Regarding: SDP 2006-113 — UVA Research Park Town Center: Final Site Plan
Responses to comments from County Staff
With this memo, I am responding to the comments that were directed to our office
following the review of our final site plan for the development of UVA Foundation's Town
Center of the Research Park. The comments were received in written format with various
dates, the latest being dated December 5, 2006. Per your request, I have attached this
memorandum to eight (8) revised sets of our site plan and one (1) 11"x17" copy of the full
plan set.
Zoning & Current Development— Patrick Lawrence
1. A detailed waterline extension plan and profile was submitted with the plan
package (See C-7.0.) The sanitary sewer for Town Centers 3 and 4 was provided
with previous phases of the Town Center development. Existing manholes are
provided for the acceptance of proposed new laterals, which are shown on sheet
C-3.0. The Service Authority reviewed the plans on November 22nd and had no
comment.
2. The location of the critical slopes can be seen on a new sheet C-3.1. We believe
that the proposed layout and development of the Town Center site is in direct
correlation with the approved Master Plan that was reviewed with the rezoning of
the Research Park. Furthermore, the vast majority of 25% (or greater) slopes are
the result of previous grading and site preparation with earlier phases of the Town
Center. Most of the existing contours relate to proposed grading plans with Town
Centers One and Two, therefore we believe that a valid request for exemption of
the critical slopes disturbance waiver is in order. Should your staff disagree with
this interpretation, a request for waiver would be made.
3. The existing tree line was added to the plan sheets, as requested.

4. The conflicting data related to the building areas on the cover sheet was corrected.
The data provided under the parking section of notes on the cover sheet specifies
the amount of parking required by code and the amount that we are proposing.
The amount proposed considers Traffic Demand Management principles and lists
their total reductions. A waiver of the standard code requirement is requested for
the parking and loading spaces based on the information provided in note eight on
the cover sheet of the plan.
5. Several more dimensions were added to the layout sheet of the plan (See C-4.0.)
6. As with comment response number four above, the data on the cover should
address this comment.

8. A detail for the dumpsters was added to sheet C-8.0 showing the method of
screening and all dimensions.
9. The lighting specified on the current plan submission is not the same as that which
was installed on previous phases of the Town Center. The lighting is similar in
appearance, but a review of the details provided on sheet SL-2.0 shows that the
bulb is located entirely within the housing and is full cut-off. The proposed lights
were not the same ones presented to the planning commission for a waiver.
10.Most of the utilities were previously shown on the landscape plan with the
exception of the storm piping. That layer of the digital plan was added to sheet L-
1.0.
11.All sheets of the plan are included in this submission, including storm water
management, storm water exhibits and erosion control plans. The storm water
calculations were submitted under a separate cover to the engineering department
with the submission of the WPO application.
12.Several more dimensions were added to the layout sheet of the plan (See C-4.0.)
A new sheet was also added to the plan (C-2.1) showing the meets and bounds of
the proposed "Lease Area."
Engineering Department—Jonathan Sharp
1. A new sheet was also added to the plan (C-2.1) showing the meets and bounds of
the proposed "Lease Area."
2. All sheets of the plan are included in this submission. The storm water
calculations were submitted under a separate cover to the engineering department
with the submission of the WPO application.
3. Traffic generation figures were added to the plan and are shown on sheet C-4.0.

4. The benchmark was described previously within the notes of sheet C2.1, and the
revised sheet (changed to C2.2) now shows them graphically as well.
5. The sight distance was added to plan sheet C-4.0 at the new intersection with
Lewis and Clark Drive.
6. See comment#2 above under the heading of Zoning & Current Development.
Albemarle County Service Authority— Gary Whelan
• Per our discussion at the site review meeting on December 7, 2006, ACSA has
reviewed the plan and had no comment. I have included a revised set of the
drawings for their use with this package.
Virginia Department of Transportation —Joel DeNunzio, PE
• Traffic generation figures were added to the plan and are shown on sheet C-4.0.
• The comment is noted and we will await further review following review of the
revised site plan.
I hope that these responses, in combination with the revised plan have satisfied the
deficiencies as noted in your previous comment memorandum. Please do not hesitate to
