We have attached the 3 revised sets of plans addressing the comments and below are the responses to the comments provided on November 19, 2014. Engineering Comments: Note: Current planned land disturbance area is 9,020 square feet. If land disturbance area exceeds 10,000 square feet, a VSMP permit will be required. It appears that this will be the case once requested adjustments are made. Response: The disturbed area has been expanded around the end of the entrance on the north and south end, the asphalt will be sawcut at the edge of pavement and not additional disturbance is expected. The disturbed area includes the relocation of the septic system tank. The Church anticipates this work being completed first, which will allow for a small stockpile area if necessary. The "disturbance" area shown also includes a small area that is only adding gravel to the parking lot, there is no grading proposed and will result in very minimal disturbance. 1. Provide retaining wall plans. Response: Retaining walls are integral to the stairs which will be constructed with the building. As discussed, retaining wall plans will be provided with the building permit application. Provide profile for 2' wide concrete v-ditch showing existing and proposed grades. Response: As discussed, additional spot grades for the existing and proposed v-ditch condition have been provided. 3. Provide sidewalk detail. Response: Sidewalk detail was included on Sheet C4.1 4. The proposed site entrance should be adjusted. Current design would require immediately turning left to enter bottle neck. Response: As discussed, we have revised the approach to remove the "island" and deleted the parking space closest to the approach to allow for a smoother turning movement into the first parking space. We have also removed the curb as suggested. VDOT comments: We generally have no objections to the site plan, however, additional information is needed to demonstrate the impact of the swale as opposed to the entrance culvert on the roadside drainage. We need to make sure that the entrance will allow adequate drainage from north to south along the east side of Earlysville Road. This may require additional spot elevations and/or a typical section for the roadside channel to be shown on the site plan. Response: As noted above we have added spot grades for the entrance area and as discussed in the meeting on Thursday, November 20 we offer the following additional comments: The majority of runoff is flowing from half of the road for approximately 750'. There is a small area of the site (a portion of the cemetery area) draining toward the ditch. The existing pipe was not flowing and does not appear to be beneficial to moving the runoff from north to south. Reshaping the ditch is not a viable option as the downstream area is already very flat and deepening the ditch will just create ponding. The concrete "V" is designed with a 1% slope from north to south to allow the runoff to flow from north to south. Once the flow leaves the entrance and flows south along the roadside ditch, the existing elevations appear to rise. Due to the flat slopes in this area and the small amount of runoff flowing in this direction, we believe the concrete "V" will contribute to the runoff flowing south. North and south of the entrance, the edge of pavement (E.P) is above the apparent ditch line. Church members have noted there is minimal flow getting to the ditch and ponding has not been a concern. Additional planning comments noted in the meeting included the addition of the signature panel and conservation plan checklist. These have been added to the cover sheet and C3.0 respectively.
