Commissioner January 26, 2016 Mr. John Anderson County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2015-00159 Wintergreen Farm Road Plans Dear Mr. Anderson, We have reviewed the road plans for Wintergreen Farm dated 9'14::15 with revisions dated 11.2115 as submitted by Collins Engineering and offer the following comments: 1. On street parking on one side of the road only should not shift from one side to the other on the same street. This occurs in several locations and should be revised accordingly. 2. Is on street parking proposed in the cul-de-sacs? If not, the cul-de-sacs should be signed accordingly. 3. CG -12 pedestrian crossings should be aligned perpendicularly to the roadway. CG -12's located in the midpoint of the intersection return directs visually impaired pedestrians towards the center of the intersection. 4. Utilities should cross roadways perpendicularly. This includes storm sewer. The alignments of following storm sewer sections need to be revised: • Structures 52 to 50 • Structures 84 to 81 • Structures 96 to 94 • Structures 98 to 96 • Structures 100 to 98 • Structures 146 to 144 5. Sanitary sewer should also cross the roadways perpendicularly. The alignment between sanitary manholes 29 and 28 needs to be revised. 6. Is storm structure 106 necessary or could the storm sewer be run from structure 108 to 104 within a drainage easement? 7. On Sheet 6, the storm structure to the west of structure 104 is missing its identifying label. 8. On Sheet 7, the storm structure in the cul-de-sac of Pfister Avenue is missing its identifying label. 9. The road centerline profiles show the stations of each intersecting roadway. These labels should also include the elevation of the intersection. 10. Trip generation was provided based on the 81h Edition of ITE. There is a 9"' Edition which should be used on future projects. The difference in the numbers do not warrant revision of the numbers in the current road plans for Wintergreen Farm. 11. For consistency, SM -9.5 should be used for the surface course on all of the roadways. 12. The Da of Pfister Avenue is very close to the Dp. AdditionaI thickness of the base or subbase should be considered. 13. The pavement structure of the widening of Sunset Avenue Extended should match the existing pavement structure. 14. The typical street section indicates that the sidewalk and planting strip would have a 1":I' cross - slope. The cross -slope should comply with the requirements found in Appendix A of the Road Design Manual. 15. VDOT will only maintain drainage facilities located within dedicated right-of-way. 16. It appears that storm structure 54 could be lowered to virgin soil. 17. It appears that storm structure 96 could be lowered to virgin soil. 18. It appears that storm structure 72 could be lowered to virgin soil. 19. It appears that storm structure 84 could be lowered to virgin soil. 20. It appears that storm structure 62 could be Iowered to virgin soil. 21. It appears that storm structure 156 could be lowered to virgin soil. 22. The profile for the storm sewer between structures 148 and 144 is missing from the plans. 23. The profile for the storm sewer between structures 28 and 20 is missing from the plans. 24. The invert in for structure 124 from structure 126 is different between the profile and the calculations. 25. Stone structure 80 is listed as a DI -3C in the drainage descriptions but as a 3B in the profile. 26. Storm structure 106 is listed as a DI -3C in the drainage descriptions but as a 3B in the profile. 27. Storm structure IO2 is listed as a DI -3B in the drainage descriptions but as a 3C in the profile. 28. HGL calculations need to be provided for review. 29. The curb and gutter spread is approaching the maximum of 10' at several of the sag inlets. What would be the impact of increasing the length of these inlets on the spread? 30. The pipe design table on Sheet 16 should indicate the design storm being evaluated. 31. The sanitary sewer across Sunset Avenue Extended needs to be bored. 32. The typical section for Sunset Avenue shows a 4' shoulder. Per GS -7 in Appendix A of the Road Design Manual, the minimum width of the shoulder should be 8'. 33. Curb and gutter is being proposed on the east side of Sunset Avenue as part of the Sunset Overlook project. As such, it seems that curb and gutter should be provided on the west side of Sunset Avenue as part of the Wintergreen Farm project. 34. It is my understanding that a shared use path project is being considered on the west side of Sunset Avenue. It seems that it would be wise to incorporate this project in the Wintergreen Fane project to the extent possible. 35. The MOT should be designed based on the Virginia Work Area Protection Manual which was implemented as part of the Virginia Supplement to the MUTCD. 36. The MOT should include phasing for a shoulder closure and should show the locations of signage in plan view to scale. In addition, barrels or cones should be used as appropriate for channelization instead of the tubular markers shown. 37. All street trees need to be located at least 30' from the end of radius as described in Appendix B(1) of the Road Design Manual. 38. It appears that some of the street trees are located within sight line triangles, impacting available sight distance. This needs to be addressed.
