RE: SDP 2010 - 00067: Pantops Fire Station Preliminary Site Plan [Preliminary Site Plan Approval]. Dear Mr. Booth: The Department of Planning and Community Development hereby grants administrative approval to the above - referenced preliminary site plan. The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire November 5th, 2011. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Planning and Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. A submission and review schedule is attached for your information. The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a separate application to be filed at a later date. (Note — some of these plans for this project may have been submitted previously). After the initial tentative plan submittal, each department /agency will contact you to discuss any remaining conditions. After all aforementioned department /agencies have granted a tentative approval, you may submit the final four paper copies, final site plan application, final site plan fee, and a copy of all written tentative approvals to the Department of Planning and Community Development. Assuming that the final site plan paper copies reflect all tentative approvals, signing of the plans will occur within one week. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Community Development Department shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions are met: .".,r Zoning & Current Development approval to include: • The final site plan must meet all conditions of section 18 -32.6 of the zoning ordinance. A landscape plan is required with the final site plan. If outdoor lighting is proposed, include a lighting plan in the final site plan. • A plat showing the proposed Fire Station lot must be submitted before final site plan approval is granted. • Please scan all SP 01 -56, 01 -57, and ZMA 2001 -15 proffers and conditions onto the site plan. The Pantops fire station is on land zoned Planned Development Mixed Commercial (PDMC) and has proffers that run with the land. These proffers need to be scanned onto the site plan. • ZMA 2001 -15 Proffer #9 States: "The owner has entered into a memorandum of understanding with Thomas Jefferson Foundation, Inc. incorporating guidelines for development of the Property within the Monticello view shed (as such memorandum may be amended from time to time upon mutual consent of the parties thereto) (the "MOU ). Prior to granting final site plan approval for any proposed building on the property within on the Monticello view shed (other than a site applications for minor amendments not material to the objectives of the parties thereto, the Director of Planning and Community Development shall request confirmation from Thomas Jefferson Foundation Inc. that the site plan application is consistent with the terms of the MOU ". • A parking analysis needs to be prepared and submitted to the Zoning Administrator justifying the provision of 12 parking spaces shown on the preliminary site plan. The parking analysis needs to be addressed to the Zoning Administrator. • The site plan revision dates need to be noted on the site plan. Engineering approval to include: Please provide a Simple Methods spreadsheet to illustrate removal rate requirements for the proposed site. 2. It appears that the area for the proposed SWM pond will suffice for water quantity. However, engineering is concerned about having anything but dirt and vegetation in this area due to having public drainage facility beneath the pond. Engineering recommends one or two biofilters to capture and treat the runoff for water quality and then to be discharged into the pond for water quantity. Final Site Plan Comments (For information purposes only) 1. Professional seal must be signed and dated. [18- 32.6.1] 2. A Water Protection Ordinance application and fee must be submitted, along with an Erosion and Sediment Control and Stormwater Management plan. 3. In order to prevent ponding on the northwest side of the structure, a grate inlet should be installed at the center, along with moving the roof drain pipe to the center of the depressed area so as all runoff is captured and directed to the pond. 4. Please provide parking surface per VDOT guidelines. [18- 4.12.15a] 5. A dumpster pad must be provided. You may submit a request to waive this requirement per section 18- 4.12.13£ The requirements of this subsection may be modified or waived in an individual case if the zoning administrator, in consultation with the county engineer, finds that the public health. safety or welfare would be equally or better served by the modification or waiver. 6. Please provide curb and gutter along travelways and in parking areas. A request for waiver may be submitted for review. [18- 4.12.15g] 7. Guardrail must be provided for any steep slopes or drop -offs along parking areas. 8. VDOT approval must be obtained prior to final site plan approval. 9. Fire & Rescue approval to include: ■ Must comply with the Virginia Statewide Fire Prevention Code. Final approval is subject to field inspection and verification. On final, please indicate the location and capacity of diesel fuel tank (if one is to be located on site). ANY OTHER DEPARTMENUDIVISION /AGENCY approval to include: • Albemarle County Division of Planning: GDS Comment from Andrew Slack: This site will need a new private road name. Please contact this office with a list of potential road names that have been discussed with the other property owners before final site plans are submitted. • Albemarle County Division of Planning: Comment from Wayne Cilimberg: Variation - Can be granted if those wooded areas delineated by "Edge of Woods" on plan that are being graded or otherwise disturbed are shown to be re- vegetated. • Albemarle County Division of Inspections: Comment from Jay Schlothauer: Based on plans dated August 18, 2010 (no revision date noted) Rearrange the barrier -free parking space so that it is van - accessible (min. 8' wide parking space, with min. 8' wide adjacent striped access aisle).
