Some of the review comments are final site plan review comments that could affect the site layout so are therefore included with the preliminary site plan review comments. The engineering review for current development requests changes to this preliminary site plan: 1. Please show existing topography at least fifty feet outside the boundaries of the site plan. [ 8 2. Bumper blocks shall be provided in parking spaces where the parking has curb or curb and gutter and there is a sidewalk located closer than two (2) feet from the edge of the parking area. Bumper blocks are not required where the sidewalk has a minimum width of six (6) feet. [ 8 3. It appears that the applicant needs to submit a critical slope waiver for this site. [18- 4.2.5] 4. The site requires a commercial entrance that meets the VDOT standards. Please provide a radius of curb at the entrance to Westfield Road that meets VDOT criteria. [DM, Section 607B] 5. Please show CG -12s and curb cuts at the proposed entrance at Westfield Road. [Policy] 6. A minimum tangent section of 50' is required, where attainable, to separate entrances from other entrances' radii. Please revise entrance location. [DM 607B2] 7. Please provide an interparcel connection and associated easement to one of the property's boundary for future inner parcel connection to TMP 61 -124. [18- 32.7.2.5] 8. SDP 2005 -00137 Touett -Greer Site Reconfiguration: (David Pennock) • All entrances shall conform to The Minimum Standards of Entrances to State Highways. • All School roads should follow the standards set fourth in the Subdivision Street Requirements and the Subdivision Street Design Guide. • The drop off and bus loops are to have an inside curb radius of 30 ft. minimum. • All three drop off loops are considered one way street and must follow the Geometric Design Standards as a minimum on Table 3 page B -9 of the Subdivision Street Design Guide. • Public school roads are in the State Secondary System and a VDOT permit will be required before construction may begin. The Board took the following actions. RejZardin2 the Preliminary Site Plan the Board made the following comments and suggestions for the benefit of the applicant's next submittal. 1. Provide colored samples of the metal frames to be used for the doors and windows on the ground and first floor levels, the arched overhang above the door on the north elevation, and the doors on the second floor. Indicate color and materials to be used for the railings and stair parts on the second floor. Revise material layout drawing (submitted) to reflect all proposed materials. 2. Use the same window and door colors between floors as a unifying transitional element. Provide continuity between windows on upper floors. 3. Provide a west elevation drawing without the landscaping. 4. Note the location of the shared dumpster on the site plan along with a note referencing the shared use agreement. Provide a signed copy of the shared dumpster agreement with Albemarle First Bank. Provide an alternate means of screening for the HVAC units — evergreen shrubs of adequate height or some other opaque enclosure compatible with the building. Note on the plan that the planting height of the screen will be a minimum one foot taller than the tallest HVAC unit. 5. Provide a sidewalk connection from the back of the building to the front of the building to the existing sidewalk across the front of the property, if the driveway can be reduced to 20' instead of 24' without losing planting space. 6. Clearly identify the proposed storm water system on the site plan. 7. Provide an "Existing Conditions" sheet identifying the location, type, and size of individual trees or groups of trees and their drip lines. The cedar trees are healthy, mature specimens and should be saved if at all possible. Save the ones that will not be impacted by the proposed layout. ARB 200 -139 Westfield Rd. Center Page 2 December 21, 200 8. ShoNv retaining wall heights and proposed retaining wall materials on the site plan. 9. Provide 3-1/2 inch caliper trees along the western boundary of the site. Large caliper trees would be appropriate on the EC side of the building, particularly if the Eastern Red Cedars will be removed. 10. Provide a combination of trees and shrubs along the southern side of the site, together with documentation that the utility authority will permit the planting. If the utility authority will only permit shrubs then propose tall evergreen shrubs. 11. Revise the plant schedule to indicate that all required shrubs will be a minimum of 24 inches tall at planting. Revise the plant schedule so that deciduous trees are listed by caliper, and shrubs and evergreens are listed by height. Revise the proposed plant materials along all sides of the rear parking lot to reflect a mix of plants that are more evergreen than deciduous and closer to five feet in height at maturity. Revise plant choices to coordinate with the height of overhead power lines. 12. Revise the proposed planting along the western elevation to reflect more of a balance of deciduous and evergreen shrubs with the necessary height to screen the I-IVAC units and soften the height of the tall blank walls. Correct the drawing so that the annotation pertaining to the number of Blue Prince Hollies along the foundation of the eastern elevation corresponds with the number of shrub symbols shown. 13. Provide complete site lighting and decorative lighting information with the next submittal. 14. Provide complete sign information for review. 15. Provide site sections from Route 29 through the site. (Note that some Board members believed that the difference in appearance of the upper and lower parts of the building was not appropriate for the EC. The degree of visibility of the building, as determined in part by site sections, will determine the degree to which design changes are required.) 16. If an elevator will be added and the stairwell will be enclosed, provide revised designs for review. 17. Revise the site plan to include Route 29 North and Westfield Road for context. Re�!ardin2 the Special Use Permit No recommendation was made by the ARB. Action will be taken at a future meeting after the applicant resubmits the plan. The Board unanimously approved the request, pending staff administrative approval of the following conditions: The facade treatments for the top 2 stories shall be stucco, with the texture to be reviewed by staff, 1 The current elevation as shown on 2 -6 -06 is acceptable for the blank wall on the northwest elevation. 3. The wood fence is acceptable and shall be a dark brick color and shall be of a height sufficient to screen the air conditioning units. It uses a 30 tangent radius on the north side of the entrance and a 12 foot radius on the south side. We have 30 feet at the property line that narrows down to 24 feet at the end of the 30' curve. On the south side of the entrance, we are trying to miss an electric pole, therefore the 12' radius; this still gives a 14' radius to the e.p.. Please look at this and we can talk about it next week.
