The Final Site Plan for Free Bridge Office, received on 16 March 2010 has been reviewed. The plan
cannot be approved as submitted and will require the following corrections before approval can be granted:
A. General Review Comments
1. Please submit a WPO application and fee for review and approval of an Erosion and Sediment
Control Plan.
2. All proposed slopes must be 2:1 (horizontal: vertical) or flatter.
3. Proposed slopes steeper than 3:1 must have low maintenance (not grass) ground cover specified on
the plan.
4. VDOT approval must be obtained for any plans affecting public right -of -way.
5. All parking areas must not exceed 5% grade anywhere, in any direction.
6. Please provide all utility crossings on the drainage profiles.
7. Please provide throat lengths for each drop inlet.
8. Please provide concrete inlet shaping (IS -1) to storm STR. #7.
9. Please provide traffic generation and distribution summary (ADT's).
10. Pipe slopes must be at 0.5% min. to 16% max. (per VDOT standards for anchors over 16 %).
11. Outlet velocities for any pipe cannot exceed 15 fps.
B. Stormwater Management Comments
12. Please submit a 'APO application and fee for review and approval of an Erosion and Sediment
Control Plan.
13. Please provide a copy of an agreement between Free Bridge and the owner of parcel 78F -A for use
and maintenance of the stormwater management pond on this parcel.

I have reviewed your revised submittal for the above - referenced project which consisted of the
Certainteed, Landmark, "Heather Blend" roof sample proposed for this development. This latest
submission addresses all outstanding conditions of ARB approval. You may consider this letter your
Certificate of Appropriateness.
This approval is predicated on the fact that the design and materials, as proposed and exhibited for review,
will be used. This application is approved with the condition that mechanical equipment shall not be
visible from the Entrance Corridor. The acceptance of approval implies that the applicant has agreed to
execute the design as indicated on the site plan, attachments, materials, samples, and other submittal items
presented. Any change in the approved design or materials will require an amendment to the plan and

The Planner/Engineer for the Zoning & Current Development Division of the Albemarle County
Department Community Development will approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been identified at this
time. Additional comments or conditions may be added or eliminated based on further review.) [Each
comment is preceded by the applicable reference to the Albemarle County Code.]
1. Condition of Preliminary Approval, #1; [32.5.6.i] : Shared parking and access agreement must
be submitted and reviewed against the plan. Please note that this agreement must provide for
access thru each site to allow access from Olympia Drive to Richmond Road and visa versa. To
that end, please remove any easement limits from the plan, as are currently drawn on Sheet C5.
2. [32.5.6.a] COMYMNT: Parcel Map on Sheet Cl:.
a. Parcel Map appears to be the only plan that provides site /parcel dimensions and mets and
bounds. Please be sure that all necessary dimensions are provided for both parcels that
are the subject of this site plan and be sure that frontage along Olympia Drive can be
determined from looking at the parcel map. Currently, curve data is not provided for
"C3" reference and without a scale it is difficult to discern what the frontage is.
b. [32.6.6.i] Provide frontage length on landscape plan, since it is needed to calculate
required street trees.
c. Be sure that abbreviations used on the Parcel Map are defined in the Legend. For
example, BSL and PSL are not defined. Alternatively, spell them out on the parcel map.
3. CONIlVIENT: While not required for approval, please make an effort not to staple the plan set
through required information such as site data, landscaping schedules, and plan views.
4. [32.6.6.i]-CONIMENT: Coordinate parking data used in landscape plan calcs with the other
sheets. Landscape plan uses 48 parking spaces to determine Interior Landscaping requirements,
however 53 spaces are being provided. Please revise.
[32.6.6.i] Landscape Plan CONEWENTS:
a. Why did you divide the frontage by 35'? Our ordinance requires 1 large tree every 50' or
1 medium every 40'. After you confirm the frontage length (per comment #2 above) is
correct, please address this calculation.
b. Please provide the sight distance triangle on the landscape plan, as VDOT will need to
approve any plantings within the required sight distance.
6. [32.6.6 j]Lighting Plan CON BENTS:
a. Provide footcandle distributions at the property line to show less than 0.5fc will be
provided at the property line, especially along the public street.
b. "Description" in Luminaire Schedule does not appear to match the fixture options on the
cut sheet. Make sure staff can confirm the fixtures specified are represented by the cut
sheets on the plan.
7. [32.5.6.d] [32.6.6- Condition # 3 of Preliminary Site Plan approval] COMMENT: List critical
slopes waiver and associated condition, preferably under Site Data. This was SDP200900062, to
allow 0.41 acres of critical slopes disturbance per Preliminary Site Plan conditionally approved
1/12/2010. The one condition reads:
None of the fill taken from the construction site shall be taken through the front entrance
of Fontana Subdivision for depositing on another development site.
I know in your response you stated this information will be on the E &S sheet, however like any
zoning condition it should be provided in clear view on the site plan.
8. [32.5.6.b] COAEVIENT: This project is being built on one parcel and a portion of another parcel
that has already been developed. It is important to be able to calculate and track how much
development is happening where. Therefore:
a. Under Land ,Schedule on Sheet C2, please define what " %" means; for example, does this
mean "% of total project area" or does this mean "% of TMP78 -11" ? Define what
constitutes the total project area (the acreage of TMP78 -11 plus a portion of 78 -57B ?)
Related to this, please make sure to break down pre- and post - development square
footages by parcel- meaning please state how many SF of pavement /open space is being
provided on each parcel... a chart may help. If you have questions, please let me know.
b. Provide site acreages for each of the parcels that are the subject of this site plan, and in
the case of TMP78 -57B, identify how much acreage falls under the scope of this site
plan. I see that the acreage for TNT 78 -11 is provided on the Parcel Map, but please also
provide this information under Site Data.
c. Provide maximum paved and circulation area. I see that you have "paved" area calculated
on Sheet C2, but this area (21,748sf) does not match the 14, 744sf used to determine
landscape plan calculations (Sheet C6). Please make sure Land Schedule data matches
the data that is used on the landscape plan, and that in order to meet landscape
requirements "parking and vehicular circulation area" is properly called out (may be
different than "paved" area).
d. Explicitly state maximum building square footage and building footprint. I see that within
the footprint of the building it says it will be 12, 000 sf, but please list maximum building
square footage under Site Data.
e. The Land Schedule (sheet C2) claims .5,978 sf for the building, while the plan views state
6,000 sf. I know these numbers are close, but please coordinate so they are the same.
f. Sheet C2 states total site area is 45,302 sf, while the landscape plan uses 45, 395 sf to
calculate required canopy. Related to comment (a) above, please address what the total
site area includes. If you want to use portions of TNT 78 -57B for planting to count
towards the required canopy, then the portion of that parcel being developed with this
plan must be counted towards calculating the required canopy, and you must show that
the area you are claiming was not previously claimed with the development of TMP.11-
57B.

12. Please submit a WPO application and fee for review and approval of an Erosion and Sediment
Control Plan.
13. Please provide a copy of an agreement between Free Bridge and the owner of parcel 78F -A for use
and maintenance of the stormwater management pond on this parcel.
14. Please provide a copy of the calculations, details and plan showing that the stormwater pond
design accounted for the water quality and quantity requirements of the Free Bridge site.
B. Erosion and Sediment Control Comments

16. Please provide dust control (DC).
17. Please provide a stockpile location.
18. Please provide a staging and parking area.
19. Please include the proposed pipe connecting to STR. #EX57 in your limits of disturbance.
20. Is the silt fence on the northeast side of the site part of the construction? If so, please include it in
your limits of disturbance.
21. Please provide silt fence along the northeast side of the site between both proposed inlet
protections.
22. Please provide a letter of intent from the owner of TMP 7817-A with permission to use the pond as
an E &S and SWM measure.
