Bradner, P.E., CPESC Associate Vice President/Office Manager Dewberry & Davis, Inc. 551 Piney Forest Road Danville, VA 24540 -3353 Re: Wal -Mart Store Expansion -- Parking Determination Store #1780 -09, 975 Hilton Heights Road Dear Mr. Bradner, This is in response to your December 15th letter requesting a parking determination that would further modify my earlier determination that the store would only need 602 spaces. Your request is supported by a "Transportaion Demand Management and Parking Study" dated December 4, 2010 conducted by Erich Strohhacker, P. E. with Ramey, Kemp and Associates of Richmond, Inc. After reviewing this information in addition to the Albemarle County Zoning Ordinance, it is my determination that the new expanded Wal -Mart store at 975 Hilton Heights Road and Route 29 North can operate with a total of 600 spaces as outlined in your letter. This determination is based on the following: The parking study shows that the parking provided by the Wal -Mart store is sufficient based on the analysis of that store and other Wal -Mart stores of varying sizes which all operate successfully at 3.0 spaces per 1,000 sf. For this store that would be 480 spaces during the peak 15- minute interval on a Saturday during the Christmas season. The 600 spaces provided are adequate for this store. It should be noted that we know of no operational problems during the recent Christmas shopping season in regards to the availability of parking. It should also be noted that the number of "standard spaces" listed on your Exhibit B should be 586 (the actual number on -site and on the drawing) instead of 588. 2. The existing store is somewhat isolated and any lack of parking, if it were to become a problem, would not spill over onto or adversely affect adjacent properties. on Page 2 Wal -Mart Store Parking Determination December 29, 2010 Lam You should provide the as -built plan to Mr. Gerald Gatobu of our Current Planning Division so this can be approved as a minor amendment. I am closing this letter with our standard appeal language so that this determination can be considered final if not appealed. If you have any further questions, please do not hesitate to contact me. If you are aggrieved by this determination, you have a right to appeal it within thirty (30) days of this notice, in accordance with Virginia Code § 15.2 -2311. If you do not file a timely appeal, this determination shall be final and unappealable. An appeal may be taken only by filing an appeal application with the Zoning Administrator and the Board of Zoning Appeals, in accordance with § 34.3 of the Zoning Ordinance, along with a fee of $120. Applications for Appeal of the Zoning Administrator's Determination are available at the Department of Community Development located at 401 McIntire Road, Charlottesville, Virginia 22902 or online at www.albemarle.orq /cdapps. This form applies to the appeal of a decision of the zoning administrator or any other administrative officer pertaining to the Zoning Ordinance.
