The intent of the townhouses was to "activate" this edge of the project and provide a visible transition from Hydraulic Road, an Entrance Corridor, to the back of the department store proposed in the application plan. Staff has previously indicated that the applicant needs to demonstrate that the proposed changes will be a suitable design substitute for the townhouse units shown on the application plan, most,, particularly to the satisfaction of the ARB. This is an allowable variation provided that all ARB conditions are complied with.
