Re: SUB -2015-00165 North Pointe Middle Entrance & Rte. 29 Improvements Road Plans
Dear Mr. Anderson,
We have reviewed the road plans for the North Pointe middle entrance and Route 29
improvements dated 9/26/14 with revisions dated 9122/15 and 12/23/15 as submitted by Townes
Site Engineering and offer the following comments:
I . The pavement design calculations use a value of I for the thickness equivalency value of
the 2 l B Subbase. However, this value should be 0.6. While making this change will still
show an adequate design, the Dp value would be very close to the DR value. We would
recommend adding a couple of inches to the subbase thickness to provide a little factor of
safety.
2. Based on the VDOT Drainage Manual, the storm sewer should be designed based on the
25 -year design storm.
3. In calculating the HGL of the storm sewer, the downstream water elevation of each pipe
segment should be either the actual water elevation or 0.81), whichever is greater.
4. The island design for the middle entrance still does not appear to prevent left -turn
movements from the North Pointe Development. The center median of Route 29 should
be extended to a point where it Iines up with the edge of the proposed concrete island in
the crossover.
5. On sheet C -4A, there is a note indicating the proposed R/W and the U-turn bump -out;
however, the right-of-way line is not shown.
6. The CG -12's will likely need to be adjusted during construction. Where currently shown,
the crosswalk would be located in the queue of the entrance. They may be located closer
to Rte. 29, within the entrance radii, however, they will need to be oriented such that
pedestrians would not be directed towards Rte. 29.
7. An auto -tum exhibit has been provided for the U-turn to be provided for the middle
entrance. There is a proposed future left -turn lane located interior to the lane of the auto -
turn. Auto -turn should be shown for the interior lane in addition to the current exhibit.
8. The length of storm sewer pipe shown on the profiles differ slightly from the lengths
shown in the calculations. It appears that this is due to one Iength being based on the
distance from center to center of the structures, and the other being to the edge of the
structure. We understand what is happening and will not require the plans/calculations to
be revised based on the differences. Please be advised that on large storm sewer systems,
this may begin impacting the quantities of material that a contractor/developer may need
to purchase.
9. Several of the cross-sections C -9A do not tie into existing grades. The resubmittal letter
indicates that the cross-sections only show the eastern right of way line because the
improvements are proposed on the northbound lane. There are also improvements
proposed on the southbound lane and the typical section should connect to existing
grades on both sides.
10. On sheet C-14, there are two different details entitled "Route 29 Pavement Addition
Detail".
