HomeMy WebLinkAboutARB201500067 Presentation 2015-06-04 PROJECT PROPOSAL:Architectural Review Board Narrative CVS at Rio Road and 29N June 4, 2015 The Rebkee Company proposes to construct a CVS retail store and pharmacy at the corner of Rio Road and Route 29N on two contiguous lots measuring approximately 1.6 acres (1700 and 1710 Seminole Trail). The building measuring 11,945 sq. ft. will have a drive-thru window and lane on the northwest corner of the building. 57 parking spaces are proposed on site. Extensive landscaping enhances the public experience of the site and the surrounding Entrance Corridors. The Special Use Permit request for the proposed drive-thru window is currently under review. This project itself is compatible with the surrounding area in terms of use, massing and materials. The Highway Commercial zoning district features primarily one-story commercial buildings and shopping centers. Entrance Corridors flank two sides of the property and the intersection is the proposed location for a grade separated interchange. Brick and stucco are consistently used materials throughout the Seminole Trail and Rio Road corridors. The Highway Commercial District has numerous drive-thru restaurants and banks in the area. The new CVS will fit harmoniously into the pattern of development in this district while providing a unique public benefit. The roofline of the one story building gradually steps up to break down the overall mass of the store while featuring the prominent corner entrance. By providing the most architectural detailing at the front entrance of site, the building reflects the overall importance and level of energy at the intersection of Rio Road and Seminole Trail. The Rio Road frontage of the site, leading down to the corner of Seminole Trail, provides an oasis of lush greenery amongst an urban highway environment. The proposed changes to the site will enhance the overall experience of the entrance corridor at this location. By encouraging the infill development of an existing commercial site, Albemarle County is actively reducing sprawl and ensuring that this corner location will remain financially viable after the construction of the 29N and Rio Road grade separated interchange.
