ARB -2015-79: The ARB held a work session on the architectural design and provided comments.
12/7/2015
ARB -2015-131: The ARB completed another review of the site plan and architectural design. The action letter from this meeting is included as Attachment A to this report and the
comments are also listed in the Analysis table, below.
CHANGES since the last review
Primary changes to the design since the last review include the following items:
1. The stone veneer has been revised to a darker, earthier blend of colors.
2. Parking has been reduced and the building footprint has been reduced slightly to accommodate one additional tree in the southern parking lot and 7 additional shrubs at the southwest corner of
the building.
3. The brick detail at the top of the parapet wall has been revised.
4. Two shade trees and ornamental trees were added along the EC frontage.

Building forms and features, including roofs, windows, doors,
materials, colors and textures should be compatible with the
forms and features of the significant historic buildings in the area,
exemplified by (but not limited to) the buildings described in

The overall design of buildings should have human scale. Scale

Architecture proposed within the Entrance Corridor should use

should be compatible with the height and scale of the buildings
and the sites they are illuminating, and with the use of the site.
Typically, the height of freestanding pole -mounted light fixtures
in the Entrance Corridors should not exceed 20 feet, including the
base. Fixtures that exceed 20 feet in height will typically require
additional screening to achieve an appropriate appearance from
the Entrance Corridor.

The relationship of buildings and other structures to the Entrance

should be as follows:
a. An organized pattern of roads, service lanes, bike paths, and
pedestrian walks should guide the layout of the site.
b. In general, buildings fronting the Entrance Corridor street
should be parallel to the street. Building groupings should be
arranged to parallel the Entrance Corridor street.
c. Provisions should be made for connections to adjacent
pedestrian and vehicular circulation systems.
d. Open spaces should be tied into surrounding areas to provide
continuity within the Entrance Corridor.
e. If significant natural features exist on the site (including creek
valleys, steep slopes, significant trees or rock outcroppings), to
the extent practical, then such natural features should be reflected
in the site layout. If the provisions of Section 32.5.6.n of the
Albemarle County Zoning Ordinance apply, then improvements

could take time and, possibly, additional ARB
review.

Staff recommends the following as the primary points of discussion:
1. Landscaping: enhanced shrub planting on the north, second tree island on the south side of the building, additional tree and shrub planting area on the south side of the parking lot
2. Visibility of mechanical equipment
3. The degree to which the proposed design reflects the traditional architecture of the County; the modification of "trademark" design elements
Staff offers the following comments on the revised design:
1. Replace the ground cover on the west side of the transformer with shrubs that will screen the equipment from the EC. Eliminate shrubs on the east side of the transformer if additional space is
needed.
2. Add the standard mechanical equipment note to the site plan drawings.
3. Provide as a part of the site plan cut sheets for all proposed fixtures.
4. Revise the wall pack to a full cutoff fixture.
5. Coordinate luminaire schedule fixture descriptions with the information provided in the cut sheets.
6. Indicate on the plan the locations for the F15 and F15PE fixtures.
7. Revise the photometric plan to include parcel lines. Spillover shall not exceed .5 footcandles at the property line along Rt. 29.
8. Coordinate the luminaire schedule and cut sheets regarding proposed finishes.
9. Add a tree in the gap between the two maples located near the center of the building along the EC frontage.
10. Provide a more substantial shrub planting in the area over the stormwater facility to offset the reduced tree planting area. Include shrubs that reach a taller mature height.
11. Clearly identify on the landscape plan and other site plan drawings the gas main along the Rt. 29 frontage.
12. Add a second tree island on the south side of the building instead of increasing space for shrubs.
13. Provide planting area on the south side of the proposed retaining wall to provide the row of trees and shrubs required along the perimeter of the parking area.
14. Provide details on the plan regarding the retaining wall: top of wall and bottom of wall elevations, material, color, etc.
15. Reduce the letter height of the channel letters to eliminate the over -scaled appearance of the sign. Reduce the height of the logo to not exceed the height of the letters. Coordinate sign sizes as
illustrated in the sign drawings and the elevation drawings. Note that a separate sign application will be needed. A full sign review will be completed with that application.
16. Red 2283 is not approvable for the letter faces. 2793 is an acceptable substitute.
17. Eliminate the LED striping from the proposal.
18. A site plan amendment is required for the proposed work. The applicant is encouraged to submit the amendment application now.
