Our response to each comment can be found in bold following the comment. Comment Responses Review Agency: County of Albemarle- Department of Community Development- Division: Engineering Reviewer: John Diez Date of Comments: June 10, 2011 A. Final Site Plan (SDP201100038) Please update the existing contours on Main Street on the existing conditions sheet. Please revise all necessary sheets to show the new existing contours. Per your e-mail instruction dated June 15, 2011 PHR +A has used the design plan contours for the Library Avenue project (prepared by KHA) to represent the existing condition contours on the site. These contours appear light and dashed as typical for existing. New contours appear solid and dark. 2. Please provide date and source of the topographic information. All topography should be at least visually field verified by the designer within the last year. Dates and sources provided in note on Sheet C -1.2 3. A Letter of Intent is needed from the owner of TMP:56A2- 01 -15, TMP:56A2- 01 -14, and TMP:56A2- 01 -12. Grading easements must be recorded prior to final site plan approval. VDOT has reviewed this plan and their comments are below. 5. Please show the existing contour lines of Main Street as dashed lines throughout the set of plans. Please refer to the Design Standards Manual. General Construction notes added Sheet C -1.1 7. Please provide islands at each end of the center area of the parking lot. The island may consist of grass, wood blocks, or a concrete curb. Grass islands have been added to the plans. See Sheet C -4.0 for dimension and location. 8. It appears that some of the runoff from the south side of the parking lot will not be captured by the biofilter. Please provide either curb or a small ditch /swale to help capture and direct the runoff to the facility. As discussed with John Diez on June 14, 2011, the grades in this area do slope to direct water to the bioretention filter. B. Erosion and Sediment Control (WP0201100032) 1. Please provide County Erosion and Sediment Control Notes. Please refer to the Design Standards Manual. County Erosion and Sediment Control notes have been added to Sheet C -2.3 2. Please update the project description and existing site conditions on the E &S narrative. Please remove anything relating to the construction of a building or library. The narrative has been updated on Sheet C -2.3 3. Please update the construction sequence and include the demolition. Sequence Revised Sheet C -2.3 4a. Engineering recommends: In the initial phase, remove the silt fence on the north and south side of the site and replace them with diversion dikes directing the runoff to a sediment trap at the lowest point of the site on the west side of the property. This will allow the entire site's runoff, including the construction entrance, to be captured by the sediment trap. The silt fence on the west side of the property can remain. Silt fence placed as directed and a temporary sediment trap is now located in the southwest corner of site. PHRA1593610 July 6, 2011 Page 3 County of Albemarle Library Avenue Parking Lot (Crozet) 4b. In phase 1, move the sediment trap to the area of the proposed Bio- retention pond. Reshape the sediment trap so it can be converted to the bio- retention pond once the site has been stabilized. (Engineering allows over sizing the sediment trap with a weir to allow runoff to sheet flow from the sediment trap down to the west.) Sediment trap for the second phase of construction placed as directed. Please include all proposed grading within the limits of disturbance for all phases. All proposed grading are shown within the limits of disturbance. 6. Please provide dust control (DC) in all E &S phases. Dust control added to erosion and sediment control plans. 7. Tree protection must be provided to all trees that are being saved. Limits of tree protection fencing shown on all plan sheets. 8. Please show the proposed contours for the sediment trap. Contours added to plan. 9. A completed copy of the standard stormwater maintenance agreement and fee for recordation for any stormwater management facility must be submitted prior to plan approval. Ron Lilley, the Project Manager, will coordinate this item with Community Development. 10. Please provide Albemarle County General Stormwater Management Notes. Please refer to the Design Standards Manual. General Stormwater Management Notes added Sheet C -2.2 Review Agency: Virginia Department of Transportation Reviewer: Joel DeNunzio Review Date: June 27, 2011 Comments: Crozet Library Phase I Final The entrance was built to a CG -9A standard during the Main Street construction although the CG -11 is the standard for commercial entrances. The profile needs to be in accordance with the detail shown in the CG -9A standard with the traversable 4 foot minimum space not to exceed 2% and likely will be longer based on the Main Street plan. After the sidewalk, the first profile break needs to be a maximum 3% algebraic difference, -1 %, for a minimum 10 feet and needs to include a parabolic curve. The maximum break at that point can be up to 8% but the grade should not exceed a total of 8% because it's a commercial entrance. We understand the CG -9A entrance and sidewalk was installed per the KRA plans. The entrance to the parking lot has been graded to provide a 4% slope for 40 -feet with a maximum cross slope of 2% per direction from Community Development comments dated June 22, 2011. Based on the February 5, 2009 "Transportation Planning Analysis for the Downtown Crozet Avenue Streetscape Project, Phase 2" by Kimley -Horn & Associates, the library was expected to generate the following trips (assuming 20,000sf). 5.2 Proposed Downtown Crozet Library Trip Generation Table I provides a summary of the estimated traffic generation potential for the proposed 20,000 SF Downtown Crozet Library site. The information in Table I was derived from the Institute of Transportation Engineers (ITE) Trip Generation (7th Edition). Show the horizontal sight line triangles. The horizontal sight line triangles are shown on Sheet C4.0. 4. The minimum width of a commercial entrance is 30 feet in accordance with the VDOT Road Design Manual Appendix F -85. The Main Street plan, which was approved by VDOT, provided a 24' wide entrance for the future library project. Please verify and clearly present each parcel and its acreage. Area information updated on Sheet C -1.1 [32.5.6(a)] Please add the fol classification; "Entrance Corridor Overlav" d [32.5.6(e) and 32.7.9.4 (b)] The landscape plan should also indicate the trees to be saved, limits of clearing, and location and type of protective fencing. Library Avenue utilities, as provided by Kimley Horn, are shown on plans. [32.6.6(b)] It appears that some of the grading on the southern part of the property QJ 4j' extends beyond the property boundary and the `Project Boundary'. It also isn't included Or in the area marked `5715 SF Off Site Grading Easement'. Make sure that all off -site � grading is included within an easement for recordation. All off -site grading is within the acquired easement. The grading easement has been provided under separate cover. 6. Dimensions added to plan Sheet C -4.0 t#**" [Comment] Although there are technically no parking spaces required on this plan, please consider adding bicycle parking spaces in conformance with section 2013.4.13.3 at a rate of 1 bike space per 10 parking spaces. [32.7.9.4(a)] Please add notes to the landscape plan indicating which sections of code you are addressing and verification that the landscape requirements have been satisfied. Note added to plan Sheet C -4.0 =[32.7.9.4(b)] We will not require interior parking lot landscaping for this Phase I temporary parking lot. [20B.4(D)] It appears that the screening provided between the parking lot and the new main street is partially deciduous and is spaced approximately 10 feet on- center. Please revise the landscape plan to meet this section by either making both species evergreen or re- spacing the Ilex crenata to 5 feet on- center. Screening also needs to be added in the northeastern portion of the parcel between the parking lot and the public road (on the eastern side of the entrance).
