criteria.
a. Sign location:
i. CSC require that signs on the canopy in the west(front)elevation be centered left
to right on the canopy. Revise the proposed sign location accordingly.
ii. CSC require that signs on the south(side)elevation be located in the upper corner
at the west end of the elevation. Revise the sign location accordingly.
b. Sign size:
i. The existing canopy design in the west (front) elevation of Building 1 is not
accurately represented in the sign drawing. There is an extra tall cornice across
the top (photo attached). Revise the drawing to show the canopy with cornice
correctly,with the flat sign band area dimensioned accurately.Make sure the sign
dimensions are proportionate without overcrowding the sign band area.
ii. CSC limit the sign size in the south (side) elevation to 8' 4" wide x 3' 7" tall;
however,the proposed sign width is 17' 1%" . Revise the sign design to meet the
permitted dimensions.
c. Sign colors:
i. CSC limit the number of sign face colors to one. Revise the sign proposal to show
only one sign face color.
ii. Revise sign colors for both signs to meet one of the following CSC sign color
combinations:
1. Black daytime/white nighttime faces with black trim caps and returns or
2. White acrylic faces with white or bronze trim caps and bronze returns or
3. Red PMS 200C faces with bronze trim caps and returns.
d. Raceway color:
i. ARB general sign guidelines require that the raceway color match the wall to
which it is attached.The sign drawing states the raceway color will match Sherwin
Williams SW 6123 Tan which is not the existing paint color. Benjamin Moore HC
38 is the paint color that was approved for the wall. Revise the sign drawing to
indicate the correct wall color for the raceway.
2. Revise the sign drawing to indicate the tenant panel in the freestanding sign shall have an opaque
background,only the text and graphic shall illuminate.
Please respond by email within 15 days of the date of this email indicating whether you will or will not
proceed with these revisions. Your decision to make the revisions will suspend the 60-day review period
associated with your original submittal. If you choose to complete the revisions, please email the revised
drawings to me. If you choose not to proceed with these revisions, staff will be unable to approve your
application. Failure to respond to this email shall be presumed to be a request to proceed to action on the
application without further revisions.
If you have any questions about this action, please contact me as soon as possible. I look forward to
receiving your revisions and completing this review with an approval letter.

Logan,
Brent Nelson has been reviewing the US Cellular application. He is out of the office this week. In his absence and to keep
things moving along, I'm providing the following comments on your recent submittal. Please review all previous
comments, including the attached letter,to be sure you are addressing all required items. In the attached letter, Brent
outlined the issues that needed to be addressed with the previous proposal. Each of the items listed must be addressed
in the sign drawings and/or in a proposed revision to the Comp Sign Criteria.
There are two basic things that need to be accomplished.
1)An amendment to the previously approved Comprehensive Sign Criteria must be submitted for
review/approval.
2)The sign drawings for the US Cellular sign proposal need to accurately illustrate a design we can approve.
Regarding the US Cellular sign proposal:
1. On the drawings: Indicate the existing height of the cornice on the front canopy, the amount of cornice to be
removed, and the height of remaining area below the modified cornice.The remaining cornice will need to still
look like a cornice with appropriate proportions relative to the canopy.Show that there is sufficient space for
the US Cellular letters and graphic to not appear overcrowded on the canopy. 3" of clear space above and below
the sign is a typical minimum. Include a note on the drawing indicating how the remaining cornice and wall area
will be treated so that they retain an appropriate appearance.
2. The raceway color must match the color of the wall to which it is attached. Include a note to this regard on the
sign drawing. Eliminate the "color TBD" note.
Regarding the Comprehensive Sign Criteria:
1. Modify the attached Comprehensive Sign Criteria (Ron Martin Warehouse Sign Summary)to reflect the new
criteria you are proposing for the building. I recommend that you create a new Word document,crossing
through the text you want to delete and typing in the proposed wording in a different color. I have listed here
items you'll need to address based on our previous conversations. Please think carefully through your plans for
the US Cellular sign and for the future of your building to be sure you include all the changes you have in mind.
a. Sign location on the front canopy
b. Additional sign locations on south elevation
c. Sign sizes on the south and west elevations
d. Sign face colors, number of colors allowed on a single sign, maximum number of sign face colors for
overall building(Remember that 3 colors is the typical maximum.)

e. How will you addresie ballet sign? (color,future location)
Please email the revised sign drawings and the proposed Comprehensive Sign Criteria changes that address all of the
issues listed above. Please be sure to include revision dates on all documents.

Brent, is there a time we can meet soon to discuss the signage. I mentioned that the delay is
obviously not your(or the county's) fault. US Cellular took a long time to get this back to
us. However, the lease automatically terminates if I do not have approval by January 31. I may
be able to sue them but they probably have good lawyers. It would be so much better if we can
meet that deadline. I'm sorry to be a pest.

Good afternoon.
I'm very sorry that this has taken so long. There have been 3 different people
working on this from the sign company that US Cellular uses. I asked Doug at
High-tech to help me with the sign criteria. He was unable to get to it at the end
of last year and he was sick last week and will be out all of this week, so I did my
best to fill out the sign criteria in the correct manner so that everything fits
together according to our last meeting. On thing I noticed is that there is a
problem with a few of the drawings in the sign binder... there is not 3" of
clearance between the top of the star and the cornice in the canopy. I have
made US Cellular aware that this will be a problem. I look forward to any other
comments you have so that we can move forward.

Logan - I have completed my review of your most recent revised sign drawings and the proposed
amendment to the existing Comprehensive Sign Criteria for this property—both of which are attached.
The following issues remain needing to be adequately addressed for my administrative approval. Note:
the issues highlighted in yellow were included in my previous comments but not addressed in this latest
submission.
Regarding the U.S Cellular sign proposal:
Sign size:
1. West(front)elevation sign:The drawing does not show any clearance between the top edge of
the star graphic and the cornice above; 3" is the typical minimum. Revise the sign drawing
accordingly.
2. South (side)elevation sign:
a. The drawing does not show the clearance between the top edge of the US Cellular sign (star
graphic) and the bottom of the existing Ryan Homes sign above; 12" would be appropriate.
Revise the sign drawing accordingly.
b. The drawing incorrectly shows a 12 inch dimension between the US Cellular and Ryan Homes
raceways. Revise the sign drawing to correct the dimension.
c. The total height of the star graphic, including the white backer panel is not shown. Revise the
sign drawing to include that dimension.
Sign color:
1. Drawings for both wall sign locations still indicate the raceway color will be Sherwin Williams
6123 Tan.That is not the current approved color for that elevation. Revise the drawings for both
wall signs to eliminate the reference to a specific color and include the following note: "The
raceway color shall match the color of the wall to which it shall be attached."
Freestanding sign,tenant panel:
1. The sign drawing still does not include the required opaque background note. Revise the sign
drawing to include the following note: "The tenant panel sign shall have an opaque background,
only the text and graphic shall illuminate."

directly beneath the RIO Homes sign with 12" of clearance between the top and bottom edge
of each sign.
c. The maximum number of overall sign colors for the building with 3 as the typical,recommended
maximum.The table currently lists 4 colors black,white, red and blue. Revise the table to by
limiting the overall number of sign colors to 3. If black is removed from the list,the Ballet sign
letters would have to change from black to white and a sign permit/ARB application submitted
for review.
2. The proposed amendment to the CSC reduces the minimum clear space above or below a sign
from 6 inches to 3 inches in the following locations: Building 1 West elevation southern corner,
South elevation canopy above door, Building 3 West elevation between first and second story
windows.Three inches of clearance is insufficient in these locations leading to a crowded
appearance for the overall sign. Revise the table by removing this proposed change.

Logan - I have completed my review of your most recent revised sign drawings and the proposed
amendment to the existing Comprehensive Sign Criteria for this property—both of which are attached.
The following issues remain needing to be adequately addressed for my administrative approval. Note:

Regarding the U.S Cellular sign proposal:
Sign size:
1. West(front)elevation sign:The drawing does not show any clearance between the top edge of
the star graphic and the cornice above; 3" is the typical minimum. Revise the sign drawing
accordingly.
2. South (side)elevation sign:
a. The drawing does not show the clearance between the top edge of the US Cellular sign (star
graphic) and the bottom of the existing Ryan Homes sign above; 12"would be appropriate.
Revise the sign drawing accordingly.
b. The drawing incorrectly shows a 12 inch dimension between the US Cellular and Ryan Homes
raceways. Revise the sign drawing to correct the dimension.
c. The total height of the star graphic, including the white backer panel is not shown. Revise the
sign drawing to include that dimension.
Sign color:
1. Drawings for both wall sign locations still indicate the raceway color will be Sherwin Williams
6123 Tan.That is not the current approved color for that elevation. Revise the drawings for both
wall signs to eliminate the reference to a specific color and include the following note: "The
raceway color shall match the color of the wall to which it shall be attached."
Freestanding sign,tenant panel:
1. The sign drawing still does not include the required opaque background note. Revise the sign
drawing to include the following note: "The tenant panel sign shall have an opaque background,
only the text and graphic shall illuminate."
Regarding the proposed amendment to the Comprehensive Sign Criteria (CSC):
1. It was previously recommended that the proposed criteria table show:
a. The criteria to be deleted with a strikethrough mark. Revise the table accordingly.
b. Additional sign locations in the South (side)elevation. Existing criteria do not allow a sign
beneath the existing Ryan Homes sign. Revise the table to allow up to two additional signs
directly beneath the Ryan Homes sign with 12"of clearance between the top and bottom edge

Margaret,
Good morning! Brent is working hard and let me know yesterday to anticipate his comments about the sign
package today. As soon as I get his response, I will let US Cellular know what they need to do. I have asked
them to be on standby and to make the changes right away because the lease automatically terminates (by
contract) if I do not have sign approval by January 31.
US Cellular's sign company has had 3 personnel changes since this began, so the delay and mistakes are their
fault, but I don't know if that helps me legally in a dispute. So the question I have is... if they (US Cellular's sign
company) can make the changes that Brent needs quickly, is there a chance of getting approval before this
weekend, or at least a verbal approval.
The reason for my desperation: The building is nearly$60,000 late on taxes and penalties. We have secured a
loan to cover those taxes. Unfortunately, that loan is contingent on this lease. I'm sorry to be a pest. Thanks
for all of you help.

Brent, is there a time we can meet soon to discuss the signage. I mentioned that
the delay is obviously not your(or the county's) fault. US Cellular took a long
time to get this back to us. However, the lease automatically terminates if I do not
have approval by January 31. I may be able to sue them but they probably have
good lawyers. It would be so much better if we can meet that deadline. I'm sorry

Margaret,
Good afternoon.
I'm very sorry that this has taken so long. There have been 3
different people working on this from the sign company that US
Cellular uses. I asked Doug at High-tech to help me with the sign
criteria. He was unable to get to it at the end of last year and
he was sick last week and will be out all of this week, so I did my
best to fill out the sign criteria in the correct manner so that
everything fits together according to our last meeting. On thing I
noticed is that there is a problem with a few of the drawings in
the sign binder... there is not 3" of clearance between the top of
the star and the cornice in the canopy. I have made US Cellular
aware that this will be a problem. I look forward to any other
comments you have so that we can move forward.

Brent, is there a time we can meet soon to discuss the signage. I mentioned that the delay is
obviously not your(or the county's) fault. US Cellular took a long time to get this back to
us. However, the lease automatically terminates if I do not have approval by January 31. I may
be able to sue them but they probably have good lawyers. It would be so much better if we can
meet that deadline. I'm sorry to be a pest.
