In order for the amended site plan to be approved the following revisions are required: 1. [32.5.2(a)] The Zoning information provided on Sheets 2 and 3 indicates the parcel is zoned Planned Residential Development; revise to indicate the parcel is zoned Rural Areas. Rev1: Comment addressed. 2. [32.5.2(a)] Add a north point to Sheet C4. Rev1: Comment addressed. 3. [32.5.2(a)] Provide the source of topography. Revi : Comment addressed. 4. [32.5.2(a)] Revise the sheet numbering to be consistent throughout the plan set. The cover lists 7 sheets, but the remaining sheets say "Sheet X of 8". Rev1: Comment addressed. 5. [32.5.2(b)] Clarify the proposed maximum height of the building. The plan indicates a maximum height of 38', but the maximum height allowed in the RA district is 35'. The Albemarle County definition of building height is "The vertical distance measured from the level of the curb or the established curb grade opposite the middle of the front of the structure to the highest point of the roof if a flat roof, to the deck line of a mansard roof, or the mean height level between the eaves and ridge of a gable, hip or gambrel roof. For buildings set back from the street line, the height shall be measured from the average elevation of the ground surface along the front of the building'. Revi : Comment addressed. 6. [32.5.2(f)] Revise the water supply protection note to indicate that this parcel is within a water supply protection area. Rev1: Comment addressed. 7. [32.5.2(j,k,l)] Verify that the location(s) and dimensions of all existing or proposed utilities and utility easements including water, sewer, drainage, telephone, cable, electric and gas are shown on the plan. Label any existing easements with the Deed Book and Page Number. Revi : Comment addressed. 8. [32.5.2(n)] Dimension the proposed concrete apron. Revi : Comment addressed. 9. [32.5.2(n)] The detail notes for both the concrete apron and sidewalk refer to sheet CX; please revise. Rev1: Comment addressed. 10. [32.5.2(n)] The proposed light fixture locations shown on the layout plan do not match those shown on the supplemental lighting information provided via email. Lighting locations should be consistent throughout the plan set. Rev1: Comment addressed. 11. [32.6.2(j) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9 or to meet conditions of approval, subject to the agent's approval. It seems that some of the Landscape Plan requirements may be proposed to be met with existing vegetation. If this is the case, the plan should show the trees to be preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. In addition, the applicant shall sign a conservation checklist approved by the agent to insure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, such checklist shall conform to specifications contained in the Virginia Erosion and Sediment Control Handbook, pp III -284 through III -297, and as hereafter amended. This checklist must be signed, dated and included on the plans. Revi : Comment not fully addressed. The conservation plan checklist must be filled out completely; please complete the form. 12. [32.6.2(j) & 32.7.9.8] It appears that proposed grading for the bioretention area is in close proximity to the existing tree line to be preserved. Since the tree canopy requirement is met through preservation of existing trees, please provide tree protection fencing where the proposed grading is close to existing trees and add a conservation plan checklist as indicated in the comment above. Rev1: Comment addressed. Tree protection has been added. 13. [32.6.2(j) & 32.7.9.8] Note #12 under Landscape Specifications references selective cutting and clearing; please clarify where this activity may occur. Revi : Comment addressed. 14. [32.6.2(k) & 4.17] Include the lighting plan and fixture information sent via email in the plan set. The lighting plan must provide the following: • A luminaire schedule listing the number of each fixture proposed, the manufacturer's catalog number, tilt, maintenance factor (LLF), and lumen level. Rev1: Comment not fully addressed. Include the quantity of each fixture proposed in the luminaire schedule. • Manufacturer's cut -sheets indicating lumen level for each proposed fixture shall be included in the plan set; fixtures 3000 lumen or higher (using a maintenance factor of 1.0) must meet the County's definition of full cutoff. Revi : Comment addressed. However, the schedule indicates that fixture A emits 4,000 lumen while a similar wattage fixture (fixture B) emits 44,000; the cut -sheet for A does not include lumen information, please verify that the lumen level provided is correct. • It appears Fixture A, as currently proposed, is not full cutoff; select a full cutoff fixture or indicate a proposed tilt of zero (unless you can provide a State or Federal regulation that exempts this lighting from our ordinance). Rev1: Comment addressed. • The model numbers shown on the cut -sheets must match those listed in the luminaire schedule. Rev1: Comment addressed. • As noted above, the locations of proposed fixtures should be consistent on the layout and lighting plans. Revi : Comment addressed. • Provide the following standard lighting note on the lighting plan: Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot-candle. Rev1: Comment addressed. 15. [Comment] A WPO application may be required to be submitted and approved prior to Site Plan approval; consult with Engineering. Rev1: Comment still valid; WPO application is under review. 16. [Comment] This amendment cannot be approved until all comments from the Site Review Committee (SRC) have been addressed. Any comments not available at the time of the SRC meeting will be forwarded once received. Rev1: Comment still valid. The site plan cannot be approved until Inspections, Engineering, Fire rescue, VDOT and ACSA complete their reviews and grant their approval; comments will be forwarded upon receipt. E911, ARB and RWSA had no objection to the initial submittal. 17. [Comment] The layout legend on Sheet C3 includes two "H's"; it appears one should be "J"? Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
