AT &T CV 375 Mill Creek / Snow's Garden Center Property
Tier II Personal Wireless Service Facility
The applicant is proposing to construct a Tier 11 personal wireless telecommunications facility on
the property owned by Snow's Inc. and operates as the Snow's Garden Center retail landscaping
business. The property (Tax Map Parcel 90 -35Y) contains approximately 5.78 acres and serves
as Snow's Garden Center retail landscaping business. The applicant is proposing a 80.2 -foot
metal pole with flush mounted antennas. As a result of its design in conformance with the
requirements of the zoning ordinance, its careful siting within a grove of mature tall trees, and
the partial use of an existing access road, the facility will be minimally visible and therefore will
have no impact on the historic resources or structures within the district.
The flush - mounted antenna and cables will be painted brown to blend in with the surroundings.
The proposed pole is 10 feet above the reference tree which is a 68 -foot poplar within 25 feet of
the proposed tower.
Any lighting of the facility will be motion operated and for maintenance purposes only.
Maintenance workers on average will visit the facility on a monthly basis to maintain and inspect
the facility.
The proposed personal wireless facility will be minimally visible from adjacent property. The
majority of the pole and all of the ground equipment are obscured from the view of adjacent
properties by the trees and vegetation in the area as well as being set on the back of the property
to avoid view from the roadway. The proposed facility is a metal pole with the antenna and
cables painted brown to match. This pole and painted equipment will enable the facility to blend
with the surrounding area, including the numerous trees surrounding it, and reduce visibility.
As a result of the minimized visibility, the proposed personal wireless facility will have no
adverse impact on any surrounding historical structures, historical districts, or historical
resources.
The surrounding area is zoned Light Industrial, Rural Areas, RI Residential, and Planned
Residential Development and includes a variety of uses such as farms, small businesses, planned
and rural residential dwellings. Due to its design in conformance with the requirements of the
zoning ordinances, its careful siting within a grove of mature tall trees at the back of the
property, and the partial use of an existing access road, the facility proposed will have no impact
on the character of the district surrounding the property.
The proposed personal wireless facility has been designed in accordance with the provisions of
Albemarle County Zoning Ordinance Section 5.1.40. The proposed facility is a metal pole,
painted brown, with antennas flush mounted. The antenna, cables, and the ground equipment
will be painted brown to reduce any visibility they may have and to blend with the surrounding
area and the pole. The facility is sited within a grove of mature tall trees to minimize its

visibility from adjacent parcels, streets, and any historic resources in the area. The proposed
monopole is 80.2 feet high which is 10 feet above the reference tree.
This proposed personal wireless facility is also in accordance with the Albemarle County
Comprehensive Plan. This proposed personal wireless facility is intended to improve the public
health, safety, convenience and welfare of the citizens of Albemarle County by improving the
wireless communications coverage in the area for safety and convenience of the citizens and
travelers in addition to improving the emergency services communications available. In
addition, this facility has been carefully planned to minimize visibility, and thus any adverse
impact on the surrounding area.
The proposed facility will not have any adverse impacts on the uses permitted by right in the
district, due to its design in conformance with the requirements of the zoning ordinance, its
careful siting within a grove of mature tall trees, and the use of an existing access road.
The facility will not emit noise or light (except during maintenance periods) and due to its
minimal visibility it will be in harmony with the surrounding area and other by right uses in the
district.
This proposed personal wireless facility is in accordance with the Albemarle County's Personal
Wireless Facility Policy (the "PWFP ") which is a component of the Comprehensive Plan. In
accordance with the goals of the PWFP, the applicant is proposing a facility which is sited within
a grove of mature tall trees and at a height of not more than ten (10) feet above the reference tree
to minimize visibility. The applicant has carefully limited the size of the ground equipment to
shield any possible view of the equipment. Further, the facility does not adversely impact any
identified historic resources in the area.
This proposed personal wireless facility is intended to improve the public health, safety,
convenience and welfare of the citizens of Albemarle County by improving the emergency
services communications available thereby improving the safety and welfare of the citizens.
