If dumpsters are to be used there must be screening around the dumpster and a detail added to the plans. [4.17 et. seq. - Outdoor Lighting] On sheet SL -1.0 shows the lighting plan with the locations of the two proposed lighting types: 14 flat lens box type fixtures proposed for the interior of the parking lot (Visionaire AME -3) and 23 lantern type lighting fixture (Ela Dk - 4554 - HORS). A waiver request was made to the Planning Commission for the lantern type fixture proposed for Buildings One and Two of this development. The request was heard and denied by the Planning Commission November 28` Therefore, either another design must be chosen for the fixture not requiring waiver or an appeal made to the previous request for this type. (Further lighting review will be [32.5.6 (n) - Preliminary Plat Ditnensions] "Location and dimensions of all existing and proposed improvements including: buildings (maximum footprint and height) and other structures; walkways; ,fences; vralls; trash containers; outdoor lighting; landscaped areas and open space; recreational areas and,facilities; parking lots and other paved areas; loading and service areas together with the proposed paving material types for all walks, parking lots and driveways; and signs. " [ Emphasis added] That said, this set of plans offered instead of a preliminary site plan is short many of the stated above requisite dimensions. [3 2.6.6 - Requirements for Final Site Plan] which states, in part: "The final site plan shall reflect the conditions of approval of the preliminary site plan. " [32.6.6 (g) Parking and loading Areas] states 'for all parking and loading areas, indicate: size; angle of stalls; " of aisles; and specific number of spaces required and provided and method of' computation. Indicate type of surfacing for all paved or gravel areas. " And at "32.6.6 (h) The final site development plan shall be dimensioned to at least the following standards for accuracy: " ... [32.6.6 (h) -6] "Proposed structures, roads parking lots and other improvements - within one hundredth (0.01) of a foot. " All dimensions are required to be intact as stated above with building areas calculated shown for parking calculations and heights shown. Working Landscaping, now 11:00 JPL may be requested by supplying a "Transportation Demand Management Study" to the Zoning Administrator. [4.12.12] This practice would be encouraged to reduce the impervious surface area of the parking lot. [18- 4.2.5] Revl: The following three areas (seen shaded in Figure 1, to the right, located at the southwest corner of the site) will require a request for a critical slopes waiver. They are not included in any previous approved site plans containing critical slope waivers. Additional comments: 7. The plans need a signed and dated professional seal. [18-32.6.1] 8. VDOT approval is required. [DSM902B] 9. Parking cannot exceed 5% slope in any direction. [18- 4.12.15c] 10. Entrances can not exceed a 4% slope for the first 40 feet. [ 18- 4.12.17b] 11. Dumpster pads cannot have runoff draining though them. [I 8-4.12.19a,b] 12. Guardrail is needed over steep slopes or drop -offs. They are not natural and are a result of previous construction. Please revise these areas to make the slopes less awkward. [DSM902A5] 14. Pipe 7 is inadequate. The flow for the 10 year storm exceeds it capacity. 15. Several of the calculations for pipe system pipes 14 -27 are incorrect. The drainage areas going to the pipes are wrong. 16. Please contain the runoff from the front of both proposed buildings. 17. Pipe deflection angles must be 90 degrees or less. [DSM505E12] 18. Safety slabs are needed for man hole drops greater than 12 feet. [DSM505E9] 19. Step down manhole protection or inlet shaping should be provide for flow drops greater than 4 feet. Charlottesville, VA 22902 Subject: Site Review Meeting Comments January 4 2007 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the January 4 2007 Site Review Committee Meeting: SDP - 2006 -00125 Vandine Plaza — Preliminary Plan (Patrick Lawrence) • The plan needs to show the ITE trip generation for the site. • The site lines in addition to the distances need to be shown on the plan. • Existing features of Rio Road need to be shown along with proposed improvements (i.e. turn lane and taper, curb ramps, etc.) that may be necessary to accommodate the combination of existing traffic and proposed traffic. • The entrance needs to be designed in accordance with VDOT's Road Design Manual and The Minimum Standards of Entrances to State Highways and include all horizontal and vertical features. SDP - 2006 -00127 Flow Automotive — Final Site Development Plan (Gerald Gotabu) • Previous site plans have been submitted for this site and the comments provided by VDOT have not been addressed in this plan. These comments include consolidating the existing entrances for Flow Automotive into one with a turn and taper land and include 12 feet additional dedication for the future expansion of rte. 250. The previous comments also include adding inter - parcel connection with adjacent dealers. • The entrance needs to be a standard CG -11 and the pavement to the RAV line must be the same structure as the existing rte. 250. • The site plan does not address buck traffic within the site. The trucks currently either park in the rte. 250 median or back into the dealerships to unload vehicles.
