Below are VDOT's comments on the Site Plans for the November P, 2011 Site Review Committee Meeting:

• No comments

SDP - 2011 -00070 Westminster Canterbury of the Blue Ridge Apartments (Sarah Baldwin)
• All proposed work is within privately maintained streets. No permit or review is required from
VDOT.
SUB - 2011 -00118 Stonefield -Final (Bill Fritz)
• Parcels 1 and 2 will require future dedication to VDOT for road improvements to Route 29 and
Hydraulic as shown on the approved road plan. Please indicate when the plats for these
dedications will be made since they are identified to be done by others on this plat.
SUB - 2011 -00120 Briarwood Phases 1A -2 and 1B -1 (Sarah Baldwin)
• A sight distance easement is needed from Silk Wood Way to the right on Briarwood Dr. for a
distance of 335 feet for a 30 mph design speed on Briarwood Dr.

Dear Ms. Baldwin,
Thank you for the opportunity to review the preliminary site plan for SDP201100070 —
Westminster Canterbury of the Blue Ridge Apartments. JAUNT has the following advisory
comments.
1. This area is in the urban fare zone for JAUNT, where we provide trips primarily for
people with disabilities. Charlottesville Area Transit would be the main transit option for
the general public. The closest current CAT stop is a short walk from the site at the
Social Security building on Pantops Mountain Place.
2. The roadway layout appears to be sufficient to allow JAUNT to serve the facility.
a. What is the vertical clearance where the new building bridges the road?
b. What is the vertical clearance of the first and second floor underground parking?
c. It was unclear from the preliminary plans where the accessible building
entrance(s) will be. When that is clarified, JAUNT can evaluate whether safe
loading and unloading zones exist.
3. Pedestrian /bicycle connections: Some 4' sidewalks are shown. Consider wider sidewalks
and grass buffer strips where possible to encourage walking. Also, a 5' minimum width
would be required for two wheelchairs to pass.

The Site Review Committee has reviewed the development proposal referenced above. Preliminary
comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

Albemarle County Division of Planning (Architectural Review Board) - attached

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by November 14, 2011. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.
