Commissioner February 4, 2016 Ms. Ellie Ray County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2015 -00065 Villas at Belvedere Dear Ms. Ray We have reviewed the Villas at Belvedere Final Site plan, dated of December 3, 2015, as submitted by Collins Engineering, and offer the following comments: 1. The intersection sight line triangle should be labeled (i.e.: offset from the edge of travel way and entrance centerline offset). The sight line triangle should be I4.5' from the edge of the nearest automobile through lane. 2. A roadway typical section detail should be provided for the improvements made along Belvedere Blvd (asphalt pathway, buffer width, cross - slopes, the location and width of the proposed /existing ROW, as well as the street trees, should be graphically shown with dimensions to the back of curb). 3. Diagonal curb ramps are not recommended for new construction. The Clarendon Alley entrance should show CG -12's at the end of the entrance radii (One on each side, at the tangent points on Clarendon Alley and one at the entrance tangent on Belvedere Blvd). A new CG -12, on the Church of God side, will be installed, by others, at a later date. See figure A -5 -15 of appendix A of the VDOT Road Design Manual for CG -12 selection guidance. The existing CG- 1 Vmid-block crossing, approximately 250' east of Clarendon Alley's entrance, should be identified on the plans. 4. CG -12 details should be included in the plan set. 5. PE -1 details should be included in the plan set. 6. The WP -2 details should be provided for tying in Clarendon Alley onto Belvedere Blvd. 7. We recommend paving the Belvedere BIvd/Clarendon Alley entrance to the end of the radii. If pavers are used they shall be of a construction comparable to the pavement section on Belvedere Blvd. S. We do not recommend an emergency access connection onto Rio Road. We recommend relocating the emergency access to Shepherds Ridge Road as previously submitted. 9. Multiple water service lines have been proposed across Belvedere Blvd. The crossings should be jacked and bored or a single crossing should be made as previously submitted. 10. The 10 year water surface elevation should be provided for the existing DI -7 on Sheperds Ridge Road. HGL computations should also be provided. 11. The maximum velocity for EC -2 is 4 ft/s. Based on the provided culvert computations the outlet velocities exceed 4ft/s. The ditch lining should be upgraded to EC -3. 12. In the interest of assuring an adequate, convenient and safe access to public roads, we recommend the grades along driveways to not exceed 10 %. Le.: Lots 13 and 14 13. A maintenance of traffic (MOT) plan should be provided. 14. The stormwater management plan and the erosion and sediment control plan should be submitted for review. This may be submitted separately.
