The Board offered the following comments for the benefit of the applicant's final submission. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. Regarding the Site Plan The ARB made the following comments and suggestions, which include staff's recommendations, for the benefit of the applicant's next submittal. 1. Provide samples of all proposed window and door glass, metal roofing and aluminum storefront color. Provide samples of colors and materials for the synthetic stucco, cast stone sills, brick, and mortar. 2. Show locations of all site equipment on drawings. Make use of existing site characteristics to eliminate their visibility from the EC. ___ Provide additional planting to buffer the loading space from the EC and planting and / or built structures to buffer the dumpster space from the EC. Use species listed in the County Recommended species list. List additional proposed species and sizes in the plant schedule on the drawings. ' To partially compensate for the loss of local wooded areas, choose plant species indigenous to the area to form the basis for a site planting plan. Base choices on the existing wooded area and propose plant associations appropriate for the context. Consider retaining and augmenting the existing drainage swale with planting. 5. Provide plan detail of the full extents of the retaining wall. Include spot elevations to describe local elevations for top of wall, bottom of wall, etc. Provide material descriptions, construction methods and material samples for the retaining wall. Wall materials shall coordinate with the building materials. 6. Provide smooth transitions from proposed to existing topographic conditions. Indicate limits of grading and drainage easements on the drawings. Coordinate earthwork with adjacent property owners. Provide a copy of the grading and drainage easement agreement. _' Show accurate "tree line to remain" on the adjacent parcel. Provide signed Conservation Plan Check list. Indicate extent of tree protection on the drawings. Page 2 August 26, 2004 In support of maintaining the presence, character and strength of local plant species consider the following plant substitutions: a. Ulmus americana (American Elm) 'New Harmony' or other Dutch elms disease resistant cultivars in place of Zelkova serrata b. Halesia carolina, (Carolina Silverbell) in place of Styrax japonicus C. Cersis canadensis, (Redbud) in place of Prunus x yedoensis In concern for lack of disease resistance in urban environments, consider replacing Corpus florida with another indigenous flowering subcanopy species of tree. 9. Adjust planting plan to reflect 35' spacing minimum for shade trees along the EC. Indicate on the drawings that the shade trees along the EC will be planted at 3 caliper minimum. -1 -10. Provide additional trees along the west and east perimeter of the parking lot. Indicate on the drawings that the trees will be planted at 2 W minimum. Consider planting the existing swale to the east in lieu of the proposed 36" pipe. X11. Indicate on the drawings that at least 6 interior parking lot trees are to be planted at 2 %2' caliper minimum. List all proposed plant species on the planting schedule. -12. Provide tree planting areas that are five (5) feet minimum across. 13. Show intentions for the ground plane throughout the project. Indicate on the drawings and in the planting schedule any additional proposed plant species. ' —1 4. Indicate the location of water service lines. Shift all trees out of the Sanitary Sewer easement. Show the SS easement within the boundaries of the parcel. 15. Provide sample of all proposed window glass types for review, including clear glass and spandrel glass. Provide complete lighting information, including a photometric plan and manufacturer's cut sheets with all options identified (fixtures, lamps proposed, fixture finish. etc.). 16. Provide complete signage details including color, size and character of each sign. All illuminated signs must have an opaque background. Provide a completed signage checklist of requirements. 17. Address the scale of the elements in the pediment. 18. Clarify the structure, character, materials, etc. of the vertical elements flanking the large window area on the west elevation. 19. The west elevation might benefit from a brick base. You may submit your application for final ARB review at your earliest convenience. The Department of Community Development hereby grants administrative approval to the above referenced site plan. The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on April 26, 2007. If the preliminary site plant approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. The Erosion and Sediment Control Plan and the BUT Stormwater Management Plan, with the associated applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a separate application to be filed with the Department of Community Development at a later date. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be made directly to each department/division/agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you Wust verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals: The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Zoning & Current Development Division shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained: Zoning & Current Deveiopxnent approval to include: 0 [18- 32.6.31 Approval of a landscape plan in compliance with Section 32.7 -9; 0 [18- 32.6.6 j and 18 -4.17) Submittal of a description and photograph or diagram and show the location of each type of outdoor luminaire that emits 3,000 or more initial lumens. The engineering review for current development will recommend approval of the final site plan when the following items are adequately addressed: Engineering personnel is available from 2 -4 PM on Thursdays to discuss these review comments. It appears the applicant needs to submit a new application for a final site plan along with a copy of the preliminary site plan approval letter. [Policy] 2. Please change the title from a preliminary to a "final" site plan. [Policy] 3. Please provide a signed and dated professional seal on the final site plans and computations. [18- 32.6.1 ] 4. Please revise the grading in the parking areas to be less than 5 percent. [18- 4.12.15c] 5. The applicant needs to provide easements for proposed offsite grading. [18- 32.7.5.2] 6. Please provide spot elevations at the parking lots to show that the drainage will be adequately addressed with this plan. [I 8-32.6.6d] 7. Please provide a detail for the dumpster pad. It needs to meet the 8' minimum depth of concrete before the dumpster. [18- 4.12.19b] 8. It appears that the drainage will proceed to the dumpster from DI -3 at Location G. Engineering recommends installing a 6" high concrete pad at this location. This should prevent the site drainage from proceeding into the dumpster area. [I 8-4.12.19b] 9. The applicant has not provided any drainage maps with the computations. The drainage computations (storm system, inlets, etc...) cannot be reviewed without confirming the drainage areas to each item shown on a drainage map. [DM909. I A 1 ] 10. The maximum separation of access points for a 24" pipe is 300'. [VDOT Drainage Manual, Table 9.3.6] Please provide a manhole structure along LN 7 for the 24" pipe system between Points K and J as shown on Sheet 2 of 3. [DM 505.E -6] 11. Please shown inlet shaping at all structures where the flow drop exceeds 4'. A note on the plans and profiles with the symbol, IS -1, is sufficient. [DM 505E9] 12. The invert elevations of the outflow trunk lines will be at least 0.1' lower than the inflow invert elevations at all junctions. Please revise on plan and profile sheets. [DM 505E1 1] 13. It appears the existing drainage easement will need to be widened to accommodate the new 24" pipe system along the eastern property line. Please review and comment. [DM 1 101 B] 14. Please show the storm system profiles included on a separate sheet with the final site plan, just not Engineering Review comments Sheet 2 of 3 in the computation packet. [ 18- 32.6.6d I] 15. Please provide computations to confirm that the downstream drainage system is adequate for the final site plan. [Policy, MS -19] 16. The SWM and E &SC plans need to be approved before Engineering can recommend approval to the final site plan. [18- 32.7.4.3] 17. VDOT approval of the final site plan is required before Engineering can recommend approval. [DM 902013] 18. Additional comments and /or conditions may be forthcoming, on the review of future submittals, due to the changes required for this plan submittal. B. Stormwater management plan comments: Reviewed under WPO- 2006 -00 19. The applicant has NOT submitted a Water Protection Application or fee for this site plan. Engineering has performed a cursory review of the SWM plan at this time. [17 -209] 20. A sheet labeled SWM plan is needed with the next submittal. 21. The applicant needs to submit a BMP computation sheet for each drainage area within the property lines for this site plan. The applicant needs to show that the proposed SWM facilities meet the requirements. [DM 503.2C] 22. The applicant has submitted computations for the SWM facility. However, no drainage area map was included. A review of the computations was not possible without a correlating drainage map. The drainage map needs to be included along with a copy of the revised computations. [DM909. I ] 23. No SWM quality is proposed on the SWM plan. 24. All required information listed in VESCH 3.11 and DM 503.1 F needs to be shown on the SWM plan if using a biofilter for SWM. [VESCH and DM 503.1 F] 25. The proposed SWM facilities need to be shown in plan and profile view. [DM 909.2A I] 26. Show an access road and easement to the rear of the site for SWM maintenance. [DM503.1D] 27. Please show that the MS -19 conditions are adequately addressed with this SWM plan. 28. It appears that the applicant already has a SWM maintenance agreement in place. 29. The applicant needs to submit a Water Protection Ordinance Application and fee to the County before the SWM plan can be reviewed by County staff. The submitted computations only show the required volumes not how the proposed volumes of wet storage = 4537 CF and dry storage = 5737 CF were computed. • Show and label the required weir length (I U) and elevation of the weir on plans. 42. Provide written documentation that an offsite easement has been granted from the adjoining property owner for the offsite grading. 43. The applicant needs to submit a Water Protection Ordinance Application and fee to the County before the E &SC plan and narrative before the next E &SC plan can be reviewed by County staff. In the case of the later, if the slope of the existing pipe can be maintained then the manhole will have to be moved so as not to exceed the maximum 300' distance allowed between Manholes for this size of stormwater pipe's repair and maintenance of the system. 5. Stormwater management plan comments: Reviewed under WPO -2006 -00088 1) Please make the following changes to the SWM facility detail. [DSM- 909.2A] i) Keep the existing elevation for the top of the riser and raise the bottom of the basin, riser and dewatering orifice and the invert out of the pipe by ((� 6" to allow for positive drainage into the receiving channel. This change will reduce the amount of backwater into the pipe and structure from the existing channel during small storm events. ii) A standard base will be shown installed on the riser per State requirements. 2) Pipe deflection angle of 90 degrees or less is required. [DSM505E12] Please make the angle 90 degrees instead of the 95 degrees as shown. (Measurement of angle is from Engining Review comments Sheet 2 of 3 direction of flow) C. Erosion and sediment control plan comments: Reviewed under WPO- 2006 -00088 Narrative: 3) Please move the temporary till diversion along the 24" pipe to the west of the pipe during the pipe installation. And place a note on the plans that allows the contractor and E &SC inspector to field adjust the temporary till diversions in a manner that will maintain positive flow to the Sediment control structures. 4) Sediment trap #2 is not drawn per Std. & Spec. 3.13, and does not appear to protect the drainage area. This office suggests installing the 24" pipe then onstructing a sediment trapping measure in the form of a modified Check dam over tii_ pipe backfill. The modified check dam will run perpendicular to the pipe and from basin #1 to the clean :ter diversion on the adjacent slope. The modified check dam will be a minimum 4 foot in height and will have a 1 -foot low flow depression across the middle 10 feet. This material can be utilized for the channel annament once the drainage area is deemed stabilized by the inspector. 5) The E &SC Narrative appears adequate. The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review. This plan has been submitted as a Final Site Plan and as such "shall reflect conditions of approval the approval of the Preliminary Site Plan" [Section 32.6.61. The comments below may require substantial revisions to the plan and additional review. Each comment is preceded by the applicable reference to the Code of Albemarle County. We agreed that VDOT will provide pavement specifications for the proposed 12' lane. 6- The drainage computations that have been approved by the county will be included in the submittal. 7- The details of the curbing, handicap access etc. will be included. 8- In lieu of expanding the site line to show an additional 550' of road frontage, Charles Baber has been contacted to confirm site distance requirements can be met. This comment is surprising at this point in the process. The assumption was made that the existing entrance installed by VDOT has the site distance that is required by VDOT. Can you please help clarify this request? 9- There will be a plat required to illustrate the area that will be dedicated to VDOT once the frontage improvements have been made. Concerning the items outlined in Patrick Lawrence's letter: 1 - The final site plan will be signed and sealed. 2 - The tree coverage will be computed. 3 - Because lighting is not required, the lighting plan will not be submitted. F 4- It was agreed that the applicant would work directly with the ACSA and Fire and Rescue. This office suggests installing the 24" pipe then constructing a sediment trapping measure in the form of a modified Check dam over the pipe backfill. The modified check dam will run perpendicular to the pipe and from basin #1 to the clean water diversion on the adjacent slope. The modified check dam will be a minimum 4 foot in height and will have a 1 -foot low flow depression across the middle 10 feet. This material can be utilized for the channel armament once the drainage area is deemed stabilized by the inspector. 5) The E &SC Narrative appears adequate. The decision for the adequacy of the sight distance was determined based on collected information and a decision by VDOT's Chief Engineer that the Automotive Superstore had adequate site distance based on existing site conditions. A speed study was conducted and accident data was reviewed to make this determination. I determined that Pantops Place had better sight distance under the same conditions as The Automotive Superstore and therefore also has adequate sight distance. I would like to see the note revised to indicate that sight distance has been reviewed by VDOT and determined to be adequate based on the existing site conditions as studied for the "Dennis Enterprises / Pantops" site plan. • The entrance profile needs to be designed in accordance with the CG -11 standard. The area between the existing edge of pavement and the new 12 foot lane needs to be at 2% (the same as the cross slope of the road). The 2% needs to be extended a minimum of 5 feet from that point and then the algebraic break can be made with a minimum 10 foot parabolic curve. Please note that the sight distance in this case has only been checked horizontally and a steep grade on the slope can also impede needed sight distances. When the entrance profile is designed, the sight line also needs to be considered. To ensure adequate vertical sight distance, the profile should try and maintain a flat landing area behind the edge of pavement.
