I hope this note is helpful.
I, Ana, and Alb. County are positioned and willing to help, but are bound by bond reduction requirements. As follow-up
to Ana's note yesterday, and with respect to block 3B, please ref email sent Dec 22, 2015, at 6:02 PM:
Old Trail, block 3B
I spoke with Dennis at 5pm. He may be able to inspect 3B tomorrow, midday. A punch -list cannot reasonably reach us
by 5pm tomorrow, Dec 23. County offices close at 5pm, Dec 23, and reopen 28 Dec. There is no As -built for block 313
that I am aware of. Document requirements discussed last week are vital to VDOT acceptance of public portion of block
3B (Claremont Lane). Dennis requires video for storm pipes. I have not received any checklist items discussed last
week. I spoke with Scott Collins on Dec 17. He is not confident that required documents are available, yet we need this
information. If required information is unavailable, we need core samples to establish asphalt/base (stone) depth. Visual
inspection is helpful but we also need: As -built plans, pipe inspection video, checklist documents. I don't have these. I
am uncertain how to proceed. The County Engineer is away until 4 -Jan. No other staff can act since County Engineer
must instruct how we are to proceed, absent required documents. Even after we return, document requirements
persist. Scott is unsure construction documents needed to certify construction or to prepare an As -built drawing exist. I
regret the pace is deliberate, but I lack authority to set aside bond requirements. I cannot overstate the circumstance: we
have nothing to work with. We lack information. Please help with as many items on the checklist as you can. With
required block 313 materials (video, As -built, PE -certification, construction documents), we can make progress.
Status of Old Trail block 3B bond reduction (inspection) request is unchanged since email sent 22 -Dec. Email will be re-
sent. Text above details request for information, block 3B.
Status of Old Trail block 23 (Baywick Circle) bond reduction (inspection) request unchanged since email discussing
block 23 was sent 1/6/2016 4:36 PM. This email will be re -sent.
Status of Old Trail Ballard Field Phase IV (Killdeer Lane) bond reduction (inspection) request has changed since email
sent 1/21/2016 11:12 AM. This email will be re -sent.
I recommended bond reduction for Killdeer Lane 1/21/2016, despite absence of necessary and required documents. I
don't know where things stand on this recommendation.
Further reduction for listed block bonds is contingent upon receipt and review of required documents, pipe video, punch
lists, etc.
