HomeMy WebLinkAboutSDP201000029 Review Comments 2010-04-12 (3)Iftappe V R COUNTY OF ALBEMARLE Department of Community Development MEMORANDUM TO: Megan Yaniglos FROM: Claudette Grant DATE: April 12, 2010 RE: SDP2010- 026 \Old Trail Village Block 23 Phase II- Preliminary The subject submittal has been reviewed and the following comments need to be addressed: 1) Per the Code of Development (COD) please refer to the Design Elements for Old Trail General Zone CT4. In particular, the concept plan and design elements show buildings fronting on public streets with relegated parking. Units should have a face to Golf Drive. While we suggest some units face Golf Drive, an alternative approach may be to make the sides have a front appearance in design, including elements such as porches, walkways, landscaped walls, etc. In other words this block needs to have a face or presence to the street and/or corner treatment that relates to the street. 2) Per page 19 in the COD off - street parking shall be relegated behind front facades of buildings and landscaping throughout the development area. Page 19 of the COD needs to be followed. Not sure the enclosed courtyard is meeting this requirement. Provide elevations and description of proposed treatment for this detail. Please also note that the garage or parking pad shall be set behind the primary or principal line of the front fagade far enough so that cars are not out in the sidewalk. 3) Note 1 in Table 7 located on page 31 of the COD states side yard setbacks of at least 10 ft. shall be provided to ensure adequate fire flow, but may be reduced to the quantities listed if approved by the County Fire Marshal. The side yard setback noted on sheet no. 1 of 6 of the preliminary site plan needs to refer to this note. Has this been approved by the County Fire Marshal? 4) Page 21 of the COD states that at least one pocket park shall be located among blocks 26, 22, 27, 28, 29, and 23. Where will a pocket park be located? 5) The single family home located in the middle of the block appears somewhat awkward. Is there any thought to making this middle area in the block a green space? 6) There seems to be a discrepancy relating to building heights in this block. Sheet no. 1 of 6 of the preliminary site plan describes heights as the maximum building heights shall not exceed 4 stories for multifamily units and 2.5 stories for single family unit. On the same sheet at the bottom of the page the spatial enclosure ratios describes allowable stories as 1.5 to 3 stories. This discrepancy is also noted *..o, in the COD. This should be corrected on Sheet 1 of 6. The height described in the spatial enclosure section (pages 35 -36 of the COD) should be followed. 7) Section V. Architectural and Landscape Standards in the COD need to be addressed. Please provide some elevations of this plan so staff has an idea of the design of this proposed site plan.
