Reviews Comments:•I cannot read the exhibit that shows “proposed additional location for affordable housing”
•The code of development should address how carriage house units and accessory
apartments will be counted towards density. Carriage houses count as a unit towards density.
•It should be added to the code/proffers that accessory apartments will be subject to Section
5.1.34.
•An additional off-street parking space is required for an accessory apartment and should be
required for a carriage house unit. Single family dwellings will require 3 parking spaces if they add
these types of units. I’m concerned that there may not be adequate parking in block 2 for carriage
houses or accessory apartments.
•Table VI Affordable Units by Type and Block should be updated to say what affordable unit
types will be in Block 5.

Reviews Comments:SUB 201400138 approved 6-9-15. GIS 7-31-15. Subdivided into numerous parcels. ZMA approved
9-2-15 under TMP: 07800000005800. The rezoning was approved, for a tax map and parcel
identification that is no longer active, due to the approval and recordation of a new subdivision plat. A
revised legal ad and public hearing for the board rezoning action will need to be completed and
reference all the new subdivided TMP’s.

Hello Ken and Cal,
Hope you are both doing well and enjoying this beautiful spring day. We have a bit of development activity in the
Rivanna district that you may or may not be aware of.The following projects are forthcoming:
1) ZMA2015-00003 Riverside Village, a rezoning request to amend proffers and code of development to allow
affordable units in Block 5 and allow accessory apartments and carriage house units as affordable rental
housing.
2) ZMA2015-00004 Commonwealth Senior Living, a rezoning request to amend proffers associated with ZMA99-01
and ZMA01-011. Proposed uses to include assisted living and independent units with an increase of units from
100 up to 140 units.
3) SP2015-00011 Montessori Community School, a Special Use Permit(SP)request to amend SP2006-38 and
SP2009-001 for revisions to site layout, concept plan and conditions.
4) SP2014-00002 Montessori Community School, a Special Use Permit request to amend the conditions of the
existing SP related to the conceptual site plan including removal of a condition requiring the installation of
fencing around certain areas of the site.
Each of these requests is an amendment to a rezoning or special use permit that has been previously approved. David
and I feel the requests are fairly minor in scope and that community meetings could be covered for each of these
projects at the PCAC monthly meetings. Please let us know if you foresee any problems with us advising the applicants
that this is the way to cover their required community meetings. In addition, we will ask the applicant for
Commonwealth Senior Living and the applicant for Montessori Community School to also notify the adjacent property
owners most affected by their proposed project.

Dear Ms. Grant:
We have reviewed Code of Development Amendment for Riverside Village. The proposed
amendment appears to allow a portion of the affordable units to be located with Block 5 and to
allow accessory apartments/carriage house units within the development. It is our understanding
that the density of this development will not change as a result of the proposed amendment.
VDOT has no objection to the proposed amendment to the Cod of Development of Riverside
Village based on the above conditions. If you need additional information concerning this
