Re: SP -2015 -00026 Bojangles Restaurant at HolIymead
Dear Ms. Baldwin:
We have reviewed the special use permit application plan for a proposed drive - through window
for a planned Bojangles' Restaurant at Hollymead and offer the following comments:
1. The primary entrance to the site will be an entrance off of Route 29 that is also used to
access the loading docks of Target. There may be potential conflicts if restaurant traffic
is mixed with trucks bringing deliveries to Target.
2. There appears to be potential conflicts between the drive- though aisle and pedestrians and
the dumpster location on site. These conflicts should not impact the traffic on Route 29
or Timberwood Blvd.
3. VDOT does not object to the proposed drive - through window.

I have reviewed the above referenced application. I hereby recommend approval of SP201500026 with the following
conditions:
• Submit 3 copies of the final site plan to the ACSA (Attn: Michael Vieira, PE) for construction review. This is a
separate review that addresses water and sanitary sewer infrastructure directly. This review is required due to
the site development that will occur over existing infrastructure.
• Landscaping changes along the Route 29 frontage will be required due to the existing sanitary sewer main.

Memorandum

Subject: Bojangles, Drive Through Use (SP201500026)
The application information submitted for a drive - through use located at the Hollymead Town Center
development has been reviewed. The following comments are offered for your use;
1. The first ordering point was not found on the plan. This is where the queuing will start. The plan
should indicate queueing provided from the ordering point.
2. A bypass lane does not appear to be provided to the ordering point.
3. The double exit lanes are facing incoming traffic. These should be consolidated to the right to
avoid exiting into opposing traffic,
4. The pedestrian crossing through the queue should be a raised cross -walk to avoid queueing on the
pedestrian access.
Related site issues;
5. The dumpster pads at the drive- through exit rely on a pipe extension into the entry channel and
forebay area of the stormwater management basin. The area may be necessary for the basin, and
removing it may not be approvable.
6. The drive - through side of the site is showing fill into the stormwater basin, which may not be
approvable.
