1. Title p. —Delete SWM general note reference to upland rain gardens. Reference dry swales. Please
reference Avinity Estates, rather than Avinity II. (Rev. 1) Addressed.
Sheet 3:
2. Revise Emergency Access roadway to provide radius at Scottsville Road. (Rev. 1) Addressed.
3. Provide details for: Emergency Access bollards, pedestrian crosswalk striping, or note to provide details for
crosswalk striping. (Rev. 1) Partially addressed. Asfollow-up: please provide labels, notes and TYP
detail that specify steel bollards. Notes/details should specify bollard DIA, height, structural details of
interest —spacing/depth of recess, etc.
4. Show/label private SWM easement for Level 1 filter strip below bioretention basin `B' near Rt. 20. (Rev.
1) NA —filter strip removed from plans.
5. Show/label BMP Access easement/private SWM easement for bioretention basin `B' near Rt. 20. (Rev. 1)
Partially Addressed. Extend Access to Pebble Drive. Show easement on TMP# 90-35F. [Also: VSMP
plan review comment, 5-Feb/review comment #29: `Bioretention basin `B'—Provide defined SWM facility access.
Provide smooth grade at a distinct point to allow maintenance vehicles to exit Pebble Drive."]
6. Show/label private SWM easements for proposed swales adjacent to lots 37 and 10. (Rev. 1) Partially
Addressed. As follow-up: Recommend remove reference labels/easement for proposed SWM near lot 37 if
this facility is not included with VSMP Application.
7. Show/label private SWM easement for BMP located north of Degraw Street. (Rev. 1) Partially Addressed.
As follow-up: If Emergency Access is to serve as SWM facility access, please clarify. Coordinate with
Water Resources Program Manager, Greg Harper (434-296-5816 Ext: 3410), on SWM inspection access needs
if bollards impede free access to proposed dual SWM Facility/Emergency Access. Also: Provide SWM
Facility Access Easement that extends to intersection with Degraw Street.
8. Show/provide/label:
a. All traffic control signs, incl. No Parking (Rev. 1) Addressed.
b. Sight distance lines (Rev. 1) Partially Addressed. As follow-up: Label sight line distances.
Ensure distances are sufficient for proposed speed limit; for example: 280'/25mph.

10. Emergency Access appears to cross PL at corner of adjacent parcel; please revise if necessary. (Rev. 1)
Dec 7, 2015 Applicant response: "The emergency access alignment has not been revised; the necessary
easements will be obtained for the overlap onto the Kappa Sigma property." Plat must provide required
easement/s.
11. Provide barrier between clubhouse facility/Active recreational area and BMP north of Degraw Street.
(Rev. 1) Dec 7, 2015 Applicant response: "The BMP north of Degraw Street will have handrails on each
wall (all are in excess of 30") which will provide a barrier between the clubhouse/rec amenity and the
pond." Comment revised: Provide detailed geotechnical design for each wall. Show handrails with
retaining wall design.
12. To the extent Avinity Loop/Degraw roundabout features are unbuilt (if built, disregard), provide complete
plan/profile pavement detail including fixed/variable width of all travel lanes, including merge to Avinity
Loop, approach to roundabout, roundabout center radius, roundabout paved width, curb radii, travel lane
radii, walks, width at 5 -space parallel and 7 -space perpendicular parking on Avinity Loop, etc. Provide
profile for all roadway sections included with Avinity Estates. (Rev. 1) Addressed. Dec 7, 2015 Applicant
response: "The Avinity I Loop/Degraw Street roundabout and roadway are approved under the Avinity I
SDP2015-00026 plans and are not a component of the Avinity Estates plan set.
13. Sheet 5 —Provide (flow) arrows for storm system pipes. (Rev. 1) Addressed.
14. Sheet 5 —Str. 2 conflicts with EP, Emergency Access. Revise. (Rev. 1) Addressed. Dec 7, 2015 Applicant
response: "STR 2 is 1' from the EP but adjacent to the access easement."
15. Sheet 5 —Label all pipes. (Rev. 1) Addressed.
16. Sheet 6 —Provide VDOT inlet shaping, safety slab typical details. (Rev. 1) Addressed.
Sheet 7:
17. Provide cross sections. Note beneath typical private street section that widths shall be in accordance with
county and ACF&R standards to allow adequate width travelway and parking on one side of the road is a
prerequisite to design, a statement that does not furnish design. Provide typical sections with dimensions
adequate to construct all proposed streets/travelways, including Emergency Access. (Rev. 1) Addressed.
18. Revise Concrete sidewalk section to specify width. If width varies, provide Notes or captions that specify
width for corresponding road stationing. It is unusual to have no clear indication of structure widths, streets
and sidewalks. Road plans cannot be approved in this form. (Rev. 1) Addressed.
19. Note 4: Please check note for logic —phrase "In the event that the surface course is applied prior to 60 days,
the pugmill requirement will apply," might instead be intended to apply the requirement if more than 60
days elapse. Also, please revise if necessary `surface course' (note 4) to reference `intermediate course.'
(Rev. 1) Partially addressed. Please revise to read "In the event that the intermediate course is applied 60
days or more after completion of the installation of the aggregate base, the pugmill requirement will apply."
20. Asphalt paving — roads detail. Pavement detail must specify a Min depth, as opposed to a depth range.
Provide pavement design table, using ADT from Trip Generation Exhibit. Design pavement; specify
pavement/aggregate depths. (Rev. 1) Partially Addressed. As follow-up: check Pavement Design, sheet 7,
Dr (use SSV=4; E. of Rte. 29); check Dp values [Moffat (sM) Dp =5.5 Adequate but inaccurate]:
DR = 3.48Ln (AADT) — 1.48Ln (SSV) - 7.23
Also: Check Table a values using Pavement Design Guide Appendix III thickness equivalence values. If a
represents thickness equivalence, then Moffat Ct. (sp?)/Access road a X2.25.

21. Degraw Street —If Sta. 10+00 is End Construction, please label profile. If work beyond 10+00 is required,
provide design. For example, if VC work is required between stations 10+00 and 10+50, provide design.

22. Degraw Steet —Provide separate vertical profiles through Degraw/Avinity Loop merge lane, and
Degraw/Roundabout. Roadway splits. A single profile is ambiguous. Provide stationing (plan/profile).
Provide notes and labels sufficient to guide review, construction, inspection, bonding, bond release. (Rev.
1) Addressed.
23. Montague Street —Label/identify End Construction station, profile and plan view. (Rev. 1) Addressed.
24. Halsey Street —Provide VDOT Std. CD -1 where existing grade crosses proposed grade, sta. 11+00. (Rev.
1) Addressed.
25. Halsey Street Add label to profile that clarifies whether Halsey ends at Moffat Court EP or CL. (Rev. 1)

26. Moffat Court —Revise to show smooth VC. Moffat Court is the through street, Halsey the intersecting
street, and so design requires VC and not grade breaks on Moffat Court. (Rev. 1) Addressed.
27. Although severe dip in the 8" WL may elicit ACSA comment. Albemarle County requires design revision
to unorthodox design at this point to avoid unnecessary point of construction and maintenance concern.
Relocate pipe 49 below 8" WL by adjusting MH/pipe elevations between structures 50 and 44. (See
drainage profiles, sheet 15). (Rev. 1) Addressed.
28. Add labels that identify end of cul-de-sac at each end of Moffat Court. (Rev. 1) Partially Addressed. As
follow-up: Please use the term cul-de-sac in profile view to avoid confusion
29. Sheet 11 —Eliminate E in MH7-Ex MH profile. (Rev. 1) Addressed.
30. Sheet 12 —Eliminate Z in M1117 -Ex MH profile (X 3). (Rev. 1) Addressed.
31. Sheet 14 —Show/label safety slab (schematically) inside MH beneath Str. 10/DI-3B. [2 profiles incl. Str. 10]

34. Sheet 17 —Yard drains: revise network pipe size diameter to 12" Min. Drainage plan review checklist
requires all pipes within drainage easements to be 15" Min. DIA. (Rev. 1) Not addressed. Dec 7, 2015
Applicant response: "The private yard drains have been designed and are adequate at 8" diameter. We have
a precedent of private yard drain approvals in the County ranging from 4"-8" diameter, as they are not
maintained by the County. The proposed yard drains would be oversized even at a 12" minimum diameter."
Please re£ drainage plan review checklist (excerpt, below). Note: precedent does not govern, and may
follow variable plan review. Review comment does not request 15" Min. DIA as outlined in drainage plan
review checklist, but 12" Min, as a compromise. Revise network pipe size diameter to 12" Min.
Drainage computations: (applicable to any plan proposing pipes, channels, etc.)
Pipe computations for all pipes
All proposed systems are designed within open channel flow capacities. (HGL
computations are not necessary, and should not be relied upon unless the entire
system is to be watertight.)
For systems within drainage easements, all proposed pipes are a minimum 15" in
diameter
There are no excessive outlet velocities (> 15 fps)
35. Sheet 17 —Easement Width Table: Revise Easement provided for pipe 9. (Rev. 1) Addressed.
36. Sheet 18 —Table 7 (6.5"): 24B -3B Qb, carry-over =0.00 inconsistent with Table 7 (4"), Qb =0.15. Please
check, revise as necessary. (Rev. 1) Addressed.

37. Sheet 18 —Tables 6 (4") and 7 (4") cannot be evaluated. Provide street typical sections and No Parking
signs so it is possible to evaluate spread against travel lane width. (Rev. 1) Addressed.
38. New -20mph proposed design speed is unenforceable. Recommend revise to enforceable speed limit (25
mph).
