From: Paty Saternye- Senior Planner Division: Planning Services Date: February 16, 2016 Subject: SUB -2016-07 FNM Properties LLC -Rural Subdivision- Final Subdivision Plat and Boundary Line Adjustment The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-302 (A)(5)] Public easements. There are overhead utility lines crossing through the proposed parcels in multiple locations that do not show easements. If there are easements please snow them and include the width, deed book, page number and owner of the easement. If these overhead utility lines are associated with the telephone easements mentioned in note 5 on the cover sheet please specify which of these lines that applies to in the drawing and specify the owner, deed book and page number, and width of the easements for the lines shown. 2. [14-302 (A)(7)] Existing and departing lot lines. Accurately show all departing lot lines. The parcel lines for TMP 71-34A4 and 71-34A are not shown and one of the parcel lines for TMP 71-46B is not drawn accurately. 3. [14-302 (A)(9)] Building Sites on proposed lots. Include a complete version of the required note, as specified on the checklist, for each parcel containing a building site. Certification of the existence of a building site for each proposed parcel is by the plat preparer not the County GIS website. Remove the mention of the website from the plat notes. 4. [14-302 (A)(10)] Right of further division of proposed lots. Use the complete the note, as specified in the checklist, on the cover sheet in reference to the assigned development rights. It is an option, if you believe there may be more development rights for the existing parcel, to request an official Letter of Determination of Development Rights. After some quick research there seems to be some chance that additional development rights may exist. Please refer to the last page of the Citizen's Guide to Development which has information on how to request a determination. [ 14-302 (A)(11)] Instrument rxeafing property proposed for subdndsion. If a plat of the exdsting 92.81 acres was generated in the process of creating the existing parcel please provide that deed book and page number of that plat If not please clarify how Deed Book 4715 Page 251, Deed Book 3626 Page 362 and Deed Book 397 Page 478 acted the parcel. 6. [14-302 (A)(14)] Land to be dedicated in fee or reserved. The checklist did not have either a check or a "NA" next to this ifiem. Please confirm whether there is to be any land intended to be dedicated in fee or reserved for public use or to be reserved in a deed for common use of the lot owners in the subdivision. 7 [14-302 (A)(15)] Identification of all owners and certain interest holders. Include the addresses of all owners of the parcels as well as any holders of any easements affecting the property. Please include this information also for the owners of parcels TMP 71-346 and 71-34H. Please include the owners name and deed book and page numberfor the parcels on the other side of Patterson Mill Road (State Route 824). 8. [14-302 (13)(4)] Places of burial. If there are any burial sites show them on the plat. 9. [14-302 (13)(7)] Reservoir watershed, agricultural -forestal district. Update the watershed designation to specify that the parcel lies within the Stockton Creek Water Supply Watershed. 10. [14-302 (13)(9)] Flood plain. Include a note on the coversheet specifying whether or not a portion of the site is within a flood plain and including the FEMA FIRM map number, effective date. Also, if there is flood plain within the parcel show the 100 year flood plain in the graphics of the plat. 11. [14-303 (A)] Statement of consent to division. Use the wording provided in the check list for the "Statement of consent to division" and include a description of the land subdivided. That wording is: "The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any." Remove the reference to the future potential development being theoretical from this note. 12. [14-303 (D)] Acreage of lots. Show the sum of the lots created adding up to the existing acreage of parcel TMP 71-34. 13. [14-303 (E)] Dimension standards and information on all lots, streets, alleys, easements, and shared driveways. There are multiple overhead utility lines crossing the property that do not show easements. If there are easements show them, dimension them, and include the deed book, page number and owner of the easements. 14. [14-303 (H)] Monuments. Clarify which monuments are iron set, iron found and pipe found. Many are not specified. 15. [14-303 (L)] Public utility, drainage and sight distance easements. There are overhead utility lines crossing the property that do not show easement or ownership. If there is an easement include the deed book, page number and owner of the easement. Also provide the dimension for the easement. 16. [14-308.1] Groundwater Assessment. The groundwater assessment is still in process. Staff will provide it when it becomes available. 17. [14-309; 14-310] Soils evaluation, Health Director Approval. Soils work has been submitted to the Health Department. Approval of the soil evaluation by the Health Department is required before approval the subdivision will be final. 18. [14-316] Approval of entrance onto public streets. Provide verification from VDOT that there is adequate location for an entrance along the adjacent public roads for each proposed lot. 19. If a stream crossing will be required to reach a future building site the crossing will need to meet the requirements of the Water Protection Ordinance.
