CVS at Rio and Route 29
1. Show how the visibility of rooftop equipment will be eliminated. Provide site sections and
details on the proposed method of screening the rooftop equipment.
Response: This topic was discussed with staff on May 28th. At that meeting we determined that
site sections were not a requirement given we are locating the equipment behind parapet
walls, we are providing screening of all units on the building roof and we are providing
evergreen screening to block the view of the building roof from the Rio Road Entrance
Corridor. Rooftop equipment is shown drawn in on Sheet A-4.1, Exterior Elevations, and is
specified as Roof Top Equipment Beyond, Typ. Site Renderings from various angles will
also be shown at the ARB meeting.
2. Add the standard mechanical equipment note to the plan: "Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated."
Response: Note has been added to Sheet A-4.1 under the Note Section.
3. Provide a copy of the VDOT easement document. With the next ARB submittal, provide
information from VDOT outlining the types and sizes of landscaping allowed in the
easement.
Response: Per review of the VDOT easement language and conversations with VDOT
representatives and County staff, we have determined that low impact trees are appropriate
in the VDOT easement along 29N. Several other easements on site, such as water lines
and sanitary sewer lines, impact this area and do not allow trees. Overhead power lines,
meter boxes, phone poles and guy wires also impede the 29N property frontage, allowing
for extremely limited tree locations. The engineer has identified a small area along the 29N
frontage that will allow room for an ornamental tree in addition to the landscape plan as
submitted.
4. Shift the new water line to provide planting area for trees along the Rt. 29 frontage.
Response: The waterline must remain in its current location to allow for connection with the
meter box. VDOT has confirmed that the telephone pole and guy wires will remain onsite,
further preventing a shifting of the proposed waterline and easement.
5. Revise the plan to clearly label all utility lines and the width of each easement. Indicate on
the plan the height of the overhead electric line.
Response: Plan has been labelled. We can also provide a specific utility exhibit if that would be
helpful for staff and Board members.
6. Provide landscaping consistent with the EC guidelines to the extent allowed by the VDOT
and utility easements.
Response: Please see responses to comments number 3, 4, 7, 9, 10, 11 and 12.
7. Provide the Rt. 29 frontage trees at 3W caliper at planting.

Response: Tree size has been increased as shown on Sheets CP-101 and CP-102.
8. Provide the landscape plan at a standard scale of 1" = 20'.
Response: Landscape plan is now shown at the standard scale.
9. Increase the size of the trees along the entrance drive on the west side of the site to 21/2"
caliper at planting.
Response: Tree size has been increased as shown on Sheets CP-101 and CP-102.
10. Provide all perimeter shrubs at a minimum planting height of at least 24", including shrubs
adjacent to Rio Road and Route 29.
Response: Plan has been updated to meet this requirement.
11. Significantly enhance the shrub planting along the Rt. 29 frontage to better compensate for
the lack of shade and ornamental trees.
Response: Shrub plantings have been enhanced along the Rt. 29 frontage by adding a variety
of shrubs (13 different varieties are proposed), proposing larger shrubs, and creating a plan
with groupings and layers of shrubs.
12. Add the standard plant health note to the plan: "All site plantings of trees and shrubs shall
be allowed to reach, and be maintained at, mature height; the topping of trees is
prohibited. Shrubs and trees shall be pruned minimally and only to support the overall
health of the plant."
Response: Note included on Sheet CP-101, Note #4.
13. Adjust the quantities of plants and/or species so that the number of proposed plants for any
one species does not exceed 25% of the total proposed for that plant type.
Response: Quantities and species of plants have been adjusted.
14. Indicate on the site plan the material and color proposed for the retaining walls. Provide a
manufacturer's cut sheet and color sample. Provide specific information showing that the
proposed wall type and material allow for the planting that is shown.
Response: Note has been added to Sheet A-4.1 stating: Retaining walls shall match building
materials and colors. Color samples for the building were provided on the material board.
Cut sheets will be provided when they are available.

Dear Margaret,
In regard to the letter dated August 26, 2015,we submit the following responses:
1) Revise the awnings from vinyl to canvas or metal. Provide a color sample and revise the elevation
drawings accordingly.
a) Vinyl awning has been changed to canvas awning, as indicated on the elevations and
exterior finish schedule "E10".Also,please see attached sample of canvas material.
2) Coordinate the door paint colors identified on the color and black&white elevations.
a) Hollow metal doors and frames are to be painted Benjamin Moore—HC-S0, Georgian
Brick to match "E3", Quik-Brick Richfield Blend.
3) Provide information on the type of window glass proposed. Include the standard glass note on the
architectural drawings: "Visible light transmittance(VLT) shall not drop below 40%. Visible light
reflectance(VLR) shall not exceed 30%."
a) Window glazing isl"insulated glass with Solarban 60 Low-E.Please see highlighted
sections of attached cutsheet. Glass note has also been added to sheet A4.
4) Provide in the architectural drawings information detailing the screening of rooftop equipment.
Provide a roof plan showing the equipment and screen locations. Indicate equipment and screen
heights. Include notes identifying the various design options proposed for the screens (color,trim, and
panel design, vertical or canted system).
a) See attached roof plan Sheet A2 for RTU and screenwall locations. Refer to 8/A2 for
screenwall detail and notes. The tallest units (RTU 1 and 2) are 5'above the roof line,
including the curb, at the high side of the roof The screen wall height will vary from 5'
above the roof on the high side, to 8'-4"above the roof on the low side to create one level
screenwall.
5) Add the standard mechanical equipment note to both the architectural and site plans. "Visibility of all

mechanical equipment from the Entrance Corridor shall be eliminated."
a) Note has been added to the site plan sheet CS-101, note 8; also added as a general note to
Sheet A2.
6) Revise the architectural elevations to eliminate the perimeter lighting of the building. Provide a
complete lighting plan for review.
a) Removing the perimeter lighting does not impact the architectural elevations. Please see
attached new photometric plan prepared by Hubbell.
7) Indicate on the plan the height of the overhead power line.
a) It is our understanding that the OHE will be relocated slightly as part of VDOTs work and
it is our(Kimley-Horn)assumption that it will be replaced to the required height standard.
8) Revise the landscape plan to add ornamental trees in available areas along the Rt. 29 frontage.
a) A crepe Myrtle was added to the only available space along Route 29 free from easements.
9) Revise the landscape plan to clearly show all plant labels.
a) The landscape plan was reworked to 20 scale as previously requested for easier viewing.
10) Revise the landscape plan to increase the planting height of the IN2 shrubs to 24"minimum.
a) The perimeter shrubs were increased to 24"as requested along these 2 frontages (not
along the northern boundary where the IN2s are).
11) Clarify on the site plan the material and color(s)proposed for the retaining walls.Provide a
manufacturer's cut sheet and color sample for review. Provide specific information showing that the
proposed wall type and material allow for the planting that is shown.
a) Retaining wall is to match the CVS building, and to be Quik-Brick,Richfield Blend. The
plantings shown in this area are called out to have a 15"-18"spread. There is currently
3.5'between the terraced retaining wall, where the plantings will be, which should be
sufficient space.
12) Note that a separate application will be required for all wall and freestanding signs.Avoid overscaled
wall signs.
a) There is currently a note on sheet A4 that states that signage is under a separate permit,
and to refer to sign package from sign vendor.
Please provide:
1. Two full sets of revised drawings addressing each of those conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in drawings with"clouding"or by other means will facilitate review and approval.
3. The attached"Revised Application Submittal"form. This form must be returned with your revisions
to ensure proper tracking and distribution.

I just wanted to make sure we are all on the same page with regard to the RTU screens for the future CVS at Rio and Rt
29. We were originally going to go with the 'Envisor'Screens provided by City Scapes; however, their service and
installation has been terrible and we want to make sure we provide you guys with a great finished product for this
store. We are proposing that the screening system is constructed on the roof by the General Contractor per the
attached plans that were sent over.
Please review and let us know if you have any questions or comments. The screens will be painted to blend in with the
building and will look good.

We sent the attached plans to the ARB for the RTU screens per the attached review letter, comment#4. F
These plans showed the screens to be built as we discussed instead of the Envisor screens. ri p,

The canvas awning material would be Glen Raven Firesist Crimson Red (82017-0000). We verified this with the supplier
and can send a sample if needed.

For the RTU screening, are they requiring us to use the Envisor screens? CVS has a standard detail to building screen
walls which is what the plans show.
