14. It looks like there is a proposed Ellison Street with a 40 foot right of way. The entrances and
street connections will need to meet the minimum spacing standards as shown in figure 4 -11 in
the VDOT Road Design Manual Appendix F. The proposed entrance does not meet the
minimum spacing to Main Street or Ellison Street.
15. Sight distance is measured from the edge of travel way and is set back 14.5 feet.
16. The minimum radius on commercial entrances is 25 feet. See RDM F -101
17. When Main Street was constructed the entrance to the library was planned to be directly across
from the entrance to the lumber yard. This plan shows the library entrance farther up the hill
but it does not meet the minimum 200 foot spacing requirement. See RDM F -24
18. Road A will serve more than 193 trips and most likely will serve more than 400 trips per day.
The design speed needs to be 25 mph and designed to an Urban Local Road standard.
19. The trip generation rates should not use 80% of the floor areas. Also, the title sheet shows
restaurant use but that is not reflected in the trip generations. Restaurant use could triple this
traffic projection.
SDP - 2011 -00009 Belvedere Town Center — Preliminary (Summer Frederick)
1. The proposed mix use was not included in the original Traffic Impact Analysis for Belvedere.
An update to the study in accordance with the Chapter 527 TIA Regulations may be necessary
for this site.
2. The original plan included a roundabout at the block 2 entrance and Free State Road
intersection..
3. There is a 20 foot storm sewer easement that is not shown on the plan. The proposed
commercial buildings are in conflict of the easement and will require relocation to be entirely
off the easement.
4. Private Road A intersection with Belvedere Blvd needs to be located directly across from Free
State Road or a minimum of 200 feet from the intersecting center lines of the connections in
accordance with the spacing requirements of the VDOT Road Design Manual, appendix B(1).
5. The minimum width of entrances to local roads is 24 feet with 25 foot radial returns or more to
accommodate the design vehicle.
6. Sight lines are to originate at 14.5 feet from the edge of pavement. This plan shows 10 feet
and the actual sight lines will be in conflict of the commercial buildings. Vertical grading of
the sight may also be a sight line obstruction and sight line profiles need to be added to the
plan.
7. Entrance grades need to be shown for proposed entrances.
SDP - 2011 -00021 New Raued Mountain Dam - Marshall Area Waiver Bill Fritz)
1. A Land Use Permit will be required for the construction entrance.
SUB- 2010 -00167 Barracks Road West Townhouses - Preliminary (Summer Frederick)
1. The plan proposes 133 new townhouses which will generate 824 trips per day according to
ITE trip generation.
2. Route 654 is classified as an Urban Minor Arterial with a speed limit of 45 mph at the
proposed entrances.
3. Entrance spacing must be in accordance with the Access Management Regulations, Appendix
F of VDOT Road Design Manual. Full access intersections must be spaced at 660 feet.
4. Right and left turn lane warrants need to be submitted with the plan.
5. The access to this property should line up directly across from the entrance on the west side of
Barracks Road and consolidate the convenience store and townhouses into one entrance that

Dear Mr. Brooks:
Below are VDOT's comments on the Site Plans for the May 5t', 2011 Site Review Committee
Meeting:
SDP - 2011 -00021 Claudius Place Preliminary Site Plan (Meean Yanielos)
1. The entrance to Main Street was designed as a commercial entrance for truck traffic from
Barnes Lumber Yard. It will have to be reconstructed as a street connection with minimum 25
foot curb returns.
2. Parking should be provided along the proposed public road.
3. Show design traffic projections on proposed public road.
4. Proposed public streets are required to have a minimum 4 foot utility strip or 6 foot if street
trees are used in accordance with the VDOT Road Design Manual (RDM) A -115.
5. The minimum clear width for pedestrian access is 48 inches in accordance with RDM A -111 .
6. CG -12A is the preferred design for curb ramps and need to be installed at crossings, see RDM
A -112.
7. Sidewalks need to have LTD-3 underdrains in accordance with RDM A -117.
8. The proposed stop sign is too close to the curb. The minimum offset from the curb is 39
inches from face. There also needs to be a minimum 48 inch pedestrian access. The existing
curb ramp should be removed and replaced with a CG -12A with the landing requirement and
additional right of way needs to be dedicated. Please see VDOT Standard CG -12A and
MUTCD requirements for stop sign placement.
9. Curb returns shown at 12.5 feet in radius need to be a minimum of 25 feet in accordance with
RDM F -101.
10. Need to add curb ramps at the proposed commercial entrance. There does not appear to be
enough distance from the DI to the face of curb to get an acceptable ramp.
11. The minimum throat length for a commercial entrance with one egress is 30 feet and needs to
be protected on both sides of the entrance in. See RDM, Appendix F
12. Will this proposed public street need bike lanes?
13. Place the proposed water meter in the utility strip.

can utilize the widened pavement for a left turn lane. A right turn lane into the site will also
likely be required. The northern entrance should be removed.
