Good afternoon, Chris.
I've reviewed the plans, and to be honest, I can't figure out exactly what the "amendment" is. Yes, I
understand. They did not specify the new uses being proposed. Rather left it as areas A, B, C, D (see page 15)
In your opinion, is there anything that you feel would be of concern from a septic field point of view?They are
increasing the size of the eating area at the restaurant. That's one thing? May have an impact. I think it is
worth a call to the developer. Rob Umberger 434-960-7589 Did they provide a narrative that describes what
they're trying to do? I was unable to find a narrative with the submittal, but I went to 2 pre apps for this, and
know generally what they are doing, but am asking they provide details on the plans listing the new uses, or
change in uses, or increase in uses. As this type of information is required. Usually I can figure it out by looking
at the plans, but for some reason, I'm having difficulty on this one...
From the pre application meetings here is what I have:
Area A=Addition to the restaurant, for a sports bar type atmosphere. Taking the existing outdoor patio area
and putting a roof on it and enclosing it a bit, essentially modernizing it to appeal to the younger sports bar
generation.
Area B =Additional swings and child play areas near the pool facility. And tearing down an existing building
and replacing it with a new building that will be used for additional restaurant space.
Area C= New entrance to the parking.
Area D = New parking for the uses.

I have reviewed the above referenced minor site plan amendment. I have the following comments:
• Please confirm the uses of the additions.This is required to ensure no multi-family units are being proposed
behind the master meter.
• The Department of Fire Rescue has indicated that an additional fire hydrant must be installed. Please resubmit 3
copies of the plan directly to the ACSA(Attn:Jeremy Lynn, P.E.)for construction review and approval.
• Include the ACSA General Conditions
• Include any applicable ACSA details relating to the installation of a fire hydrant assembly.
Existing Connections(For Rob Umberger)
• The development is served by ACSA water.There is 1 private hydrant onsite and all of the other hydrants are
public.
• The onsite sanitary sewer collection system is private.The system is pumped to the ACSA sanitary sewer system.

Dear Mr. Perez:
Enclosed please find eight(8) copies of the revised Site Plan Amendment for the above-
referenced project. We offer the following responses to your comments dated November
7, 2014 with regard to the Minor Amendment application:
1. Comment: [32.5.2(d)] Topography and proposed grading. Site improvements are
impacting critical slopes (slopes 25%or greater); such as new parking area and
drive aisle, and 12'wide golf cart path, and 22LF of 15'HDPE Culvert, and
grading for the stormwater area. Thus, a critical slopes waiver (Special
Exception) is required for the site. The Special Exception shall be approved by the
Board of Supervisors prior to approval of the site plan. Please provide the written
request to disturb these slopes, to include required calculations. Also, please pay
the applicable fee for the Special Exception ($425). Once this item is provided
staff will review it and schedule it for the Board of Supervisors for review. The
critical slopes waiver was approved at Nov 5th 2014 BOS meeting. Please provide
this information on the site plans'cover sheet. Thanks.
Response: The information has been added to the notes on the cover sheet.
2. Comment: [32.6.1(e6}, 32.6.2(0, 32.5.2(10, 4.12, 4.12. 15, 4.12.177 Existing and
proposed improvements. On the plan provide dimensions for all Existing and
Proposed improvements, to include dimensions of buildings and all other existing
and proposed improvements onsite. Revise. Comment addressed.
3. Comment: [3 2.5.2.iJ Streets. On the plan provide the widths of Tennis Road and
Farmington Drive, and,specifi-whether these roads are public or private. Comment
addressed.

4. Comment: [32.5.2(b). 32.6.2(i), 4.1 2.61 Parking. On the cover sheet indicates the
uses of the proposed structures and their correlation to the references on the plan
area A, B, C, D. Also provide the total square lb otage for each building. Also
provide parking schedule/calculations f rr the uses' onsite pursuant to section 4. /2.6.
for existing uses' it is appropriate to utilize previous/i,'approved parking fornntlas
from the existing site plan. Also. assure that you include the total required and total
provided parking fin.'the site. For an example. see SDP9i 01)98-067 Farmington ('aunts
Club minor site plan amendment for how they handled these calculations. Comment
addressed.
5. Comment: [32.6.2(1) & 32.7.9.6/ Parking lot landscaping. The plant materials may
be a mixture of shade trees and.s'hr'ub.. and.s'la:dl include one (1) large or meditiiu
shad tree per ten (10)parking spaces. On.sheet 16, under parking lot landscape
schedule, the Calpinus Carolinian(' (American Ilornbearn)/lads are used; however,
the approved plant canopy list categories these plantings as surd[deciduous trees.
Large or Medium Deciduous trees' are required to be planted in the parking lot.
Please revise to provide approved medium or large shade tree hype. On a side note:
The C'arpinus Carolinian(' (American H( rnbeam)plants are listed as l-3,4 caliper
at time of planting; however. the approved plant canopy schedule requires these
plants to be a rninirnum of 6-8'tall at time of planting. Comment addressed.
6. Comment: The gol/'cart paths which connect to the parking lots or roads.shall he
signed or the pavement marked to assure these paths are not confused as access
ways-drive aisles fur automobiles. As one tray access ways/(/rive aisles fur
automobiles are required to he 12' wide. Comment addressed.
. ('onuses/: [4.12.13(e)] Each site plan that depicts a commercial or industrial
building of/our thousand(4,000) gross.square feet or more .shall provide a
dumpster pad that does' not impede and required parking or loading spaces', nor any
pedestrian or vehicular circulation aisles. 1,s' there already a dumpster pand onsite. of
so, please locate and label it on the plan. If there is not one currently onsite, one
shall he provided with this addition. Comment addressed.
s. ConMent: [$2.5.2aJ On the cover sheet provide the height of all proposed
buildings'. Comment addressed.
9. Comment: /32.5.2aJ On the cover sheet under zoning, please provide the applicable
SP numbers': SP98-05 and.S'P97-28 and provide a note that conditions of approval
apply. Comment addressed.
10. Comment: [32.5.2a4 On the cover sheet under the title of the plan, remove reference
to SDP199800074 as it does' not pertain to the area being amended on this.plan.
Unless you have a specific reason why that plan i.s referenced, please remove it to
avoid confusion. Comment addressed.

11. Comment: /32.6.2(k) & 4.17/ Is any new outdoor lighting proposed? if sn, all
lighting (including building mounted fixtures) must he .shown on a lighting plan that
includes a photometric plan, luminaire schedule and cut sheets for each proposed
fixture. Comment addressed. Applicant responded with no new lighting is
proposed now, that is to be subject of future projects. With this plan only 1
relocated light a couple feet away from previous light location.
12. Comment: For minor site plan amendments the Planner's signature is all that is
required. You may delete the other reviewers train the approval panel. Comment
addressed.
13. Comment: [3 2.5.2(a)j On the cover sheet provide the setback information.tar the
.coning district. Comment addressed
14. Comment: This amendment cannot be approved until VDOT, ACSA, and the Health
Department complete their reviews and grant their approval; comments will be
forwarded upon receipt. All other comments are provided below. VDOT approval
received,Health Department no objections received,pending review by ACSA.
15. Comment: The PDF received via email on Nov 6rh helps clarify the parking. Please
assure this revision makes its way into the signature set of the site plan. The only
other minor thing which I note is on sheet 1, under proposed changes to parking
(post development), the plan lists "Golf Road"; however, the plans do not list any
such road name. I presume these are the spaces in front of the new children's play
area...if this is the case,please label the name of the road on the plans to coincide
with sheet 1's reference to that road.
Response: The changes have been added to the plan. Golf Road has been added to
the plan.

1. Comment: VSMP Plan will need to be approved prior to Site Plan Approval. See
WPO201400068 for VSMP review information.
Response: A VSMP plan set has been submitted and is being reviewed
concurrently.
