Commissioner February I0, 2016 Mr. Matthew Wentland County of Albemarle Department of Community Development 401 McIntire Road CharIottesviIle, VA 22902 - Re: SUB - 2016 -00015 Foothill Crossing Phase VI Road Plans Dear Mr. Wentland, We have reviewed the Foothill Crossing Phase VI Road Plans, dated of January 4, 2016, as submitted by Collins Engineering, and offer the following comments: I . A signature on each sheet by a professional engineer is necessary or the plans should be clearly marked "Preliminary". This is a recurring comment and future submittals that have not been signed.'marked preliminary will be returned un- reviewed. 2. The existing right-of-way should be clearly labeled and graphically identified as well as the location of existing utilities within the existing right -of -way. 3. All existing and proposed easements within or immediately adjacent to state maintained right -of -way should be identified and include the use, legal reference and bearings and distances. 4. Additional detail showing the tie in at the intersection of Cranberry Lane and Indigo Road should be provided. I.e.: demo of pavement? Also, the proposed sidewalk does not accurately depict the existing conditions. 5. Diagonal curb ramps are not recommended for new construction. The CG -12 details, on sheet 6, should be updated to reflect the latest revision. 6. The sidewalk cross -slope should be labeled on the typical road section. 7. Street intersections should be perpendicular to each other. I.e.: Intersection of Crimson Street and Indigo Road. S. The intersection angle, cul -de -sac radii and centerline should be labeled. 9. The offset from the edge of travel way, and centerline offset should be provided for the intersection sight line triangles. 10. The sight distance line (looking left) for Cranberry Lane should also be provided. 11. Additional spot elevations should be provided, along the curb radii at the intersection of Indigo Road and Crimson Street to ensure positive drainage. I.e.: There is a potential flat spot within the curb return at approx. 12 +00 on Indigo Road. 12. Flanking inlets should be provided at intersections where flow is approaching the main line. I.e.: Crimson Street and Indigo Road. 13. "No parking ", "Stop" signs etc. should be identified on the plans and have the MUTCD sign label reference included 14. The angle between each upstream pipe and downstream pipe at each drainage structure should be provided. 15. The design speed for Indigo Road and Crimson Street should be identified on the Road Profiles, sheet 8. 16. At intersections a landing, having a minimum of 50' in length and a maximum vertical grade of 2% should be provided. It appears that Crimson Street meets this requirement; however, the labeling should be revised accordingly, sheet 8 17. The stonnwater management plan and the erosion and sediment control plan should be submitted for review. This may be submitted separately. 18. A Maintenance of Traffic Plan (MOT) will be required.
